ADDITIONAL DETAIL TO MARKET ENGAGEMENT NOTICE: The Welsh Government will shortly be commencing a procurement exercise for the sourcing of products, registration, assembly, storage and delivery of baby bundles in Wales. The Tender Notice will be issued late March/early April 2025. Baby bundles is a Welsh Government initiative to provide a ‘welcome to the world’ gift, comprising of a range of products for the child’s first months. The bundle will be provided free of charge to all new and expectant parents residing in core Flying Start areas within Wales. The contract will have the potential for a requirement of around 8,000 bundles per year. It is important to note the projected number of baby bundles is subject to change. The estimated spend over 5 years is in the region of £12m inclusive of VAT. (Please note this is early thinking and a detailed specification of full requirements will be provided at the time of issuing the Tender Notice): 1. Co-ordination of the registration, order processing and acknowledgements process – this will include the production and distribution of awareness raising / promotional material and the registration documents at specified times pre-birth. 2. Development of an online registration system which will allow customers to register for the baby bundle. 3. Sourcing the contents for inclusion and the packaging for the bundles, supplying and then assembling the bundles. Suppliers must be able to source all items, and each item must meet the specified industry safety and EC standards and accreditations. 4. Delivery - responsible for scheduling and confirming deliveries. The co-ordination of delivery in an environmentally friendly way. 5. Demonstrating existing, well developed supply chains, established freight and border arrangements. 6. Storage of all items and the bundles including holding sufficient stock. 7. Having the facility (or can sub-contract) to ensure items and/or packaging feature particular designs. 8. To determine how the bundle will be presented e.g. the outer packaging. It is desirable that the packaging be environmentally friendly. 9. Ensure that aftercare is in place, including a bilingual customer contact point/helpline to ensure enquiries, customer support, and/or cancellations of bundles are dealt with in the language of preference (English/Welsh). This contract is intended to be for five years, with a break clause at the end of years two, three and four. We require the successful supplier to be ready to distribute the bundles from November 2025. The Welsh Government developed the Information and Advice Quality Framework for Wales (IAQF) in response to the serious concern that there was a lack of consistency and understanding amongst providers of what constitutes a quality information and advice service, and this was a barrier to collaborative working. The IAQF was published in 2019 and many independently owned Advice Quality Standards operating in the UK have now applied for and been awarded IAQF Approved Accrediting Body status. An advice provider in Wales who holds a quality standard awarded by an IAQF accredited body is able to display the IAQF logo, demonstrating that their service has been independently assessed as meeting the Welsh Government’s expectations of a quality assured advice service. The IAQF continues to seek to provide a consistent approach to ensuring and assuring quality information, advice and guidance for the people of Wales. The IAQF Wales has been designed on the agreed components of good quality information and advice found within existing quality standards and seven Quality Areas. In 2022, Welsh Government supported the review of the IAQF and the associated accreditation processes and improved both as necessary. The Welsh Government believe people of Wales should be served by quality assured advice services and gave a commitment that it intended to only grant fund generalist and specialist advice services who hold an Advice Quality Standard awarded by an IAQF Accredited Body. The Welsh Government is now seeking to appoint an independent partner to manage the IAQF Independent Assessment Service for up to 3 years. The successful bidder will be required to a provide a range of support services through the new contract which will include: • Management of all processes relating to the successful operation of the Information and Advice Quality Framework for Wales (IAQF) Independent Assessment Service; • Managing the reassessment process of existing IAQF Accredited Bodies for Standards Owners who wish to become quality assured under an Advice Quality Standard with the IAQF. • Provide guidance, support and advice to Standard Owners. • Develop and implement a Wales wide communication strategy to raise awareness of the IAQF amongst stakeholders, • Engage with other funders of advice services, including local authorities, to promote and encourage the use of Welsh Government’s approach and prioritise funding for advice providers who hold an Advice Quality Standard awarded by an IAQF Accredited Body. • Deliver advice and practical support to advice service providers, helping them apply for a quality standard for the first time. • Provide expert advice to Welsh Government to improve the service. • Explore options on ways to help smaller providers who may be financially challenged to achieve the accreditation. Welsh Government Commercial Delivery (WGCD) are looking to commence the procurement of a multi-supplier framework for vehicle hire to replace the existing framework which expires in November 2025. WGCD wish appoint a number of Framework Suppliers, each operating under the Framework Agreement, to provide vehicle hire services across a range of vehicle types. Bute Dock lies in Cardiff Bay and is a former operational dry dock, part of the extensive wider dockland that formed the largest coal exporting port in the world during the late 19th and early 20th centuries. Constructed in 1884, it comprises a mass mortared stone dry basin and is connected to the larger Roath Basin/Roath Lock to the north. Water levels in the dock were controlled via a series of sluices, pumps and valves with a floatable steel caisson forming the dock gate, allowing ships to enter the dock when water levels were equalised and maintaining the water level difference between the two when the Bute Dock was emptied. Bute Dock has long since been disused, but the structure is largely intact and both the dock walls and the dock gate caisson are deemed to be of historic value and are consequently Grade II listed by Cadw. The dock is owned by the Welsh Government and is part of it’s wider land holding in the Cardiff Bay Area. Today, Bute Dock is hydraulically ‘open’ to the impounded Cardiff Bay and has a permanent similar water level. Although the dock gate caisson is an historic structure, it continues to form an important function by maintaining the higher water level in Roath Basin/Roath Lock and prevents water leakage into the lower impounded bay. Welsh Government has commissioned a number of condition surveys of the structure which confirms the caisson to be in fair to poor overall condition with numerous defects noted. Scope of Works To safeguard the caisson in the short to medium term, Welsh Government is seeking an experienced specialist marine contractor to design and implement a series of repairs in accordance with the recommendations of the condition survey reports and under the terms and conditions of a Listed Building Consent, which is currently being sought. The repairs are likely to comprise cutting damaged and perforated sections of the caisson and/or welding of new steel ‘patches’, generally at or above the water line but which may extend below the water line. Working from temporary pontoons may be necessary and a specialised team with approved welding certificates will be required. Heavy cranes are expected to be needed to lift materials into place. The objective is to undertake sufficient refurbishment/repair work to safeguard the structure for the next 10 to 20 years in which time it is anticipated a permanent solution for the management and development of the historic dock will be implemented. Requirements The successful contractor will have extensive experience of planning, designing and undertaking similar repair and refurbishment work on historic dock structures and will have an impressive track record of managing health and safety in such challenging environments. A specialist labour team will be required with approved welding certificates. Divers may also be needed.

Preliminary Market Engagement Notice - Including details of a supplier event for the upcoming Welsh Government Media Services Framework, which will cover: Lot 1 – Media Monitoring Services A media monitoring service is required to ensure that that Client has a clear grasp on how the media and stakeholders view the strategic direction of the Welsh Government. The Contract will be utilised for both continuous Media Monitoring and ad-hoc monitoring on individual campaigns. It may also be required for media evaluation. This contract will initially service five departments across Welsh Government although this may change during the life of the contract. The Welsh Government WG intends to use the Rural Support DPS for the following upcoming environmental and agricultural requirements is seeking a suitably qualified supplier (or suppliers ) to support the delivery of elements of the Sustainable Farming Scheme (SFS). The aim is to develop multi skilled resource that can provide additional capacity for the delivery of the scheme. The supplier will form part of a wider operational delivery team, working with Welsh Government and other associated partners. The scheme is administered by Rural Payments Wales (RPW) and supported by a new Farming Connect Service and Natural Resources Wales (NRW). The supplier will work alongside RPW and delivery partners in providing high quality customer service, primarily focused on SFS Habitat Reviews, as part of the Optional Layer of the scheme. The Habitat Review will include an on-farm habitat assessment, management planning, and technical advice to ensure that optional actions are located and implemented appropriately to maximise environmental outcomes whilst supporting sustainable farming practises. The Welsh Government is providing potential market participants with early notice of the forthcoming Bro Tathan Power Project procurement. This notice and Memorandum of Information (MOI) provides preliminary details in respect of the background, objectives and intended delivery approach for the Project, to enable interested organisations to consider and prepare for the formal tender process, which is expected to commence in at the end of April2026. The information contained within this notice and MOI is provided for awareness only. It does not constitute a call for competition, nor does it commit the Welsh Government to proceed with any procurement. Bro Tathan is a 1,200-acre strategic employment and innovation site located at St Athan in the Vale of Glamorgan (Bro Tathan Site). The Bro Tathan Site forms part of the Cardiff Airport and St Athan Enterprise Zone, a key driver for regional growth. The Bro Tathan Site benefits from exceptional connectivity - just five miles from Cardiff Airport and directly linked to the M4 corridor via the Northern Access Road (Ffordd Bro Tathan). It also features a fully operational 1,800-metre runway with airside access. Bro Tathan is already home to major occupiers such as Aston Martin Lagonda, eCube Solutions and Caerdav, and offers capacity for over3 million sq ft of additional development across its designated zones (West, East, North, South and Y Porth). Each zone of the Bro Tathan Site will support advanced manufacturing, aerospace, R&D and commercial employment uses. The Welsh Government has invested extensively in enabling infrastructure and site servicing, positioning Bro Tathan as a ready-to-invest platform for high-value inward investment. The Project is central to this long-term vision, delivering the energy capacity and resilience needed to attract and sustain occupiers at the Bro Tathan Site. Connecting the Bro Tathan Site to the National Grid Electricity Transmission network via new 132kV circuits and a substation, the Project will help realise Bro Tathan’s potential as a nationally significant location for investment, innovation and sustainable industrial growth. The intention is for the Project to be delivered through a Joint Venture (JV) between the Welsh Government and a private-sector partner. The JV will be responsible for the design, build, finance, operation and maintenance of the network infrastructure required to deliver up to 280 MVA of capacity to the Bro Tathan Site. The forthcoming procurement will seek to select a single consortium capable of providing the full range of expertise required for successful delivery of the Project. The Welsh Government intends to launch the Project procurement through the Competitive Flexible Procedure under the Procurement Act 2023. The Welsh Government is seeking to engage with the market to inform the potential procurement of below threshold construction works relating to Demolition, asbestos and crushing works at the former Coney Beach Pleasure Park. The indicative scope may include (non exhaustive): • Soft Strip works • Asbestos Removal • Demolition works and sub station protection • Minor Building Works • Crushing and backfilling voids • Car Park formation • Waste Removal Final scope is subject to change following market feedback. This engagement is being conducted in accordance with sections 16 and 17 of the Procurement Act 2023 and is intended to help shape the scope, specification, delivery approach and commercial structure of any future procurement. The Baglan Bay site, in the South Wales area was previously operated as a chemical works and was acquired in 2022. The aspiration for the development of the site is to transform the area through the creation of high-quality jobs, creating a safe and higher quality environment for local people, and to contribute to the wider redevelopment of the region. However, due to previous usage of the site, remediation will be required to safely bring the site back into the wider public sphere. The Welsh Government is providing potential market participants with early notice of the forthcoming Baglan Contamination Remediation Procurement. This notices, and supporting document provides preliminary details in respect of the background, objectives and intended delivery approach for the Project , to enable interested organisations to consider and prepare for the formal tender process, which is expected to commence in Q3/Q4 2026. The information contained is provided for the purpose of awareness only. It does not constitute a call for competition, nor does it commit the Welsh Government to proceed with any procurement. The Welsh Government intends to launch the Project procurement through the Competitive Flexible Procedure under the Procurement Act 2023. The Contractor will be responsible for design, testing, implementation of remediation techniques, monitoring and validation. To ensure fairness to the market, Welsh Government will offer two opportunities to share information with companies about the remediation works. There will be an optional Site Visit and an optional Online presentation for companies to attend. Welsh Government is committed to sharing all essential information with all bidders and will keep written records of who participated, what was discussed, information that was shared and how risks of distortion were mitigated. This is to ensure no unfair advantage is gained through participating in the market engagement.
