In line with the Liverpool City Region's Vision for Bus we are committed to improving the customer experience by providing clearer, more attractive and useful transport information to our customers. Accessible and reliable information regarding the location of buses, disruptions to the service and accurate arrival times are essential in delivering what the customer expects from their bus journey. A real time passenger information (RTPI) solution which offers innovative on-street solutions to provide live departures to customers and is supported by a robust content management software which delivers reliable and accurate information are key to delivering an improved bus offer which enables the passenger to make more informed decisions and improves customer satisfaction. The RTPI offer in the Liverpool City Region is currently made up of digital screens at all staffed bus stations and 97 bus stops, and stop specific QR codes at 600 stops. This offer is delivered by a number of suppliers with separate contracts for hardware and software. A new project is planned to deliver RTPI using a single supplier for both hardware and software. Commencing September 2025, the software solution will replace our current contract, and hardware will be rolled out at stops along our Green Bus Routes in line with the construction scheduled for the programme. Hardware to replace the current screens at staffed bus stations will be rolled out over a period up to 2028. We are looking to hold market engagement sessions to inform the specification document to ensure clear requirements are defined when we progress to formal procurement. Liverpool City Region - Decarbonisation Project Scope of Work The Liverpool City Region is embarking on a leading programme with the local authority partners to transition the public estate buildings to Net Zero Operation and have been assembling a project opportunity to bid into the upcoming Public Sector Decarbonisation Scheme Phase 3c (https://www.salixfinance.co.uk/schemes/phase-3c-public-sector-decarbonisation-scheme) to help support the cost of the works. The programme (if successful) would be delivered over 2 years 2024-26 and would achieve a 20-25% Carbon reduction from the built environment. Funding applications have been lodged in October and outcomes advised by March 2024. The project is looking at 50 sites of mixed use (i.e., Town Halls, Leisure, schools, Offices and libraries) and will be set out in lots per local authority partner that will be required to be undertaken (partly) simultaneously to achieve the time restrictions. The overall project value is around £50m. The programme includes fabric improvements to sites along with low carbon heating fit-out and renewable energy generation. Suppliers will be expected to provide high quality, competent services that will include; • Insulation and window replacement • LED Lighting • Heat Pump installation • Heating system replacement • PV installations and battery storage • Controls • Commissioning In addition, the contractor will be expected to manage district heating connection interface to historic buildings. The contractor will be required to design and install the full services required for all sites and must manage any specialist resources required for the undertaking. All works will commence on site in May 2024 and must be completed by 31st March 2026. To this effect we will be holding a market engagement event. Day: Thursday 25 January 2024. The Liverpool City Region Race Equality Hub is undertaking an ambitious and innovative approach to tackle race inequality within the Liverpool City Region (LCR). Liverpool City Region Combined Authority (LCRCA) has set aside £2.3 million to fund the Hub which will operate as a “one stop shop” striving for the economic advancement of Black, Asian and Minority Ethnic communities, in the context of racial justice, by focusing on business, employment, and skills development across LCR. This investment represents the biggest commitment to address racial inequality in the City Region to date. Building upon the City Region’s reputation for social justice and equality, the Hub’s primary purpose is to tackle systemic injustice and inequality and drive forward positive and sustainable change for our Black, Asian, and Minority Ethnic employees and residents and to work in partnership with public, private and 3rd sector employers, to encourage and support them to do the same. One of the key areas of delivery for the Hub will be targeted support to develop Black, Asian and Minority Ethnic leaders in recognition of the significant under-representation of minority ethnic groups in leadership roles across public, private and 3rd sector strategic, operational and governance positions. Additionally, the Hub intends to develop a leadership programme that recognises leaders at all levels across organisational structures, outside of mainstream leadership roles, including junior positions, voluntary positions, and leaders active within communities.

Over 400,000 bus journeys are made daily in the Liverpool City Region, representing over 80% of the public transport journeys taken across the Combined Authority area. Across the region, bus journeys are used to connect people to work, schools, universities and colleges and to the shops and leisure activities. The bus network therefore forms a key part of the region's infrastructure. On 25 April 2023, LCRCA published an Assessment on Bus Franchising in the Liverpool City Region which sets out the proposed bus Franchising Scheme in accordance with the Transport Act. In October 2023, the Liverpool City Region Mayor made a Franchising Scheme covering the Liverpool City Region. Franchising is to be introduced over a number of tranches of procurement. with the whole of the Liverpool City Region due to be franchised by the end of 2027 . To support the transition to franchising, the Combined Authority has taken the decision to procure the required bus fleets itself, such that any bidder selected to operate the franchised lots will have access to use a relevant portion of the region's fleet. LCRCA will be seeking to procure a variety of vehicles (350+) across multiple lots, likely to include diesel and electric in a mix of midi, single, and double decker sizes. LCRCA will be seeking a staggered vehicle delivery, starting from April 2027. To support a transition to a zero emission fleet, all diesel buses must adhere to the Euro VI standard, being the highest bus emission standard currently available for diesel buses. LCRCA would welcome vehicles which can be repowered in their lifetime. Vehicles must be of a right-hand drive design, meet the requirements of the Public Service Vehicle Accessibility Regulations 2000 https://www.legislation.gov.uk/uksi/2000/1970/contents where the dimensions and capacity of the vehicle require them to do so. It should also be noted that the Government has specified in the National Bus Strategy for England https://www.gov.uk/government/publications/bus-back-better (page 58) that any buses funded by Government must provide an enhanced level of accessibility, as well as induction loops and audio-visual route and next stop information. All vehicles must confirm to all relevant current legislation and take account of any known forthcoming legislative changes. LCRCA aims to publish an Invitation to Tender within the next two months, with a 4 week tender period. Liverpool City Region Combined Authority (LCRCA) is seeking to establish a multi-supplier Electrical Services Framework Agreement to support the delivery of electrical works across its estate. The framework will be used to appoint competent electrical contractors to undertake a wide range of electrical services, covering both minor and major works, as required by the Authority over the term of the framework. 2. Purpose of the Framework The purpose of this framework is to provide LCRCA with a compliant, flexible, and efficient mechanism to procure electrical works across all Authority-owned and operated properties, assets, and locations. The framework will support: Planned and reactive maintenance Statutory compliance works Refurbishment and upgrade projects Capital works and major installations Framework Structure and Lots he framework will be divided into two (2) Lots, allowing suppliers to tender for one or both Lots, subject to meeting the relevant technical and financial requirements. LOT 1 - Minor Electrical Works Scope of Works Lot 1 will cover minor and low-value electrical works undertaken across the LCRCA estate. These works are typically reactive, short-duration, or low-complexity in nature and may be instructed at short notice. This will be a single supplier awarded LOT. Typical works under Lot 1 may include, but are not limited to: Minor repairs and fault finding Replacement of sockets, switches, lighting fittings, and accessories Emergency call-outs and reactive maintenance Small-scale alterations or additions to existing electrical installations Testing and inspection of minor works Portable Appliance Testing (PAT), where required Minor remedial works arising from inspection reports Works are expected to be undertaken in occupied buildings and operational environments, requiring contractors to work safely, efficiently, and with minimal disruption. LOT 2 - Major Electrical Works Scope of Works Lot 2 will cover major, planned, and higher-value electrical works across the LCRCA estate. These works are likely to involve larger projects, higher levels of coordination, and more complex technical requirements. This will be a multiple supplier awarded framework LOT Typical works under Lot 2 may include, but are not limited to: Full or partial electrical refurbishments New electrical installations Major upgrades to existing systems Power distribution upgrades and new supplies Lighting upgrades (including energy efficiency and compliance schemes) Electrical works associated with capital projects and building refurbishments Remedial works arising from condition surveys or statutory inspections Integration with other building services or construction works Suppliers appointed to Lot 2 may be required to work collaboratively with other contractors, consultants, and stakeholders as part of wider project delivery. LCRCA intends to begin introducing franchised bus services from 6 September 2026. LCRCA require at least 100 second-hand buses which must be available prior to the franchise services commencing. The required delivery date of vehicles to LCRCA would be the first half of and in any event, no later than June 2026, when following testing and acceptance of vehicles, ownership would be transferred to LCRCA. These buses must meet the following criteria: • Be diesel traction only. • Preferably compliant with the Euro 6 emissions standard. • Deemed roadworthiness from the most recent annual vehicle test (MOT) and compliant with all relevant UK regulations. • Be no more than 8 years old as at 6 September 2026. • Be double-decker, single-decker or midi sized. • Be in right hand drive configuration. • Have one passenger door. Liverpool City Region Combined Authority are looking to procure a developer to build, develop, host, and support a new system for LCRCA to issue Adult Education payments to providers. LCRCA receive large 2 CSV files containing learner data from the Department for Education. The proposed solution will transform the data, using calculations and methodologies depending on recipient contract type, into payment files (Batch Import Files) compatible with a bespoke finance system (Agresso). The data is received on a schedule date each month, and providers need to be paid on a scheduled date in the month. The proposed system will need to be hosted, maintained developed at scheduled dates to incorporate future devolved programmes. LCRCA already have an existing solution in place, which has been build and adapted over the past 6 years, but due to expire at the end of the current academic year (July 2025). The option is available to already adapt and host the current system. Moving Buses Forward - Bus Franchising in the Liverpool City Region The LCRCA held a Transport Operator Engagement Day on 30 April 2024. Since then, the LCRCA has undertaken significant work on its plans for bus franchising, including developing the commercial proposition in more detail, factoring in the market engagement feedback. The LCRCA would therefore like to undertake a further round of market engagement with parties interested in bidding to operate franchises in the Liverpool City Region to present its approach and obtain feedback from the market to allow its proposals to be refined, as necessary, ahead of the formal launch of the procurement process. The LCRCA will be holding a Franchise Operator Procurement Engagement Day on Tuesday 26 November 2024 from 11:00 to 15:00 at the: Museum of Liverpool in the Global City Theatre room, Pier Head, Liverpool Waterfront, Liverpool L3 1DG. LCRCA will present in more detail (including opportunity for Q&A) its current proposals for: • the commercial proposition for franchising as it relates to operators • the lotting strategy • the procurement approach and proposed detailed timeline Following the Franchise Operator Procurement Engagement Day, the LCRCA will issue a questionnaire to capture feedback from the market.
