Devolved Area Payment System (DAPS)

Description

Liverpool City Region Combined Authority are looking to procure a developer to build, develop, host, and support a new system for LCRCA to issue Adult Education payments to providers. LCRCA receive large 2 CSV files containing learner data from the Department for Education. The proposed solution will transform the data, using calculations and methodologies depending on recipient contract type, into payment files (Batch Import Files) compatible with a bespoke finance system (Agresso). The data is received on a schedule date each month, and providers need to be paid on a scheduled date in the month. The proposed system will need to be hosted, maintained developed at scheduled dates to incorporate future devolved programmes. LCRCA already have an existing solution in place, which has been build and adapted over the past 6 years, but due to expire at the end of the current academic year (July 2025). The option is available to already adapt and host the current system.
