Kent County Council (KCC), as the Waste Disposal Authority, has a statutory responsibility to arrange for the disposal of paper and card collected at kerbside by the Waste Collection Authorities, and for paper and card deposited by residents at Household Waste Recycling Centres. Existing contracts are due to expire on 30 November 2026. This procurement seeks to establish new countywide contractual arrangements commencing on 1 December 2026. Through its contracts with third party waste transfer providers, KCC will deliver material to the provider’s processing facility. The appointed provider will be responsible for the reception, handling, storage, and processing of all paper and card received under the contract, ensuring full compliance with environmental, regulatory and quality standards. KCC is currently achieving a landfill diversion rate of 99%, with all separately collected paper and card being recycled rather than disposed of. This performance is supported by an established network of transfer and processing arrangements, ensuring materials are directed to appropriate recycling facilities. Output materials must meet relevant industry standards for recycled paper and board, including EN643 for recovered paper, and must be suitable for reprocessing into new paper products. Providers must also comply with all applicable quality protocols and end of waste criteria. The provider must maintain a comprehensive reporting and audit trail for all materials processed, from receipt through to final destination, and supply accurate and timely data to KCC to support performance monitoring and statutory reporting requirements. No paper and card managed under this contract may be disposed of at landfill. All material must be recycled or otherwise recovered in accordance with the waste hierarchy and KCC’s zero to landfill objective. The estimated contract volume is approximately 30,000 tonnes per annum. This figure is indicative only and no minimum tonnage guarantee is provided. This procurement will comprise a single lot. This requirement looks to source transportation services from the commercial market to provide transport into the selected schools. The suppliers will be required to provide: vehicles, drivers & passenger assistants to transport students to these schools ensuring that the vehicles and level of care meet the individual needs of each passenger as identified within the terms and conditions of contract, tender specification which will include appropriate safeguarding requirements. Kent County Council referred to as ‘the Authority’ is seeking early engagement with the waste sector to support the development of a commissioning and procurement strategy for a future waste transfer service located within the Folkestone and Hythe district area. This opportunity represents a key component of KCC’s long-term waste management strategy and is expected to form a critical part of service delivery across the district. Early engagement will directly influence the design, structure and potential scale of the future procurement activity. The Authority currently operates a network of Transfer Stations across Kent. These facilities accept and bulk waste from district and borough collection authorities. The Authority also contracts with mercantile operators to supplement the operation of its network. As such, the Authority requires a new transfer service contract to commence no later than January 2028. The facility will need to be located within the Folkestone and Hythe district boundary to enable fully laden refuse collection vehicles to complete collection rounds efficiently and tip waste without delay. The site should be easily accessible via both the primary and secondary road network and be designed to support a safe and efficient waste management operation for the Authority’s vehicles. The required services are expected to include the management of approximately 40,000 tonnes of kerbside and HWRC derived waste per annum, specifically: a)Receipt and bulking of waste This includes the acceptance and on site management of waste streams delivered by the Waste Collection Authority and the Household Waste Recycling Centres. Waste will need to be placed into segregated bays, managed for contamination and prepared in bulk for onward movement. b)Haulage of waste to final disposal outlets Each type of waste stream will need to be transported to designated disposal or treatment facilities. These outlets will be specified by the Authority and may vary depending on the material type and location. Core waste streams in scope are: Domestic, Bulky, Co-Mingled DMR, Fly Tipping, Food, Garden, Clinical, HMA, Paper & Card and Street Litter Arisings, and ad hoc HWRC waste streams as required. The Authority may consider dividing these services into separate lots where appropriate. This will be subject to factors such as facility design, environmental permitting arrangements and planning considerations. The Authority recognises that new facility development may require planning and environmental permitting and is seeking market feedback on deliverability and timelines where relevant. Responses to the questionnaire will inform the Authority’s commissioning and procurement strategy for these services.
