Kent County Council is inviting organisations and practitioners to attend a preliminary market engagement event to help shape the future Targeted Relationships Service before a formal procurement process begins. This is not a tender—it’s an opportunity to inform the service design and understand market capability. Targeted Relationships Service is primarily girls and young women aged 10–18 who are experiencing, or at risk of, unhealthy relationships and abuse. The service will provide targeted, trauma-informed support to young people experiencing multiple and intersecting vulnerabilities. This includes early help and preventative interventions aimed at improving safety, wellbeing, and long-term outcomes. The service has been commissioned since 2012 and is a key component of the Council’s response to vulnerability, exploitation, and violence affecting girls and young women. We are particularly interested in engaging with organisations and practitioners who have expertise in: •Safeguarding and exploitation •Violence against women and girls (VAWG) •SEND inclusion and accessibility •Child Missing Education (CME) and engagement with out-of-school cohorts This event will outline the requirements of Kent County Council for the Targeted Relationships Support Service for primarily girls and young women aged 10–18 who are experiencing, or at risk of, unhealthy relationships and abuse. Kent County Council are seeking to appoint a supplier for the management and administration of its concessionary travel schemes which include the English National Concessionary Travel Scheme (ENCTS), the Kent Travel Saver and the 16+ Kent Travel Saver. This requirement is for the technical administration and associated financial forecasting activities for statutory and discretionary Concessionary Travel Schemes within the Growth, Environment and Transport Directorate and the provision of associated consultancy services. The Council has a statutory duty under The Transport Act (2000), as amended by the Travel Concessions (Eligibility) Act (2007), to provide a concessionary bus pass scheme for qualifying individuals. This is the England National Concessionary Travel Scheme (ENCTS). The ENCTS scheme for Kent involves the management of a scheme, covering circa 240,000 passes and 17 million annual trips based upon data from 2024/25. The budget for ENCTS is circa £18 million per annum. The Kent Travel Saver provides discounted travel for students in the year groups 7 to 11, who are not entitled to statutory home to school transport. The scheme encompasses 22,000 2 passes, with a gross annual cost of £14.7 million, net of £5.1 million to the Council due to pass fee income and contributions from Bus Service Improvement Plan (BSIP) funding. The 16+ Travel Saver provides discounted travel for those eligible who are staying on sixth form, attending further education college, work, learning providers or apprenticeship provider. The scheme is administered by the Council in conjunction with educational establishments, who are provided with funding from national government to provide bursaries for those on low incomes. Kent County Council (KCC), as the Waste Disposal Authority, has a statutory responsibility to arrange for the disposal of paper and card collected at kerbside by the Waste Collection Authorities, and for paper and card deposited by residents at Household Waste Recycling Centres. Existing contracts are due to expire on 30 November 2026. This procurement seeks to establish new countywide contractual arrangements commencing on 1 December 2026. Through its contracts with third party waste transfer providers, KCC will deliver material to the provider’s processing facility. The appointed provider will be responsible for the reception, handling, storage, and processing of all paper and card received under the contract, ensuring full compliance with environmental, regulatory and quality standards. KCC is currently achieving a landfill diversion rate of 99%, with all separately collected paper and card being recycled rather than disposed of. This performance is supported by an established network of transfer and processing arrangements, ensuring materials are directed to appropriate recycling facilities. Output materials must meet relevant industry standards for recycled paper and board, including EN643 for recovered paper, and must be suitable for reprocessing into new paper products. Providers must also comply with all applicable quality protocols and end of waste criteria. The provider must maintain a comprehensive reporting and audit trail for all materials processed, from receipt through to final destination, and supply accurate and timely data to KCC to support performance monitoring and statutory reporting requirements. No paper and card managed under this contract may be disposed of at landfill. All material must be recycled or otherwise recovered in accordance with the waste hierarchy and KCC’s zero to landfill objective. Community Learning and Skills (CLS) is Kent County Council's (KCC) internally commissioned department responsible for delivering education and training to adults and young people over 16. CLS manages the Education & Skills Funding Agency (ESFA) Adult Skills Fund (ASF), Greater London Authority (GLA) budget, and ESFA 'Study Programme' courses for young people aged 16-19, including those not in education, employment, or training (NEET). These initiatives support the goals and objectives of Framing Kent's Future. In response to the Skills for Jobs White Paper and its consultation outcomes, from 1st August 2024, the Department for Education (DfE)/ESFA Adult Education Budget has been restructured to become the Adult Skills Fund. This change introduces new 'Learning Aims' for CLS's £6.7m of 'Tailored Learning Funding', covering a wide range of vocational and essential skills courses designed to support learners in various stages of their educational and career journeys. The changes have included redefining partner organisations who CLS have previously worked with in a 'partnership delivery' relationship, as sub-contractors 'By subcontracting we mean any delivery to a learner's programme of learning by a third party.' KCC CLS are seeking to offer a flexible opportunity of externally Education and Skills Funding Agency (ESFA) provision for adults, to support both previously offered 'partnership' courses for niche provision such as for Deaf/deaf learners, and growth in vocational areas, that meet local labour market needs. There is a recognised national shortage of staff with appropriate skills, experience and qualifications, especially to support for delivery in some vocational areas, which is now a focus of ESFA funding. Outsourcing delivery to appropriate partners would offer an opportunity to deliver, particularly where less than a full-time post is required i.e. whilst growing delivery in a new vocational area. This tender process is to allow Tenderers to bid to join a Dynamic Purchasing System (DPS) and sign a contract with The Authority such that they can then be allocated work as the need arises. The Dynamic Purchasing System is split into two (2) Lots which reflect the category of learner in receipt of education services. Lot 1 Lot 1 relates to Skills programmes to be delivered to Adult Skills Fund Learners. Adult Skills Fund Learners means learners who are eligible for funding pursuant to the Adult Skills Fund Rules. The Adult Skills Fund is the funding allocated to the Authority by the Education and Skills Funding Agency on behalf of the Department for Education for the provision of continuing learning programmes for adults. Lot 2 Lot 2 relates to study programmes to be delivered to Study Programmes Fund Learners. Study Programme Fund Learners means learners who are eligible for funding pursuant to the Study Programme Fund Rules. The Study Programme Fund is the funding allocated to the Council by the Education and Skills Funding Agency on behalf of the Department of Education for the provision of 16 to 19 study programmes for individuals who are NEET (Not in Education, Employment or Training) in accordance with the Study Programme Fund Rules. It is the Authority's intention is to establish and begin awarding work for Lot 1 for Adult Skills Fund related study programmes from the commencement date of the contract. As per Clause 3.3 of DPS Admission Agreement, the Authority reserves the right to vary the contract to introduce and establish Lot 2 for 16-19 aged children who are NEET (Not in Education, Employment or Training) and other vulnerable young people. For the avoidance of doubt, no Tenderer will be admitted to Lot 2 and/or allocated work in relation to Lot 2 until such time that the Authority, in its absolute discretion, elects to establish Lot 2.

Kent County Council (the Council) is the largest local council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1.6bn on goods and services and a population of 1.8m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and over 300 parish/town councils. The Council procures and manages transport for children/ students with special educational needs in line with the requirements placed on it by Government, through the home to school statutory guidance: www.gov.uk/government/uploads/system/uploads/attachment_data/file/445407/Home_to_School_Travel_and_Transport_Guidance.pdf The Council established this Dynamic Purchasing System (DPS) to tender for Home to School transport and a wide range of social care transport requirements. The Supplier will be required to deliver children/students to school in a safe and efficient manner, ensuring they are ready for learning. They will be expected to deliver them home at the end of the day, in a safe and efficient manner. The Supplier will also be expected to embed a pro-active communication process which takes into account the requirements of the Council, school and the parents/guardians of the individual client. Whether a child attending school or a child requiring transport these children may have conditions covering: -Learning difficulties; -Mental health conditions; -Behavioural, emotional and social difficulties; -Speech, language and communication difficulties; -Autistic spectrum disorder; -Visual impairment; -Hearing impairment; -Multi-sensory impairment; -Physical disability; and, -Hidden disability. This requirement looks to source transportation services from the commercial market to provide transport into the selected schools. The suppliers will be required to provide: vehicles, drivers & passenger assistants to transport students to these schools ensuring that the vehicles and level of care meet the individual needs of each passenger as identified within the terms and conditions of contract, tender specification which will include appropriate safeguarding requirements. This Dynamic Purchasing System (DPS) was originally established in 2016, with a start date of 01 November 2016. Due to the lack of viable alternatives provided by the Procurement Act 2023 (PA23) and in line with the transition arrangements, the Council is extending the 'Supported Local Bus and Home to School Transport Services' DPS period of validity - in accordance with Regulation 28(1)(a) of the Public Contracts Regulations 2015 - from 01 November 2026 to 23 February 2029, to ensure continuity of service. All other terms and conditions of the DPS remain unchanged. This Dynamic Purchasing System has an estimated total value of £750 million, covering the period from its establishment in 2016 through to the end of its period of validity.

Kent County Council (the Council) is the largest local council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1.6bn on goods and services and a population of 1.8m. The Supplier will be required to deliver children/students to school in a safe and efficient manner, ensuring they are ready for learning. They will be expected to deliver them home at the end of the day, in a safe and efficient manner. The Supplier will also be expected to embed a pro-active communication process which takes into account the requirements of the Council, school and the parents/guardians of the individual client. Whether a child attending school or a child requiring transport these children may have conditions covering: -Learning difficulties; -Mental health conditions; -Behavioural, emotional and social difficulties; -Speech, language and communication difficulties; -Autistic spectrum disorder; -Visual impairment; -Hearing impairment; -Multi-sensory impairment; -Physical disability; and, -Hidden disability. This requirement looks to source transportation services from the commercial market to provide transport into the selected schools. The suppliers will be required to provide: vehicles, drivers & passenger assistants to transport students to these schools ensuring that the vehicles and level of care meet the individual needs of each passenger as identified within the terms and conditions of contract, tender specification which will include appropriate safeguarding requirements. Kent County Council referred to as ‘the Authority’ is seeking early engagement with the waste sector to support the development of a commissioning and procurement strategy for a future waste transfer service located within the Folkestone and Hythe district area. This opportunity represents a key component of KCC’s long-term waste management strategy and is expected to form a critical part of service delivery across the district. Early engagement will directly influence the design, structure and potential scale of the future procurement activity. The Authority currently operates a network of Transfer Stations across Kent. These facilities accept and bulk waste from district and borough collection authorities. The Authority also contracts with mercantile operators to supplement the operation of its network. As such, the Authority requires a new transfer service contract to commence no later than January 2028. The facility will need to be located within the Folkestone and Hythe district boundary to enable fully laden refuse collection vehicles to complete collection rounds efficiently and tip waste without delay. The site should be easily accessible via both the primary and secondary road network and be designed to support a safe and efficient waste management operation for the Authority’s vehicles. The required services are expected to include the management of approximately 40,000 tonnes of kerbside and HWRC derived waste per annum, specifically: a)Receipt and bulking of waste This includes the acceptance and on site management of waste streams delivered by the Waste Collection Authority and the Household Waste Recycling Centres. Waste will need to be placed into segregated bays, managed for contamination and prepared in bulk for onward movement. b)Haulage of waste to final disposal outlets Each type of waste stream will need to be transported to designated disposal or treatment facilities. These outlets will be specified by the Authority and may vary depending on the material type and location. Core waste streams in scope are: Domestic, Bulky, Co-Mingled DMR, Fly Tipping, Food, Garden, Clinical, HMA, Paper & Card and Street Litter Arisings, and ad hoc HWRC waste streams as required. The Authority may consider dividing these services into separate lots where appropriate. This will be subject to factors such as facility design, environmental permitting arrangements and planning considerations. The Authority recognises that new facility development may require planning and environmental permitting and is seeking market feedback on deliverability and timelines where relevant. Responses to the questionnaire will inform the Authority’s commissioning and procurement strategy for these services.
