National Highways continues to roll out the Asset Delivery model to its operational areas. There is a requirement to deliver a range of renewal, improvement and selected small scheme construction works on the Strategic Road Network in areas utilising specialist contractors working collaboratively with National Highways to deliver these works. It is envisaged that this framework will straddle two Road Investment Strategy (RIS) periods (RIS 2 and RIS 3) enabling a smooth transition between them. Works for schemes have been divided into a number of workstreams that align with the contractors' specialisms, and will also include design. Bandings have been introduced into the framework model to differentiate some contracting terms between bands. The planning application for the A303 Stonehenge is still pending redetermination by the Secretary of State for Transport, following the quashing of the decision to grant the Development Consent Order (DCO). This contract will only become live once the Secretary of State has concluded the planning process and only if this process results in a DCO being granted. The requirements of the scheme that will be the responsibility of the successful applicant are principally captured in the following areas: 1. Design and construction of the new works; The scheme's new works includes the design and construction of the civil, mechanical, electrical and plumbing (MEP), technology and environmental components, key features of the new works are summarised below: - Tunnel: A twin-bore tunnel, approximately 2 miles (3.3 kilometers) long beneath the Stonehenge World Heritage Site, including tunnel portals and approach structures, tunnel service buildings and plant rooms, tunnel control system and mechanical, electrical and plumbing systems - Tunnel boring machine - design, manufacture, testing, shipping and on-site assembly - Carriageway works - Bridge works to form a viaduct over the River Till, an under bridge for the B3083, a flyover at the A345 Countess Roundabout, and 4 green bridges (Parsonage Down accommodation bridge, Winterbourne Stoke accommodation bridge, A360 Longbarrow Junction & green bridge No. 4) - Carriageway and tunnel technology - Landscaping and habitat creation - Extension of Parsonage Down National Nature Reserve - Protected species mitigation measures - Ensure rights of way and private means of access - Mainline earthworks - Utilities works 2. Refurbishment, replacement and modification of existing assets; There are works required on existing assets under the current ownership of both National Highways and Wiltshire Council. Continued engagement and consultation will be required with both parties throughout the design and construction phases for these elements including: - Existing A303 de-trunking works - Demolition works and site clearance works - Modification works to existing structures 3. Maintenance and operation during construction Maintenance and operation of the existing A303 within the site boundary will be required for the duration of the construction works. The appointed Contractor will be required to liaise with National Highways, its maintenance contractors and Wiltshire Council to coordinate activities. 4. Post construction maintenance period There is an extended maintenance period (minimum of 5 years, maximum of 7 years) after construction to 'prove' the tunnel performs as intended. Maintenance is included as part of this period and the Contractor will be responsible for all elements of the infrastructure associated with the tunnel and its approaches. The appointed Contractor will be required to liaise with National Highways, its maintenance contractors and Wiltshire Council to coordinate activities and tunnel operations.

National Highways have awarded a contract for a Delivery Assurance Partner, who will use their expertise, understanding and analysis of the data generated during construction, to deliver proactive risk management and drive efficiencies throughout the delivery phase. They will challenge contractors processes and programme to achieve time and cost savings. A key capability will be the ability to drive a right first-time approach in all construction areas but in particular in the design, installation, commissioning and handover of tunnel systems. National Highways has sought a partner with the capability and skills that extend beyond that of providing design and construction quality assurance support and project management.

National Highways currently utilises the Airwave radio service to provision critical communications between Traffic Officers, Service Providers (SPs), and the emergency services. However, the Airwave service is due to be decommissioned by the Home Office and replaced with the Emergency Services Network (ESN), to which all emergency services will transition. In order to maintain its access to critical communications and interoperability with the emergency services, National Highways must therefore also transition to ESN. In preparation, National Highways has decided to undertake a procurement exercise for a new locker infrastructure.The 750+ Airwave radios, currently used by National Highways Service Providers are, when not in use, hosted and secured in an existing Traka Locker infrastructure comprising circa 100 lockers. These lockers, which are located at SP service depots across England are not capable of hosting the ESN handsets and an alternative locker infrastructure will therefore need to be provided. Contract is a 5 year contract but there is an option to extend for a further 4 years in 2 year increments (5+2+2). The value of the award is for the initial 5 year period.

Highways England is looking to deploy a number of diffusion tubes at locations close to the Strategic Road Network (SRN) as part of their work to support delivery of the Government's National Air Quality Plan. We are looking to work with one or more of the SPATS 2 framework suppliers to deploy a small number nitrogen dioxide (NO2) diffusion tubes in triplicate at each location. It is envisaged that the monitoring is undertaken for initially 3 years with the possibility depending on monitored annual mean NO2 concentrations to extend the duration of the monitoring.

A large percentage of these structures were designed before the publication of the design code for fatigue BS 5400 part 10 and therefore may contain components with a fatigue life less than the design life of the structure. The objective of the client is to produce a standard which takes a risk based approach to the management of fatigue in steel bridges. This will have the aim of proactively managing bridges at risk of developing fatigue, rather that reactive.

National Highways is procuring (as a procurement agent on behalf of the Secretary of State for Transport, as described in the National Highways framework document Annex C paragraph 2) a second generation free-flow charging service solution for the existing Dartford-Thurrock River Crossing road user charging scheme. A road user charge has been collected at this crossing since 2003 to manage the high demand for its use. National Highways' second generation free-flow charging service solution will be contracted through 3 main packages, each under a separate contract notice. This contract notice is for Non-UK Enforcement Services (Package C) as part of the overall free-flow charging service solution. The other proposed elements of the free-flow charging solution are Road User Charging Services (Package A) and UK Enforcement Services (Package B). Package A and B were subject to separate contract notices and separate procurement exercises and contracts were awarded in April 2021. The contract will cover the management of enforcement activities where the person liable resides outside of the United Kingdom, including penalty charge notice payment processing, website provision and merchant acquirer services. The Package C contract will deliver the implementation of a new solution and transition of existing data within 7 months of the contract commencement date, anticipated to be April 2022. Key elements of the service will include the provision of revenue protection services covering the enforcement lifecycle, including: • handling penalty charge records for contravention candidates and identifying the persons liable, • issuing and recovering penalty charge notices, • managing and supporting the full scope of representations and appeals in the enforcement lifecycle, and • interfacing with debt registration organisations. The service will also comprise of payment processing, in addition to financial reconciliation, banking, a payment gateway, and accounting services related to the road user charging scheme. The service will also require the provision of a customer support offering, utilising a suite of contact channels for managing communications (e.g. enquiries, complaints, Freedom of Information requests). In addition, the service provider will be required to output management information to a new National Highways data platform (currently in development).
