This opportunity is for the disability Access Guides for all Motorway Service Areas (MSA) in England only. These Access Guides enable disabled road users and the travelling companions, to plan their journeys on the strategic road network by helping to identify the service areas that best meet their individual and specific access requirements. Therefore, the key purpose of this requirement is that the Access Guides must be continued, kept up to date, accurate, free to use and inclusive to all disabled users. National Highways is seeking to procure a replacement for our existing Pavement and Structures Decision Support Tools (DST) that can provide deterioration modelling capability for both pavements and structures. At present there are two separate tools provided by two different suppliers for each of these assets. However, there are suppliers in the marketplace who have tools that can analyse both asset classes and it might be advantageous to have a single tool that will produce modelled investment scenarios for both asset types provided by a single supplier. The tender process is likely to request pricing for each decision support tool separately and for the provision of a joint tool. To brief potential suppliers on our requirements and the process, National Highways is holding a Supplier Event. The Supplier Event will be a Teams meeting planned for Thursday 15 September starting at 11.00 and lasting about 1½ hours. National Highways is the government company charged with operating, maintaining and improving England's motorways and major A-roads which form the Strategic Road Network (SRN). Part of these improvements is the Lower Thames Crossing (LTC) Programme, part of the biggest investment in the UK's road network which will provide a new road crossing of the River Thames. To illustrate, it is estimated that up to 60 million litres of diesel could be used by non-road mobile machinery (eg. excavators, dump trucks and cranes) and other types of construction equipment. We invite participation in a market engagement exercise on "Low carbon construction plant and hydrogen supply" in support of LTC. We are interested in any technology that could deliver zero carbon emissions from construction plant and anticipate that many of these solutions will be procured by the successful tenderers for the three design and build contracts (these contracts delivering twin bored tunnels and the associated link roads north and south of the river, with construction assumed to take place between 2025 and 2031). This includes hydrogen power, which we have identified could be a key technology, particularly for non-road mobile machinery. We would like to understand the capability and the capacity of the market to support our ambition, as well as the commercial and procurement approaches that could best secure a hydrogen based ecosystem for our construction plant. We are particularly interested in the following scope of supply: 1. Generation and supply of hydrogen 2. Transportation to site of hydrogen 3. Storage and management on, or close to the site, of hydrogen 4. Distribution and refuelling of hydrogen powered plant and equipment on site 5. Hydrogen powered (combustion/fuel cell/other) construction plant 6. Other zero emissions construction plant The format of the market engagement will be an introductory session led by LTC on 9th September 2022, with the opportunity for interested parties to raise questions, followed by subsequent one-to-one sessions with interested parties. This notice is to advise the marketplace of an opportunity to meet the National Highways procurement team, and discuss the planting and growing of seeds provided by National Highways, until they are ready to be planted out to contribute to the National Highways overall Carbon Net Zero plan. Additional information: National Highways has committed to plant an additional 3m trees by 2030, over and above the ones required for business as usual. Over the next five years we will be securing seeds of UK origin and supplying them to nurseries, to cultivate until they are ready to plant out. We want our arrangements to be simple and mutually beneficial and want to understand how nurseries could meet our requirement for national coverage so the soil types and climate conditions necessary for a wide range of species are available. Nurseries are invited so they can hear about our plans and influence the detail. This is a different type of contract for NH and we want one that fits with the standard processes and activities that nurseries operate under. National Highways Strategic Procurement team are supporting the launch of the new Digital Product Catalogue for Noise and Environmental Barrier Products. As part of this process, we need your support to identify all the available products within the market for moderation and potential approval onto the Digital Product Catalogue (DPC). As part of our Digital Roads strategy to harness data, technology and connectivity to improve the Strategic Road Network, the Digital Product Catalogue has been developed as an online, National Highways Hosted, single location for all National Highways Endorsed/Approved products to be housed. It will be available free of charge to all product suppliers and allows organisations to upload both Product Datasheets and BIM objects for consumption across supply chain partners, from Design Development through construction and into operations and maintenance. It removes the need for multiple versions of the products and consolidates all the information into a format that aligns completely with the National Highways Asset Data Management Manual. Furthermore, it drives standardisation across Major Projects including efficiencies in product selection, design development and delivery. The DPC is being launched as our new way of working and will be subject to our continual review and supplier submission of products for approval. The scope of information that National Highways will need as part of the data input to the DPC include: - The Declaration of Performance (DoP) for each Product and/or system. This is vital to prove that the product has been sufficiently tested to meet the performance standards required - Manufacturer's installation instructions - Maintenance requirements for each product and/or system - Product Data Sheet for each product and/or system - Design Life Period for each product - Warranty Period for each Product - C02 Carbon Data for each Product/system - Details of Highways Schemes or Industry Sectors previously supplied to (if available) All information will be treated in strictest confidence, however if you wish to tell us about anything else which you consider to be privileged information (eg. a new product to market) please identify it as Confidential. National Highways would like to engage with Social Enterprises, whose main aim is the social and professional integration of disabled or disadvantaged persons and that meet the 30% threshold stipulated in Regulation 20 of the Public Contract Regulations 2015, as part of its implementation of a Dynamic Purchasing System (DPS). A DPS is unlike a traditional framework for the supply of goods, works or services. A DPS is an electronic system which suppliers can join at any time. As an 'open market' solution, a DPS is designed to give buyers access to a pool of pre-qualified suppliers.
