Hertfordshire and West Essex ICB undertook a procurement process for an Internal Audit, Counter Fraud and Security Management Service using a call-off process using the East of England NHS Collaborative Hub (EoECPH) Statutory Audit and Multi-Specialty Consultancy Services Framework, Lot 4 - Internal Audit and Counter Fraud Services, advertised in OJEU reference 2019/S 153-377590.
The awarded contract started on 1st April 2022 and was due to expire on 31st March 2026. Since the contract was awarded, the provider has encountered significant staffing challenges that have severely hindered their ability to fulfil the obligations within their contract. As a result, they have been unable to deliver any work as per the agreed 2023/24 work plan. Subsequently, the provider has requested that the contract be terminated as they have been unable to fulfil their obligations against the terms and conditions.
The award to RSM is being made under Regulation 32 (2) (c) emergency requirements.

The purpose of this Notice is to notify the market of the award of a short-term contract to Zenith Medcare to provide primary medical care services to the registered population of The Limes Surgery in Hoddeston, East and North Hertfordshire.
The service is being delivered under an Alternative Provider Medical Services (APMS) Contract and is due to expire on 31st January 2023. The service has been delivered by Zenith Medcare since 1st February 2022. The contract being awarded to Zenith Medicare will be to deliver the services for a further 12 months ending on 31st January 2024.
The new short-term contract will allow commissioners sufficient time to undertake market engagement and inform a full options appraisal for the longer-term service from 1st February 2024 whilst ensuring continuity of care for the registered patients of the surgery.

Community Health and Eye Care Ltd is one of the independent sector providers listed on the NHS e-Referral Service currently offering cataract surgery. The activity with CHEC is currently undertaken as non-contract activity as the ICB does not have a formal contract in place with CHEC for cataract surgery.
Where there are established flows of patient activity with a material financial value, it is recommended that an NHS Standard Contract is in place to ensure high quality services are delivered to our patients.

HWE ICB have decided that the best solution to ensure that Patients across Hertfordshire and West Essex benefit from a suitable, capable and resultant specialist primary care GP provision, who have the required capacity and resource to deliver specialist primary medical care to the identified patient cohort and who also have with a willingness to work with the Authority to refine the current specification to be fit for purpose to the patient cohort for this service and also link in with the ICS applicable end of life pathways, respiratory, neurological and frailty pathways
The Authority has made this decision for reasons of extreme urgency brought about by events unforeseeable by the Authority and can confirm that the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with before a contract start date of 01/09/2023.
