This notice is to inform the market that a contract has been awarded to its incumbent supplier, Rennie Grove Hospice, to continue to deliver a Rapid Personalised Care Service (RPCS) for CHC Fast Track patients. On 17th March 2023, the Authority published a Voluntary Ex-Ante Transparency Notice (VEAT) to inform the market of its intention to award this contract (reference 2023/S 000-007901). The service has been in place since 2020, the total cumulative value of this service since it began is £3,866,553 (excluding VAT and excluding the value of the new contract). The new contract is for a period of 12 months with the option to extend for a further 12 months, starting on 1st April 2023 to 31st March 2024 (option to extend to 31st March 2025). The value of the new proposed contract is £1,05,465 (excluding VAT). The figure reflected in this notice is the total contract value, including the optional extension.

Level Two Oral Surgery service provides dental treatment to patients which is beyond the scope of general dental practitioners and is performed by practitioners who have completed a clinical accreditation process led by the East of England Regional Chief Dental Officers and the Oral Surgery Managed Clinical Networks.<br/><br/>To confirm as per the PSR direct award process C, the existing provider satisfies the existing contract, delivering a good service, meeting all the KPIs with no quality concerns and good outcomes. No concerns have been raised by patients and the current contracting arrangements are not changing from the existing contract.

The purpose of this Notice is to confirm the award of a contract to North East London NHS Foundation Trust (NELFT) to provide Children and Young People's Mental Health Services (CAMHS) across Southend, Essex and Thurrock. This award is being made following the successful completion of a procurement process. The contract advert (reference 2021/S 000-009636) was published by NHS West Essex Clinical Commissioning Group (CCG) on behalf of the 7 CCGs within Essex and the 3 Local Authorities. Since this contract notice was published, the CCGs have been replaced with 3 Integrated Care Boards in line with the Health and Care Act 2022. The contract began on 1st April 2022 for a period of 7-years with the option to extend for a further 3-years. The aggregate maximum value of the contract is £430m. The total price for the initial 7-year period is £154,885,967.

This notice is to inform the market of a contract awarded to RSM UK Group LLP (RSM) to deliver an Internal Audit and Counter Fraud Service for Hertfordshire and West Essex Integrated Care Board. Hertfordshire and West Essex ICB undertook a procurement process for an Internal Audit, Counter Fraud and Security Management Service using a call-off process using the East of England NHS Collaborative Hub (EoECPH) Statutory Audit and Multi-Specialty Consultancy Services Framework, Lot 4 - Internal Audit and Counter Fraud Services, advertised in OJEU reference 2019/S 153-377590. The awarded contract started on 1st April 2022 and was due to expire on 31st March 2026. Since the contract was awarded, the provider has encountered significant staffing challenges that have severely hindered their ability to fulfil the obligations within their contract. As a result, they have been unable to deliver any work as per the agreed 2023/24 work plan. Subsequently, the provider has requested that the contract be terminated as they have been unable to fulfil their obligations against the terms and conditions. The award to RSM is being made under Regulation 32 (2) (c) emergency requirements.

The purpose of this Notice is to notify the market of the award of a short-term contract to Zenith Medcare to provide primary medical care services to the registered population of The Limes Surgery in Hoddeston, East and North Hertfordshire. The service is being delivered under an Alternative Provider Medical Services (APMS) Contract and is due to expire on 31st January 2023. The service has been delivered by Zenith Medcare since 1st February 2022. The contract being awarded to Zenith Medicare will be to deliver the services for a further 12 months ending on 31st January 2024. The new short-term contract will allow commissioners sufficient time to undertake market engagement and inform a full options appraisal for the longer-term service from 1st February 2024 whilst ensuring continuity of care for the registered patients of the surgery.

The purpose of this notice is to inform the market of the intention of the Hertfordshire and West Essex Integrated Care Board to award a contract for Cataract Surgery to Community Health and Eye Care Limited (CHEC). There has been recent growth in the activity for cataract surgery which has mainly been attributed to long waiting lists at the Acute Trusts and patient choice to access services closer to where they reside. Patients are able to choose any provider listed on the NHS e-Referral Service. Community Health and Eye Care Ltd is one of the independent sector providers listed on the NHS e-Referral Service currently offering cataract surgery. The activity with CHEC is currently undertaken as non-contract activity as the ICB does not have a formal contract in place with CHEC for cataract surgery. Where there are established flows of patient activity with a material financial value, it is recommended that an NHS Standard Contract is in place to ensure high quality services are delivered to our patients.

This Contract Award Notice is intended to inform the market that NHS Hertfordshire and West Essex Integrated Care Board (HWE ICB) have entered into a contract with BJM IG Privacy Limited - Data Privacy Simplified Limited, to deliver professional Information Governance Support Services. This follows the publication of a Voluntary Ex Ante Transparency (VEAT) Notice on 13th July 2023 (reference: 2023/S 000-018914) which provided confirmation of the Authority's intention to enter into a contract with the identified supplier. BJM Privacy - Data Privacy Simplified Ltd, have been providing this service to HWE ICB since the incorporation of the ICB on 1st July 2022. The total value of this arrangement fell underneath the thresholds for competition in line with the Public Contract Regulations (PCR). The total cumulative value of the service since the initial contract began is now above the thresholds for tendering under PCR. Competition is not being sought for these services on this occasion as it would cause significant disruption and impact negatively on continuity. This is also a short-term arrangement to bridge a gap whilst the services transition. There is no clear benefit from conducting a formal tender process. The previous value of work awarded to the supplier was £122,112 (excluding VAT). The proposed new contract will end on 31st March 2024 and has a value of £153,372 (inclusive of VAT). Therefore, the total new cumulative value of the proposed contract (considering the previous work and the proposed new work) is £299,906 (inclusive of VAT).

This is a Contract Award Notice and is intended to provide notice of the Contracting Authority's intention to award a contract for Hospice Services to its incumbent provider, St Clare Hospice , to continue to provide services within the West Essex area.

This is a voluntary ex ante transparency notice and is intended to provide notice of NHS Hertfordshire and West Essex Integrated Care Board’s (HWE ICB) intention to award a 36-month contract (01/09/2023 – 31/08/2026) with the option to extend the contract by up to an additional 24-month period (31/08/28); a maximum contract term of 60-months. It is HWE ICB’s intention to award this contract to Stellar Healthcare; HWE ICB have been working to provide a GP specialist service for registered patient cohorts who have complex neurological conditions including acquired brain injury, spinal injury as well as neuroprogressive conditions. Gardens and Jacobs offers a range of care and rehabilitation pathways to suit the individual needs of those accessing specialist services. These include: • Neurological physical and cognitive rehabilitation, inpatient assessment and treatment • Longer term complex care including specialist nursing, respiratory, tracheostomy and ventilator care • Sensory assessment and complex care for patients with disorders of consciousness • Effective management of behaviours that challenge • Respite, short breaks and Continuing HealthCare • Palliative care The service which for the avoidance of doubt include but are not limited to primary care Essential Services, Additional Services; and national and local Enhanced Services. HWE ICB have decided that the best solution to ensure that Patients across Hertfordshire and West Essex benefit from a suitable, capable and resultant specialist primary care GP provision, who have the required capacity and resource to deliver specialist primary medical care to the identified patient cohort and who also have with a willingness to work with the Authority to refine the current specification to be fit for purpose to the patient cohort for this service and also link in with the ICS applicable end of life pathways, respiratory, neurological and frailty pathways The Authority has made this decision for reasons of extreme urgency brought about by events unforeseeable by the Authority and can confirm that the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with before a contract start date of 01/09/2023. This is to ensure that patient service continuity is maintained and to ensure that patients are not without a service from 01/09/2023, onwards.

Planned (elective) inpatient and day case orthopaedic surgery and associated outpatient and diagnostic services for Adult NHS Patients.

The purpose of this notice is to inform the market that Hertfordshire and West Essex Integrated Care Board (HWE ICB) has awarded a short term contract to Arden and GEM Commissioning Support Unit. During 2022, HWE ICB conducted a procurement process to recommission a new contract for its Business Intelligence and Population Health Management Support. The procurement process has not yet concluded, therefore, the Authority is issuing a short-term contract to its incumbent provider to ensure continuity of services.

The objectives of the commissioned service is to deliver a Tier 3 Weight Management Serivce to enable and support patients to safely lose weight and maintain weight loss in the long-term and Reduce the requirement for tertiary care services, including bariatric surgery by deferring or avoiding the need for bariatric surgery. A multi-disciplinary team support patients through this 12 month programme. <br/><br/>Tier 3 Weight Management services provide the link between Tier 1 and 2 population wide services and lifestyle interventions and Tier 4 Specialist Bariatric Surgical Services.<br/><br/>Increased weight and obesity presents a major challenge to the current and future health of the local population. Higher body mass index (BMI) is associated with an increased risk of morbidity and mortality from a range of conditions including hypertension, heart disease, stroke, type 2 diabetes and several cancers.

Following the publication of the Voluntary Ex-Ante Notice (VEAT) on the 20th March 2023, the Authority has observed a voluntary 10-day standstill period from the publication date of the VEAT Notice and will now award the contract, pursuant to Regulation 99 (3) (c) of the Public Contract Regulations 2015 (as amended (EU Exit) 2020 etc.) EU Exit) Regulations 2020). The contract value for a 36 month period is £1,048,170 Pound Sterling. The aggregate contract value or the 36 month period, including a 24 month extension, is £1,746,950 Pound Sterling.
