Harris Federation is a Multi-Academy Trust comprised of 54 schools, 3 of which will be involved in this procurement.The contract will be for the provision of outsourced cleaning services to the Client, including daily cleaning and out of term deep cleaning, for spaces including but not limited to teaching, office, circulation, and rest room spaces. This procurement will be divided into 3 lots, 1 for each school:Lot 1: Harris Primary Academy OrpingtonLot 2: Harris Academy Clapham 6th FormLot 3: Harris Academy Chafford HundredThe Contract period will be for 3 years initially with the option to extend for two further one year periods.

Harris Federation is to establish a permanent and contingent (PerCo) recruitment Open Framework, being procured under the Open procedure, to secure the provision of general and specialist recruitment services by preferred suppliers that support the staffing requirements of all existing, and future, academies within the Federation. This framework will consist of 12 Lots. The call off options for the Client will be direct award, and mini competition. It is the Client’s intention that call offs will take place via a specified platform. Suppliers that are appointed to the framework will be required to pay a Framework Levy in respect of the successful award of each call off contract under the Framework. The total Framework Levy for each call off contract is calculated as a percentage of the total mark-up price of the call off, (prior to any deductions and exclusive of VAT) at a rate of 0.75%. The Framework shall be open for use by the following classifications of Contracting Authority throughout all administrative regions of the UK: UK public sector bodies which include schools, academies, multi academy trusts, RBCs, DfE school buying hubs, colleges, universities.

The initial contract term is 3 years and provides for x2 options to extend for a further 2 years (3 years initially+2+2 to a maximum of 7 years in total). The anticipated Contract start date is November 2025 1.2.3 The purpose of this ITT is to: Elicit competitive tenders for evaluation; Enable Bidders to demonstrate their experience and expertise and their suitability for our requirement; and Enable the Federation to select a provider offering the most economically advantageous tender.
