Transport for London is procuring on behalf of the Greater London Authority (GLA). The GLA invites suitably qualified suppliers to participate in an Open Procedure for the delivery of three pan-London rough sleeping services. The Mayor's Rough Sleeping Plan of Action sets out the bold vision to end rough sleeping in London by 2030. The services commissioned through this process will play a key role in achieving this ambition, through preventing homelessness and providing specialist support to those who are sleeping rough. This procurement covers the delivery of three lots which are listed below: Lot 1 - Migrant Accommodation Pathways Service (MAPS) This is a specialist service aimed at improving outcomes for non-UK nationals rough sleeping or at risk of rough sleeping in London. It will replace the current MAPS service, which includes the Roma Rough Sleeping Team and the Link Worker Team. The service will include the following elements: A dedicated migrant homelessness advice function through second‑tier professional support and direct advice to service users; An assessment and case resolution function for those facing additional barriers to resolving their homelessness, including international reconnections; Access to independent legal advice; Specialist support for Roma people rough sleeping or at risk of rough sleeping; Emergency accommodation provision to facilitate assessing or securing routes out of homelessness for homeless migrants; A system capacity building and coordination function. General Optional Services: Provision of additional staffing Provision of additional accommodation Additional client costs Initial Term of 3 years with 3 optional years - 3+1+1+1. Contract value for the full 6 years is up to £13.7M. An allowance of up to 50% is included for enacting the optional services, with a maximum possible contract value for the service of up to £20.5M. Lot 2 - Crisis Prevention and Response Service (CPRS) This is a new service which will replace the current Rapid Response Outreach Team. It will also incorporate the phoneline, currently delivered through the separate StreetLink London service. To enable a transition from current service provision to a new model of support focused on prevention and assisting more people without the need for outreach contact, there is a phased approach to the delivery of the service. Throughout the contract, the service will include: A pan-London, self-referral phoneline service taking calls from people sleeping rough or at imminent risk of sleeping rough. An outreach response on the night transport network. Assessment, triage, advice, guidance and one-off advocacy. In the first year of the contract, the service will also deliver an outreach response to all StreetLink alerts in 26 boroughs. In Year 2, the service will transition away from this outreach-led approach and will then include: A community team providing in-person support across a range of settings Short-term casework for those who require it General Optional Services: Expansion of the capacity of the phoneline Expansion of the night transport function Provision of additional staffing Initial Term of 3 years with 3 optional years - 3+1+1+1. Contract value for the full 6 years is up to £14.4M. An allowance of up to 50% is included for enacting the optional services, with a maximum possible contract value for the service of up to £21.6M. Lot 3 - London Navigator Team (LNT) The service provides specialist support for people with long histories of rough sleeping, who are part of the Target Priority Group. It includes: Personalised and intensive support which can stay with people on their journey from the streets to home. Support for people experiencing severe and multiple disadvantage to navigate local systems to access both housing and the support they need in all areas of their life. The LNT Housing Scheme - 40 ringfenced social housing units, housing people from the LNT caseload under a housing-led model. General Optional Services: Supporting any additional properties added to the LNT Housing Scheme Expanding the LNT through the provision of additional staffing Service user costs for any additional cases added to the LNT caseload, above the number which the provider has modelled for in the core service Initial Term of 3 years with 3 optional years - 3+1+1+1. Contract value for the full 6 years is up to £9.4M. An allowance of up to 50% is included for enacting the optional services, with a maximum possible contract value for the service of up to £14.2M. The above values include core services and general optional services for each of the three Lots. Contract duration will be for three (3) years and options to extend the contract for a further period of up to three (3) years, exercisable in one or more periods to a maximum of three (3) years. The maximum duration of the contract (including all extensions) will be no more than six (6) years. Total Value (estimated) - £56,374,308 (full 6‑year maximum value including extensions and optional services). This value is across all three services. The GLA is delivering the Warm Homes: Local Grant Programme in partnership with 30 London boroughs. To strengthen delivery, the GLA is exploring running a pilot project to better understand how community organisations can support vulnerable residents throughout the retrofit process. The aim is to improve the resident experience and reduce dropout rates. Identification of eligible households and installation of measures will be managed by the GLA and its delivery partners. Community organisations would focus on resident‑facing support, from initial engagement through to installation. For example, this could include helping vulnerable residents understand their energy assessment, providing tailored advice on recommended measures, supporting form-filling, offering in‑home or remote guidance during installation, and ensuring residents feel informed and confident throughout the process. This preliminary engagement seeks to understand capacity, capability, delivery models, and potential challenges within the market. It may be undertaken in multiple stages following completion of the questionnaire stage. Insights will inform the future procurement strategy, including potential commissioning options. Approach To shape the design and delivery of the pilot project, we invite organisations to complete a short questionnaire. The purpose of this exercise is to gather market insights on: Potential service delivery models Capacity and readiness to deliver Opportunities and challenges within the supply chain Considerations for future procurement (Note: we are not seeking to duplicate existing services. Instead, we aim to fill gaps in provision. Transport for London (TfL) is procuring on behalf of the Greater London Authority (GLA), and invites suitably qualified suppliers to participate in, an Open Procedure for the delivery of services under the Mayor's Homes Off the Streets (HOTS) programme. This recommissioning process presents a vital opportunity to reshape the future of rough sleeping services to achieve the Mayor's Rough Sleeping Plan of Action, (https://www.london.gov.uk/programmes-strategies/housing-and-land/mayors-priorities-londons-housing-and-land/homelessness/services-people-experiencing-homelessness-including-sleeping-rough/mayors-rough-sleeping-plan-action) with the ambitious goal of ending rough sleeping in London by 2030. We are seeking to transform service delivery models to preventing returns to rough sleeping, and ensure targeted sustainable routes off the streets. There are seven lots in total. This procurement covers the delivery of a pan-London Clearing House service and six Tenancy Sustainment Team (TST) services, including five geographic sub-regional TST lots that form part of the Clearing House partnership, and one pan-London Private Rented Sector (PRS) TST which is a standalone service. These services support residents with a history of rough sleeping to access, sustain, and thrive in long‑term stable housing. 1. Clearing House (Lot 1) A single pan‑London contract delivering: • Coordination of referrals, property nominations and allocations • Partnership working with housing associations and support providers • Management of the 3,700+ home Clearing House partnership • Providing the Clearing House system used by stakeholders to make referrals and advertise homes 2. Tenancy Sustainment Teams (TST) (Lots 2-6) The TSTs will provide floating long-term support to tenants in Clearing House accommodation. Working in partnership with the Clearing House and landlords, the service will deliver client assessments and on-going tenant support around: • Tenancy sustainment • Access to employment, training and education • Personal wellbeing, community integration and independence TST lots are structured to mirror the London housing sub-regions, as follows: • Lot 2 - North Central • Lot 3 - North East • Lot 4 - South East • Lot 5 - South West • Lot 6 - North West 3. Private Rented Sector (PRS) Tenancy Sustainment Team (TST) (Lot 7) PRS TST will provide short-term floating support to clients at the point that they first move into private rented sector accommodation. They will manage referrals and assessments and provide support around: • Setting up a tenancy, including utilities and bills • Understanding tenancy rights and responsibilities • Tenancy sustainment • Personal wellbeing, community integration and independence Bidders may apply for multiple lots; however the total annual value of awards will be limited to a maximum of 50% of the bidder's annual turnover. All lots include a core element and General Optional services to support increased caseloads. Lot 7 additionally includes a Specific Optional services element to deliver a PRS Tenancy Rescue service offer, consisting of crisis intervention for tenants at imminent risk of losing PRS accommodation. Please note this is the estimated maximum value. Actual values of the services are likely to be lower than this value. The values include core services, specific optional services, and general optional services including expansion of the services. Contract start date is estimated to be 1st April 2027. This preliminary market engagement process is being managed by Transport for London (TfL) on behalf of the Greater London Authority (GLA), the 'Contracting Authority'. Part 4 of the Domestic Abuse Act (2021) placed new statutory duties on tier one authorities to deliver Domestic Abuse Safe Accommodation (DASA) provision. The duty aims to ensure victims/survivors of domestic abuse, along with their children, can access a range of support within safe accommodation or to help them access safe accommodation. As a tier one authority with duties under the Act, the Greater London Authority (GLA), in partnership with the Mayor's Office for Policing and Crime (MOPAC), is preparing to recommission safe accommodation and support services for survivors of domestic abuse across London. Based on previous allocations from the Ministry of Housing, Communities and Local Government (MHCLG), we anticipate funding to be approximately £20 million per annum for up to six years. However, the final funding amount and duration will be confirmed by MHCLG in due course. The current commissioning arrangements, including the Domestic Abuse Safe Accommodation (DASA) Framework and continuation grants, are scheduled to conclude by March 2027 (subject to any extensions). Services commissioned through DASA are currently delivered by a mix of Voluntary and Community Sector (VCS) Violence Against Women and Girls (VAWG) providers, London Boroughs, housing and homelessness organisations, and wider VCS partners. All providers deliver services that meet the definitions of support outlined in MHCLG guidance, including refuge accommodation, dispersed housing, sanctuary schemes, second-stage accommodation, and other specialist provisions. This transition period offers a strategic opportunity to design a refreshed commercial model that reflects evolving needs, builds on existing strengths, and encourages innovation in service delivery while continuing to ensure domestic abuse support services are inclusive, trauma-informed, and responsive to the diverse needs of Londoners. Given the scale and complexity of the programme, the GLA and MOPAC are adopting a phased and strategic approach to recommissioning. This will ensure continuity of support for victims/survivors while enabling a safe and responsible transition to new arrangements. The future model will be shaped through a period of iterative engagement with the market and wider stakeholders, with a strong emphasis on co-design, collaboration, and transparency.

On behalf of the Greater London Authority (GLA), Transport for London (TfL) are seeking to procure a single supplier for the design, implementation and management of flagship fan festival sites in London for the duration of the UEFA European Football Championship 2028 which takes place from 9 June 2028 to 9 July 2028. We are seeking to procure immigration advice services to support Pan-London, sub-regional and local homeless and rough sleeping services and their clients. This will be a new procurement activity but we expect many elements will be similar to the current ongoing procurement for Rough Sleeping services. The Clearing House is a pan-London coordination service for a partnership of landlords, floating support services (also commissioned by the GLA - see Tenancy Sustainment Teams), and rough sleeping services. This partnership facilitates access for people with a history of rough sleeping to over 3,700 one-bed social homes in the capital, with floating support. The Tenancy Sustainment Team (TST) is a pan-London floating support service which provides floating support to tenants of homes in the Clearing House scheme. Currently the TST has three main aims: to support tenants to sustain their tenancy, to facilitate access to employment training and education (ETE) opportunities, and to support positive move-on from the scheme when it is no longer needed.
