Introduction Gillingham Town Council is seeking tenders from experienced and appropriately qualified contractors for the construction of two new footbridges and a new riverside path at Jubilee Fields, Gillingham. The project must support sustainable environmental practices and meet regulatory and planning requirements. Scope of Services The scope of work will include, but is not limited to: • Bridge A: Supply and install a 17m long, 2.5m wide steel frame pedestrian bridge with recycled plastic decking and parapets over the River Stour, including all necessary concrete abutments and foundations, with a minimum 20-year warranty on plastic components. • Bridge B: Remove the existing 9m timber bridge and supply and install a new 9m long, 2.5m wide steel frame bridge with recycled plastic decking and parapets over the stream using existing pads. • Footpath Works: Excavate and construct a new footpath alignment (approx. 85m), 200mm deep and at least 5m from the riverbank (except at the culvert crossing), reconnecting to the existing tarmac path. • Culvert Crossing: Supply and install a suitable culvert at the stream crossing. • Site safety, signage, and construction phase health and safety compliance. • Compliance with planning conditions. • Project management and quality assurance throughout construction. • Compliance: Ensure all works meet relevant standards, planning and environmental consents, and health and safety requirements. • Handover: Leave site clean and tidy. Provide as-built drawings, maintenance manuals, and warranty certificates on completion. TENDER SPECIFICATIONS 1. General Requirements • All works must comply with relevant British Standards, industry best practice, and statutory and regulatory requirements. • The contractor must implement sustainable environmental practices, including the use of recycled materials as specified. 2. Bridge A - New Pedestrian Bridge over River Stour • Clear and prepare site: o Work must be carried out in accordance with the ecologists' recommendations. • Design and Materials: o Supply and install a steel frame pedestrian bridge with Recycled plastic decking and parapets. o Bridge dimensions: 17 metres long, 2.5 metres wide. o Minimum 20-year warranty. • Foundations: o Construct concrete abutments with footings set approximately 5 metres from the riverbank edge. • Installation: o Complete installation with minimal disruption to the environment and public access. o Ensure compliance with all planning and environmental consents. 3. Bridge B - Replacement Pedestrian Bridge over Stream • Removal and Disposal: o Dismantle and remove the existing 9-metre timber bridge. o Remove and dispose of all waste materials in accordance with environmental regulations. • Replacement: o Supply and install a new steel frame bridge with recycled plastic decking and parapets, 9 metres long and 2.5 metres wide and attach to existing pads. o Ensure the new bridge is suitable for pedestrian use and meets all relevant standards. 4. Footpath Works • Excavation and Construction: o Excavate a new path to connect to the existing path approximately 86 metres long, as shown on the map on Page 4, and to a depth of 200mm. o Construct the new path at a minimum of 5 metres from the riverbank edge. o Surface the new path with tarmac and provide flat top concrete edging both sides along the whole length. • Culvert Crossing: o Supply and install a suitable culvert at the stream crossing, ensuring compliance with all relevant standards and consents. 5. Environmental and Regulatory Compliance • Comply with all necessary planning permissions, environmental permits, and consents. • Implement measures to protect the river and surrounding habitats during construction. • Adhere to all health and safety requirements. 6. Handover and Warranty • Provide all necessary documentation, including as-built drawings, maintenance manuals, and warranty certificates. • Ensure all works are completed to the satisfaction of Gillingham Town Council and any relevant statutory bodies. Gillingham Town Council would like to make improvements to the Town Meadow in the centre of Gillingham in order to accommodate more groups, organisations and businesses who wish to hold events, such as craft markets and plant sales; which in turn will help to increase footfall in the High Street and help to strengthen and improve the economy. The area needs proper drainage as during the wetter months the area is muddy and cannot be used. The proposal is to install grass paving grids (also known as grasscrete) which will provide a hard surface suitable for commercial vehicles, improve the drainage and allow events to be held throughout the year. The Town Meadow provides important pedestrian links between the High Street and the Library, the Museum, the Community Office, public car park, and onwards to the Railway Station. The project includes improvements and enhancements of these important pedestrian routes. Accessibility paths will be constructed to allow easy access for wheelchair users. The existing hard surfaced areas will be edged and improved, and benches and flower planters will be installed to create an area which is aesthetically pleasing and welcoming to all. THE PROJECT Gillingham Town Council invites tenders from suitably qualified contractors for the construction of a new Multi-Use Games Area (MUGA) at Hardings Park, Gillingham. The works will include installation of a tarmac sports surface, drainage infrastructure, perimeter fencing, sports line markings, LED floodlighting, and associated access improvements. The project must meet Sport England design principles, relevant British Standards, and planning conditions. Sustainable construction practices and inclusive design are essential requirements. Background and Objective Gillingham Town Council is undertaking this development to enhance community sport and recreation facilities in response to local demand. The MUGA will support multiple sports, including tennis, netball, and 5-a-side football. REQUIREMENTS This section sets out the requirements of Gillingham Town Council in terms of the delivery of the contract. Health and Safety The contractor will ensure that all activities are carried out in accordance with existing Health and Safety regulations, in particular, but not limited to, the following: • Health and Safety at Work etc Act 1974 • Management of Health and Safety at Work Regulations 1999 • Provision and Use of Work Equipment Regulations 1998 The successful contractor will be required to satisfy Gillingham Town Council as to the knowledge, understanding and compliance with these regulations. Spot checks may be carried out by an authorised officer while work is being carried out. Machinery should be operated by suitably qualified and experienced workers. Contractor staff should wear the required personal protective equipment (PPE) when required. The contractor should inform Gillingham Town Council of any unsafe feature or any matter of concern. The contractor is to be responsible for the Health and Safety of their employees/sub-contractors and the public liability towards the general public. Evidence of licences and compliant health and safety training must be made available to Gillingham Town Council. The contractor is to keep a record of all risk assessments and to supply a copy to the Gillingham Town Council upon request. The contractor is to ensure that all staff have the relevant training and ability to carry out the tasks set out on the specification. The contractor must provide site signage and barriers. Protection of public routes is essential. Insurance The contractor is to put in place and maintain its own public liability and professional indemnity insurance. Standards All plans and associated documentation must meet the requirements of the local planning authority and the Environment Agency. The contractor will supervise their employees/sub-contractors to ensure that they perform their duties in a way that reflects positively on Gillingham Town Council as the commissioning organisation. This may, on occasion, necessitate the need for spot checking by a manager or equivalent. The contractor is to ensure that all employees/sub-contractors have the relevant training and ability to carry out the tasks set out on the specification. Accident Reporting In the event of an accident, incident, potentially dangerous or dangerous occurrence, the contractor will inform the council within 48 hours of the occurrence. Precautions to Prevent Nuisance The contractor shall take all reasonable precautions to prevent nuisance from noise and disturbance during the work. The contractor shall take all reasonable precautions during the work to prevent damage to property and shall be held responsible for any damage resulting from the work and shall make good such damage at its own expense. Tools and Plant The contractor shall provide all equipment and machinery necessary for the required work and will clear away on completion. Equipment and chemicals should always be used in the correct manner and for the correct purpose. Any equipment shall be satisfactorily maintained, and records of maintenance shall be made available for inspection on request. Pricing Pricing set out in the tender response shall be final. Provision of Advice The contractor is required to provide general advice and recommendations to Gillingham Town Council based on its expertise and knowledge and to alert Gillingham Town Council to any additional requirements not considered in the tender document. Theft, Breakages and Damages The appointed contractor shall be responsible for the security and protection of all equipment, materials, and the site throughout the duration of the contract. Any loss, theft, or damage occurring during the works will be at the contractor's expense. The contractor must ensure the site is left safe, secure, and tidy at the end of each working day and that public safety is prioritised at all times. QUALIFYING INFORMATION The contractor must demonstrate experience in delivering similar outdoor sports facilities, particularly MUGA installations.
