Gentoo Group are currently seeking to procure a Lift Refurbishment Contractor to fully revitalise lifts within various blocks all located within the boundaries of Sunderland, Houghton, Hetton and Washington. The programme will provisionally commence in May 2024 and run for a period of 2 years with a possible extension clause of 1 year - subject to performance and at the discretion of Gentoo Group. It is anticipated that 2-3 buildings per year will require full refurbishments, which will include, but will not be limited to: - Renewal of all mechanical equipment including Lift Motors and Controllers; - Renewal of Suspension Ropes and Belts - Full refurbishment of the existing carriages internally; and - Renewal of all associated Door Equipment. Full information regarding the scope can be found within the Tender documentation. This will be an open 1-stage Tender in which Gentoo will be seeking the following from Bidders: 1. A cost for the first years work, inclusive of outlining the proposed materials to be used; 2. A qualitative submission outlining your delivery proposals; and 3. A Social Value submission which will identify all of the added value you will bring to this programme. Full Specifications are provided within the Tender Pack for year 1 of the programme only. All future years works information will be prepared next year in advance. The Specifications provided are classed as "Performance Specifications" which will require the Tenderer to select the materials best suited to complete the works. The Group is currently working to ensure that all of its properties meet an EPC standard of "C" or higher by the year 2030. The purpose of this Framework is to procure a number of Contractors to ensure that this target is met by completing varying heating upgrade works within Gentoo properties. The works will include, but may not be necessarily limited to, the following: (a) Installation of combination gas boilers; (b) Installation of system gas boilers; (c) Installation of radiators; (d) Upgrade of existing heating control systems; (e) Cylinder insulation and replacement; and (f) Replacement of full distribution systems. Gentoo Group are embarking on a programme of works to enable structural appraisals of 25 high-rise residential tower blocks. The appraisals are required to demonstrate that the buildings are safe for occupation from structural collapse and fire spread as prescribed in the Building Safety Act 2022. In order to confirm this safe occupation, structural integrity and fire safety - an intrusive survey must be carried out to each high-rise block. The surveys will be required to various separate points of each of the 25 blocks, parts of the structure will be required to be exposed, sampled and then made good on completion of the survey. Gentoo have engaged a Surveying Consultant to carry out all sampling and testing services and have also engaged an external façade Provider to retrieve external samples. Therefore, the purpose of this procurement is to engage a Contractor to carry out all opening up, exposure and making good of the sample areas on completion. The surveys must be conducted to various separate points within each high-rise block and will involve the following works: (a) The breaking out of concrete at ceiling junctions; (b) The breaking out of concrete at floor junctions; (c) Core drilling of holes into concrete; (d) The retrieval of samples of exposed materials; (e) The making good of areas on retrieval of the samples; and (f) Testing of materials. The purpose of this procurement is to engage a Contractor to deliver the services listed within points (a), (b), (c) and (e) above. As stated previously, each of the 25 blocks will be required to be surveyed at various separate points of the building. Therefore, it will be the intention of Gentoo to gain access to the apartments within each block where necessary - and to decant Tenants if void properties are unavailable to allow the survey works to commence. It is foreseen that the removal of kitchens, bathrooms or any other fixed elements will not be necessary and that all breaking out works can be completed without the need to disrupt fixtures or fittings. A list of the 1,000 properties to be completed initially will be provided within the Tender Pack, there is no order of preference for completion and the Provider may determine their own programme and select the most effective and efficient way to complete the works. However, it will be a requirement that all properties can be completed within a period of 3 months. A copy of the programme will be required to be submitted and signed off by the Contract Administrator prior to commencement. Whilst the Provider's Operatives are on-site carrying out the works, Gentoo will then be in a position to enter discussions regarding future works. Gentoo Group has a number of premises located within the boundaries of Sunderland Houghton, Hetton and Washington. A number of these premises have shutters, barriers and gates which require regular preventative maintenance in addition to general ongoing repair requirements. The purpose of this Procurement is to arrange for the delivery of these services. The works that will be required to be delivered by the Provider are as follows: (a) To carry out Service Visits once every six months to each gate, barrier and shutter at each premises including the provision of reports to be submitted to Gentoo; (b) To conduct Safety Force Tests and Risk Assessments as necessary to each gate, barrier and shutter; (c) To carry out responsive repairs as and when required both during working hours and out-of-hours; and (d) To provide general consultancy services regarding the condition of Gentoo Group's gates, barriers and shutters. The Contract is to run for a period of 2 years initially, followed by 2 x potential extensions of 12 months - a maximum duration of 4 years in total. On completion of the initial 2-year period stated above, the decision will be made by Gentoo Group's Repairs & Maintenance Team in agreement with the Provider as to whether to disband the Contract or to activate the first possible 12-month extension. As part of their commitment to maintain their housing stock, Gentoo Group currently has a roofing Framework in place in which a Principal Provider is responsible for re-roofing Gentoo properties in various locations throughout Sunderland, Houghton, Hetton and Washington - Tyne & Wear. Many of the Gentoo properties which are receiving new roofs adjoin owner occupied properties which do not fall under the ownership of Gentoo. Therefore, so that Gentoo may comply with the Party Wall Act of 1996, it is a requirement that any affected adjoining properties are made aware of the works in accordance with set timescales and given the opportunity to consent to the works or alternatively, to dissent and appoint an independent Party Wall Surveyor to inspect the works in accordance with this Act. Under the Act, the responsibility for appointment of the Surveyor rests with the Party who wishes to have the work carried out (I.E. – Gentoo Group Ltd). Subsequently, the purpose of this Tender is to procure a Surveying Consultancy to provide these services to Gentoo. It will be the intention of Gentoo to appoint three Providers to this Framework for a period of four years. The first ranked Tenderer will initially be awarded all works available. Gentoo Group Ltd have approximately 5,600 Solar PV installations across its stock of 28,000 properties (please note that 2,926 of these are owned by Peterborough Council therefore, will not form scope of this Contract). In addition to domestic installations, Gentoo Group also has three commercially installed Solar PV Systems, located at Emperor House and Akeler House - Doxford Park, Sunderland and at the Skyline Centre - Houghton-le-Spring. The appointed contractor shall be required to carry out a suitable and sufficient assessment of the fire resisting elements and compartmentation lines of specified multi-occupied residential buildings. Each intrusive survey and fire risk assessment of the fire resisting elements and compartmentation lines shall consider a number of factors, including the following: • The type of evacuation strategy adopted in the building, i.e. simultaneous, staged, phased or ‘stay put’. • The height of the building. • The vulnerability of occupants. • Fire protection measures within the building (e.g. compartmentation, automatic fire suppression, automatic fire detection). • Apparent quality of construction, or presence of building defects. • The combustibility of the building structure and the use of modern methods of construction, such as timber framing. • The number and location of escape routes. • The complexity of the building. Intrusive surveys and sampling will be required to provide suitable and sufficient information on: • The construction and condition of the fire resisting elements and compartmentation lines within the buildings. • The construction and condition of any interactions or connections of two or more fire resisting elements within the buildings, including inspection of service penetrations both above-ceiling, below-floor, or within risers. • The construction and condition of any current fire stopping within the buildings. • The construction and condition of any risers within the building, including those internally within flats. • The construction and condition of any cavity barrier located around window openings (located under window sills). • The construction and condition of any hidden voids, ceiling/floor voids, or inaccessible areas. The appointed contractor shall undertake a visual survey of each building in scope on appointment. The appointed contractor will undertake intrusive surveys within the common parts of each building and within the residential flats. The appointed contractor shall develop a suitable sampling strategy for each building which considers: • The extent of intrusive surveys recommended within the common parts of the buildings. • The extent and number of intrusive surveys recommended within the residential flats of each buildings. • Any requirements for specialist access equipment to fulfil the requirements of this scope. • Any requirements to seek independent, third-party test data on any materials used in the construction of the buildings • Areas where the integrity of fire resisting elements and compartmentation lines is critical but cannot be confirmed visually. This includes assessing: • Construction that separates individual flats from the escape route. • Compartmentation between individual flats. • Separation between common areas and other parts of the building. • The specific risks of the building, including: • The quality of existing information, such as building plans. • Signs of potential defects found during the previous type one fire risk assessment. • The age and construction type of the building. The appointed contractor will provide the Group with details of all the areas that are required for access within two weeks of appointment. The appointed contractor shall immediately notify the Group’s Client Representative of any significant defects or concerns it identifies during any intrusive surveys and sampling. Communication with the Client Representative will be via telephone and email and all significant defects or concerns must be reported within 48 hours. Intrusive Works The appointed contractor shall be required to undertake intrusive works, for example removing boxing, access hatches and other materials, in specified areas of each building in accordance with the sampling strategy. The appointed contractor shall be subject to the Group’s permit to work process when undertaking intrusive surveys and sampling. The Group will provide information on this to the appointed contractor before they start work. Reinstatement Works The appointed contractor shall be required to undertake reinstatement works following the intrusive works, for example by reinstating the boxing, access hatches and other materials that have been removed or sealing any penetrations made to the fabric of the building. The appointed contractor shall ensure that all reinstatement works provide a like-for-like finish, including any making good decoration such as reinstating render and paintwork. The works required are construction work as defined by the Construction (Design and Management) Regulations 2015 (CDM 2015). The Group will act as client and will appoint a competent principal designer to assist the Group in planning and co-ordinating the pre-construction phase, including preparing the pre-construction information. The appointed contractor will be expected to fulfil the duties of a principal contractor under CDM 2015. This shall include, but not be limited to, the following: • Co-operating and co-ordinating with the Group, the principal designer and any other parties involved in the work. • Preparing a written construction phase plan before the work begins. • Planning, managing, monitoring and co-ordinating the entire construction phase, including the management of any asbestos that is likely to be disturbed during the work. • Ensuring that anyone they appoint has the skills, knowledge, experience and, where relevant, the organisational capability to carry out their work safely and without risk to health. • Ensuring all workers and visitors have site-specific inductions. The appointed contractor shall prepare a written report detailing the findings of each fire risk assessment of the fire resisting elements and compartmentation lines. The appointed contractor shall determine the exact format and content of their report, however each report shall include at least the following information: • An executive summary highlighting the key findings and recommendations. • An outline of their methodology for undertaking the assessment, including the rationale for the sampling strategy used including which flats were selected and what areas were opened up. • A clear outline of the significant findings of the assessment, written in plain English with appropriate definitions for any technical terminology. • A cross-sectional drawing, issued as a .dwg file, of the construction of the fire resisting elements and compartmentation lines. • An assessment of the fire risk associated with the construction, using a clearly defined methodology for assessing the likelihood and consequence(s) of fire. • A list of recommendations for remedial actions that the Group should consider taking to mitigate any risk associated with the construction of each buildings. The recommended remedial actions shall be ranked using a clearly defined priority scale. • Relevant photographs and other supporting evidence, this shall include floor plans showing the location of all areas sampled and location of any significant findings. • A statement of any assumptions and limitations that the Group must consider when interpreting the findings of the report. The appointed contractor shall provide a copy of their proposed report template to the Group before commencing works so that any changes can be agreed and incorporated into their populated reports. The Group shall provide the appointed contractor with all applicable information that it has available on each buildings and shall include at least the following: • General information about the buildings, including: • the buildings name and address • a brief description of buildings • the height of buildings • the number of storeys • the number of flats • the approximate number of tenants • the evacuation strategy for the buildings • a summary of customers who may be at greater risk from fire • the date of the last fire risk assessment • the buildings risk rating based on the current fire risk assessment • access to the digital twin of each building where available. • A summary of the fire protection measures in the buildings, including: • a description of the facilities for firefighting, including firefighting access for the fire and rescue service • a description of the means of escape from the buildings • a description of the active fire protection measures in the buildings • a description of the passive fire protection measures in the buildings • a description of any significant known fire safety hazards in the buildings that are not adequately controlled. • Any supporting documents and information that are available, including: • the most recent fire risk assessment • the fire risk appraisal of the external walls where available • the retrospective fire strategy where available • layout drawings • technical information on the construction materials used within the buildings including the external walls. • Any asbestos information for the building which the Group holds. The appointed contractor shall ensure that anyone undertaking a fire risk assessment of the fire resisting elements are competent to do so. The appointed contractor shall provide the following details, including appropriate supporting evidence, to the Group of each individual who will be undertaking work for the Group: • Details of relevant qualifications for the Fire Risk Assessor, including a minimum of a level four qualification in fire safety. • Fire Risk Assessor to be Tier 3 registered on the Nationally Accredited Fire Risk Assessors Register (NAFRAR) • Details of relevant professional memberships, including the level of membership held and registration numbers. • A summary of relevant skills, knowledge and experience, specifically in assessing the fire risk of fire resisting elements of multi-occupied residential buildings, including high-rise residential buildings. • Third party certification to the BAFE SP205 Life Safety Fire Risk Assessment Scheme is desirable.

Proposed Scope of Works – 1, 3, 5 & 9 The Esplanade We are planning a programme of essential repairs and improvements to the external and communal areas of your building. The main elements of the proposed works are as follows: External Walls: Repairs to brickwork and stonework, including repointing and specialist repairs where needed, to address weathering and maintain the structural integrity of the buildings. Roofing: Renewal and repair of both pitched and flat roof coverings, including the replacement of damaged slates and felt systems. All works will be carried out to ensure the roofs are weatherproof and fit for purpose. Rainwater Goods: Replacement and upgrading of gutters, downpipes, fascias, and soffits to improve rainwater drainage and prevent future water damage. Communal Areas: Repairs to plasterwork and ceilings in shared spaces, including investigations and remedial works to address any areas affected by damp or deterioration. Windows and Doors: Maintenance and repairs to windows and doors as required (with further details available in the full schedule). Other Works: Additional items include the removal of vegetation where necessary, structural assessments, decoration, and any specialist repairs identified during the works. These works are intended to preserve the appearance, safety, and long-term condition of the buildings, ensuring they remain in good order for all residents.

Gentoo currently has a varying number of modernisation and investment programmes in progress across the City of Sunderland, Houghton, Hetton and Washington. These works programmes include, but are not limited to, the following (a) Kitchen & bathroom replacements; (b) Roofing replacements and structural works; (c) Environmental works; (d) Boiler replacement and gas servicing programmes; (e) EICR and electrical rewire upgrades These programmes are being delivered by external Contractors and Gentoo Group's own staff and Gentoo has a rigorous Quality Assurance and Quality Control (QAQC) regime to ensure all works being carried out by either its own Operatives or via a third-party Contractors are completed diligently and in accordance with all legal requirements. The Group currently employs a Technical Assurance Team who are responsible for delivering QAQC inspections to these programmes, however, due to growing demand and the requirement to gain independent, external advice and validation, the purpose of this Procurement is to engage an independent QAQC assessor to provide these services. The largest element of works which will be delivered by the successful Provider are technical inspections and audits of both gas and electrical installations. These inspections will vary, and the Gentoo Technical Assurance Team will advise how each inspection will be conducted prior to commencement. Inspections will be necessary at differing stages of installations, either after completion or during the installation. The inspections are also further categorised by their intrusiveness. If instructed to complete a non-intrusive inspection, this is deemed to be a visual inspection only. If instructed to complete an intrusive survey, certain elements of the installation will be required to be removed safely and re-installed on completion of the inspection. To enable a bid to be submitted, the Provider and their Operatives must hold a number of accreditations which demonstrate their competency to deliver these services.
