Construction of a new laboratory building (Holt 2 Lab), designed and built to operate at Containment Level 3 (CL3) standards
SCOPE OF WORKS:
Construction of a new laboratory building designed and built to operate at Containment Level 3 (CL3), on a greenfield site within the existing boundary of Forest Research's Alice Holt Research Station in Farnham, Surrey, UK.
The new 'Holt 2' research facility will be a purpose-built expansion of existing facilities at Forest Research's Alice Holt Research Station, designed to significantly enhance the UK's capability and capacity to study tree pests and pathogens in controlled environments. The new facility will significantly increase the capacity of the existing Holt 1 containment laboratory.
Full specifications will be provided in the Specification Documents once the Invitation to Tender is released. The project overview document is attached to this notice.
CONTRACT STRATEGY:
Traditional construction works, turnkey contract (Client-supplied detailed design & specification) on a fixed lump sum basis using the NEC4 ECC Main Option A - Priced contract with Activity Schedule.
Performance Bond (10%), and Parent Company Guarantees (where applicable).
Liquidated damages for delay are anticipated to be set at £700 per day, subject to confirmation in the ITT.
DESIGN STRATEGY:
At the time of issuing the ITT, detailed design and specification for all elements (RIBA Stage 4) will have been completed (and included in the ITT); the appointed turnkey contractor will take responsibility from, and progress from, the start of RIBA Stage 5 onwards.
It is anticipated that the ITT may include an option (or alternative) for the novation of client‑supplied designs to the turnkey contractor.
Note that certain proprietary equipment and supply chain requirements will be specified within the ITT where necessary to meet technical and operational requirements of the contract works.
The new building is required to achieve a BREEAM Excellent rating, demonstrating a high standard of environmental performance and sustainability.
Note: A Planning Application has been submitted for this build.
The contract scope includes all works and services required to deliver the laboratory as a fully operational, CL3‑validated containment facility, as outlined above, on a turnkey basis. This includes traditional building construction works—such as foundations, structural steelwork, cladding, building services and landscaping—as well as specialist laboratory and containment facility works.

Scarifying and Mechanised Forest Maintenance Framework - Yorkshire
Forestry England are planning to carry out a procurement exercise to tender for these works going forward as 2 separate Lots :-
Lot 1 – Ground preparation by scarifying - estimated 60-80ha/yr to be carried out in the autumn across the entire geographic area of Yorkshire FD.
Lot 2 - Mechanised Forest Maintenance (including Mulching, Tree Shearing, use of excavator, use of forwarder, and other forest machinery as required plus provision of chainsaw operators).
To be carried out across Yorkshire FD.
Our intention is to award this contract for a period of 4 years as a single supplier framework for Lot 1 and a maximum of 2 supplier framework for Lot 2, with Annual Performance Reviews and a mid-point review point to discuss pricing (i.e. 2+2yr contract)
Open Book Pricing would need to be form part of the tender submission to provide benchmark pricing information (cost of fuel etc).
General requirements:
Yorkshire Forest District requires suitably qualified contractors who can demonstrate professionalism, experience, and a suitable work profile in Mechanised Forest Maintenance (including Mulching, Tree Shearing and other associated works) and Scarifying.
All contractors must be highly experienced at working within heavily visited public areas. All services provided must comply with the United Kingdom Woodland Assurance Standard (UKWAS), Forest Industry Safety Accord (FISA) guides Forestry England Health and Safety Policy, and all other relevant environmental and health & safety legislation.

'i-Tree Eco' plot field survey (for 'i-Tree Eco Wirral')

The work involves visiting and surveying trees and shrubs within 200 randomly-distributed circular sample plots (11.35 m radius) for the Wirral i-Tree Eco project.

GB-Bristol: Dunwich Quarry (Suffolk) Extraction and Processing Contract
Forestry England requires the Contractor to carry out the following works to facilitate the extraction and processing of aggregates at the Dunwich Quarry:
- Removal of material from processed stockpiles.
- Processing of raw materials including crushing and screening.
- Management of the by-product (sand), which must remain on site and cannot be used to backfill historical and ecological work site.
- Maintenance and reinstatement of quarry floor and safety features
- Maintenance and reinstatement of egress and quarry roads, during quarrying operations
- Loading of aggregate during quarry operations
- Daily inspections as required by the Quarries Regulations in accordance with Client's requirements.
- Soil and overburden excavation, haulage within the quarry and tip creation.
- Restoration works; to include scarifying gravel face to a safe angle and levelling off the quarry floor.
- Provision of competent supervision to oversee the above activities by an appointed 8.1(d) in accordance with the Quarries Regulations.

Forestry England has an opportunity for the operation of the Whinlatter Café concession lease. Our intention is to award a 10-year lease that includes a mutual break clause operable at any time after the end of year 5 subject to 12 months’ prior notice. We will be awarding a contract for the design and build of a new timber framed coppice shelter located in Silk Wood at Westonbirt Arboretum.
The new shelter will help us continue the critical programme of woodland management and secure the future of coppicing at Westonbirt. The new shelter will provide cover for our coppicers which will enable them to undertake tasks in all weather and allow them to store materials and products associated with the coppice.
The Contractor is required to design and build a new shelter which will be made from timber grown and milled at Westonbirt. The shelter will be similar in style to other buildings at the arboretum such as the Silkwood Barn and the Westonbirt Woodworks. The building will be of oak frame construction, traditionally built with a boarded timber roof.
