The vision is to carry out river restoration in the upper Barle at Simonsbath, re-connecting the river with its historic floodplain and wider landscape, to help mitigate the impact of climate change, reduce flood risk, improve water quality and to make more space for nature. In doing so, we aim to improve the condition of the River Barle SSSI
The aims of the project are:
a) To identify opportunities for reconnecting the river Barle with its floodplain just below Simonsbath, to enable a more naturally functioning river system to develop, with an improvement in river function, SSSI condition and creating opportunities for nature recovery.
b) To investigate and model the hydrological and geomorphological impacts of different options, particularly in relation to implications for upstream channel morphology and potential consequences for flood risk management.
c) To assess the impact of river restoration on existing habitats and species, including an ecological impact assessment and biodiversity net gain calculations.
d) To assess the impact of river restoration on heritage interest on site.
e) To assess the impact of river restoration on the wider landscape.
f) To assess the impact of river restoration on access routes.
The commission is separated into four specialisms: Hydro-geomorphology; ecology; archaeology; and landscape & access
The Reviving Exmoor's Heartlands (REH) project is a round 2 Landscape Recovery project that has been approved for a two year development phase, starting in April 2024.
The project aims to restore Exmoor's central moorlands to a thriving ecological state with good habitat connectivity to the wider landscape, supported by viable farming.
The REH Farm Conservation Advisory Service will play a key part in the development phase and forms part of the core project team. It is the main point of contact with the participant farmers, providing discrete, tailored one-to-one advice on how they can contribute to and benefit from the project. It is an independent, farmer focused support role to help farmers engage with the project to work out how it works for them.
The Authority is commissioning a baseline ecological survey for the Reviving Exmoor's Heartlands Landscape Recovery Scheme to identify priority habitat on land which falls outside existing designated SSSIs (information on SSSIs will be provided by Natural England). This will require carrying out a UKHabs survey and condition assessment on land which is known to be or has the potential to be priority habitat including existing County/Local Wildlife Sites plus additional areas identified on priority habitat inventories and through previous aerial photography interpretation
The Reviving Exmoor's Heartlands (REH) project is a round 2 Landscape Recovery project that has been approved for a two year development phase, starting in April 2024.

The project area spans approximately 12,000 hectares made up of a cluster of over 20 upland farms and moorland landholdings including large areas of common land, supporting mainly extensive cattle and sheep rearing.
A specialist contractor is required to provide a baseline assessment of carbon storage and greenhouse gas emissions in the project area, and to estimate potential carbon credits from proposed restoration works and land management/land use changes (e.g. woodland creation). Essentially, we need a baseline of what carbon is currently being emitted / stored / sequestered, and then what the carbon benefit of different land management would be, that can potentially be used to reduce or offset emissions, or to sell as carbon credits.
The successful contractor will work closely with the Reviving Exmoor's Heartlands team and provide monthly progress reports to the Project Manager. It is expected that the contractor will have regular contact with the Project Manager and have additional support from other ENPA teams as needed to build on knowledge as and when required. There will be an initial set up meeting and two or more project meetings with Exmoor National Park Authority and the REH steering group.

The Landscape Recovery project is in a two year development phase to produce a land management plan for a 12,000 hectare area of moorland and farmland on Exmoor. The Reviving Exmoor's Heartland Landscape Recovery Project aims to restore and enhance the natural landscape of Exmoor through a combination of ecological restoration, sustainable agriculture, and community engagement.
This procurement seeks to leverage green finance alongside public funds, to support its long-term objectives, incorporating innovative funding mechanisms and partnerships. Reviving Exmoor’s Heartlands is part of Defra’s Landscape Recovery scheme, aiming to support long-term, large-scale restoration of England’s most precious habitats. The Reviving Exmoor’s Heartlands (REH) project is a round 2 Landscape Recovery project that has been approved for a two year development phase, which started in April 2024. The project aims to restore Exmoor’s central moorlands to a thriving ecological state with good habitat connectivity to the wider landscape, supported by viable farming. The project area spans approximately 12,000 hectares made up of a cluster of over 20 upland farms and moorland landholdings including large areas of common land, supporting mainly extensive beef and sheep enterprises. ENPA are inviting bids from suitably qualified legal professionals or firms with experience in business law and contracts, governance, blended finance structures, and public sector project delivery to assist in the legal structuring and governance planning of our SLE, and negotiation of critical legal documentation to enable effective, long-term delivery. Experience of working with Commoners Associations would be an advantage.
The appointed legal supplier will: Advise on Legal Structure and Governance
- Evaluate and compare options for suitable legal entity structures aligned with the project goals (e.g. CIC, CIO, LLP, BenCom).
- Present clear and actionable advice to the project steering group and participants via an evening workshop to make a final decision on the legal form and governance arrangements.
- Draft a fit-for-purpose governance structure and plan for the selected SLE model compliant with HM Treasury's Managing Public Money principles.
Draft and Review Legal Agreements
- Draft and advise on: - Agreements between the SLE and land managers/commoners associations.
- Implementation agreement with Natural England.
- Contracts with private investors and partners. - Identify and evaluate legal tools to safeguard environmental outcomes (e.g. conservation covenants, land trusts).
Ensure agreements:
- Provide long-term environmental and legal security.
- Address enforcement, flexibility, and succession planning for land ownership.
Conduct Land & Title Due Diligence
- Review land ownership titles for risks, rights, or restrictions.
- Complete due diligence letters to be submitted to Natural England before contract signing.
- Identify and propose resolutions for any legal impediments to delivery.
Statutory Consents and Risk Management
- Identify required statutory consents, permits, or licenses.
- Highlight legal risks and develop mitigation strategies.
