The Contractor will be appointed on a JCT Measured Term Contract 2016 for duration of 2 years plus 1 x 12-month extension commencing November 2022.
It is anticipated that approximately 635 void properties will require cleaning and/or clearance works per annum. These numbers are for indication only and in no way guarantees actual work levels. In addition the contractor may be requested to fully or part clear tenanted properties upon the direction of the Contract Administrator.
The successful contractor will attend evictions on an hourly rate as and when instructed by Eastlight.

The Framework Agreement will be set up on the basis that members may access by either a direct call-off procedure using the pricing schedule or by mini-competition on cost only or cost/quality. The framework will consist of six LOTs as detailed below. It is envisaged that no more than twenty suppliers will be awarded a place on each LOT. In the event of a greater number tendering for a LOT the overall score will be taken into consideration and those suppliers attaining the highest marks will be allocated a place on the framework against that LOT.
Suppliers on the framework will be full service providers of legal services, authorised and regulated by the Solicitors Regulation Authority (SRA) or an appropriate regulatory body and be able to provide the specialism of the LOT(s) they are tendering for.

This scope of works to deliver a damp and mould assessment, monitoring and treatment service on behalf of Eastlight Community Homes. Delivering a quality resident experience which meets all compliance and data protection regulations. Delivering advice and education on how to keep their home mould free. The volume of work will be partly reactive, based on customer demand and partly proactive based on Eastlights architype knowledge.

Eastlight is looking for a service provider to deliver a full Professional Service to treat, monitor and report on damp and mould in domestic occupied and void properties in our operational area. The contractor will be expected to manage and supervise cases including all related administration, notifications to statutory bodies and the provision of information.
In one 6 month period, approximately 1,400 cases were identified as requiring on site assessment in relation to damp and condensations and 350 require external review. These numbers are for information only and do not guarantee the actual level of referrals or works likely to be required under this contract.

Insurance and related services for Property, legal liability and other general (non-life) insurable risks, as required by Eastlight Homes supported by our consultant, Gibbs Laidler Consulting LLP. The financial ability to deliver the programme, including Insurers with a minimum rating of ‘BBB’ from standard and poor, ‘B++’ from A M best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder’s market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder’s market security committee’s latest report, including written recommendation from the bidder’s market security committee.
Eastlight is looking for a partner to offer a comprehensive service and maintain its existing warden call and door entry systems to our sheltered blocks across Eastlights operational district as well as any additional sites that may be added throughout the contract. The successful tenderer will also maintain our recently installed CCTV systems in our sheltered blocks as well as at our Stores, Braintree and Trinity Court, Halstead. This contract will also involve works to leasehold properties.

Eastlight is seeking a full-service internal audit provider who will deliver assurance to the Board and Senior Management on the effectiveness of governance, risk management, and internal controls (GRC). The provider should adopt a risk-based approach to evaluate and enhance Eastlight’s internal systems and processes.
Eastlight is seeking a partner to deliver its responsive Arboricultural Services contract across the Eastlight operational district, currently shown in Appendix N – Location Map, the boundaries will be extended in the future.
The service will be predominantly for communal areas/ land, public footpaths, verges and any other land/public space that Eastlight has a responsibility for and will also include gardens of domestic occupied and void properties.
Responsive works shall include emergency and planned instructions. Emergency response will be required 24/7

Eastlight is seeking to appoint a suitably qualified and experienced service provider to deliver a comprehensive 24‑hour Support Alarm Call Handling Service. The successful partner will be responsible for delivering a responsive, reliable, and customer‑focused call monitoring and escalation service to support Eastlight residents who use our alarm, telecare, or emergency call devices.
The contract will run for an initial period of three (3) years, commencing on or around 1 July 2025. Eastlight reserves the right to extend the contract by up to two (2) additional periods of twelve (12) months each, subject to mutual agreement and satisfactory performance.
