Dorset History Centre (DHC) is the home of the Joint Archives Service which operates on behalf of Dorset Council and Bournemouth, Christchurch and Poole Council (BCP). DHC currently leads a consortium of nine local authority archive services working together to access a digital preservation system. The Consortium seeks to procure an active digital preservation system which mitigates risks to digital information requiring long-term or permanent preservation. The Service Specification outlines our collective requirements for a digital preservation system which we require to be fully functioning June 2022. Digital preservation refers to the series of managed activities necessary to ensure continued access to digital materials for as long as necessary, beyond the limits of media failure or technological and organisational change. Public Health Dorset are commissioning a delivery organisation to set-up a Pause Practice and deliver the Pause programme. Pause is a licensed programme that is delivered using a social franchising approach. This means that while the programme is delivered by a local delivery organisation it will look, feel and be branded the same as other Pause Practice's in the network. Pause is an evidenced based national programme for women who have experienced, and are at risk of experiencing, repeat removals of children from their care. The programme aims to give women the chance to pause and take control of their lives. The aim of the Pause service is to give women an opportunity and support to 'pause' and take control over their lives, to improve their wellbeing, resilience and stability. This helps them set in place strong foundations on which they can build a more positive future for themselves. The service will contribute to a reduction in future numbers of infants brought into care and the disruption of trans-generational cycles of poor outcomes experienced by some of the most vulnerable families in our community. Women who experience repeat removals often have complex needs which are not currently being addressed. They experience trauma and grief associated with the removal of their children, they may suffer from domestic abuse, mental health illnesses or substance misuse and they may have built up a mistrust towards children's social care services, resulting in poor engagement with existing support services. Tenders are welcome from: 1. Delivery partner - either a single provider model or a lead provider model (partners who wish to collaborate together for the provision of this service, where the contract is between the commissioner and the lead provider). 2. Social outcomes partnerships - a provider organisation(s) may seek to source and work with a social outcomes partnership/investment bond funding provider.

Dorset Council's ambition is to support all children and young people in their journey to adulthood with underpinning principles of early help, personalisation and inclusion, enabling them to achieve their chosen outcomes. We support children and young people through a focus on the best education for all our children and young people, our localities model and inclusion within our mainstream educational settings. The Framework will ensure that Dorset Council is able to arrange suitable education or training provision for children and young people where it is needed. The need for such provision can arise for a number of reasons, including those set out under the government definition of Alternative provision: education arranged by local authorities for pupils who, because of exclusion, illness, or other reasons, would not otherwise receive suitable education; education arranged by schools for pupils on a fixed period exclusion; and where support is required for behavioural or other needs. This Framework is part of a new model of alternative provision, where such provision is used where it is needed, and is high quality enabling children and young people to make progress. Where children and young people can transition back into mainstream provision or onto a post 16 pathway, we are making it clear that alternative provision is a short-term intervention for re-engagement and support, that it is not a destination. The Framework shall comprise of the following Lots: 1 Ofsted registered Alternative Provision 2 Inclusion support 3 Re-engagement 4 Teaching 5 Progress to settled adulthood The Council’s new delivery model is in line with the broad direction of the government’s published proposals for SEND and alternative provision; it will however require changes to respond to the national requirements which are likely to be in around 2 years’ time. A framework length of 2 years plus an optional 2 x 1 year extension, and a clear expectation in the tender that providers will respond to future national changes, provides the ability for Dorset Council to make changes as required. The Framework will run from September 2022. Tenderers may apply to enter this Open Framework at any time during the period of the Framework and the Council will evaluate applications each school term ahead of any call-off requirements. Educational establishments in the Dorset Council area may access and call-off from the framework using Lot 2 only. The existing pontoon sections installation occurred between 1993 and 2006, meaning that some of the sections are 30 years old. This project is a planned replacement of the infrastructure which is required to ensure business continuity of the Harbour with regard to accommodating visiting recreational and commercial vessels in line with the Open Port Duty: Statutory Harbour Authorities are under a common law duty to conserve and facilitate the safe use of the port. This includes a duty to ensure that those who may choose to navigate the port, may do so, without danger to their lives or property. Nearly all municipal ports are also subject to the 'Open Port Duty' to keep the harbour open, upon payment of rates, for the shipping and unshipping of goods and the embarking and landing of passengers. The initial particular requirements are as follows: • Fit for purpose pontoons that can withstand adverse conditions and up to 1m swells Requirement for pontoons to remain in position for 12 months of the year (currently 8 months). • Increased strength to accommodate vessels above 80t. • Improved stability of the pontoons to accommodate cruise ship tenders allowing up to 70 passengers access to a tender. • Assess/inspect existing gangways and their point of debarkation to pontoons as part of site survey/tender quote. • Pontoons to include new fixtures/fittings (electric with meters/lighting/cleats/safety ladders) and position/insulate all pontoon water supplies to comply with ISPG IBP document for Category 5 connections.
