Dorset Council is seeking tenders from capable service providers for the provision of Children's Residential Care. The Council is required through a "sufficiency duty" to secure sufficient accommodation for children and young people under their care who cannot live at home. This is an exciting opportunity to provide high quality services and be part of making a positive contribution to the lives and well-being of children in Dorset. The purposes are to guarantee availability of placements, surety of funding for the provider(s) and to ensure best value through economies of scale where possible. The Total Contract Value is £42,000,000 over the 7-year term. The Framework has the following lots: Lot 1 - Planned and Same Day Children's Homes Residential Care Children and young people requiring planned and/ or same day residential care and accommodation only, with preparation for family living, who are normally resident within the Dorset Council area. Lot 2 - Therapeutic Residential Care Children and young people requiring a therapeutic residential placement, with preparation for family living, who are normally resident within the Dorset Council area. To gain entry on to the Framework, Tenderers are required to submit their tender in accordance with the instructions set out in this procurement process. This is an Open Framework. Annually during the Term, providers who are not on the Framework, including those that have previously applied and failed to become Framework providers and those whose Framework Agreement has been terminated (but excluding any whose Framework Agreement and/or Call-Off Contract has been terminated for Contract Non-Compliance) will be given a further opportunity to obtain a place on the Framework Agreement. Dorset History Centre (DHC) is the home of the Joint Archives Service which operates on behalf of Dorset Council and Bournemouth, Christchurch and Poole Council (BCP). DHC currently leads a consortium of nine local authority archive services working together to access a digital preservation system. The Consortium seeks to procure an active digital preservation system which mitigates risks to digital information requiring long-term or permanent preservation. The Service Specification outlines our collective requirements for a digital preservation system which we require to be fully functioning June 2022. Digital preservation refers to the series of managed activities necessary to ensure continued access to digital materials for as long as necessary, beyond the limits of media failure or technological and organisational change. Digital preservation is related to, but separate from the day-to-day management of electronic records.

Public Health Dorset are commissioning a delivery organisation to set-up a Pause Practice and deliver the Pause programme. Pause is a licensed programme that is delivered using a social franchising approach. This means that while the programme is delivered by a local delivery organisation it will look, feel and be branded the same as other Pause Practice's in the network. Pause is an evidenced based national programme for women who have experienced, and are at risk of experiencing, repeat removals of children from their care. The programme aims to give women the chance to pause and take control of their lives. The aim of the Pause service is to give women an opportunity and support to 'pause' and take control over their lives, to improve their wellbeing, resilience and stability. This helps them set in place strong foundations on which they can build a more positive future for themselves. The service will contribute to a reduction in future numbers of infants brought into care and the disruption of trans-generational cycles of poor outcomes experienced by some of the most vulnerable families in our community. Women who experience repeat removals often have complex needs which are not currently being addressed. They experience trauma and grief associated with the removal of their children, they may suffer from domestic abuse, mental health illnesses or substance misuse and they may have built up a mistrust towards children's social care services, resulting in poor engagement with existing support services. Tenders are welcome from: 1. Delivery partner - either a single provider model or a lead provider model (partners who wish to collaborate together for the provision of this service, where the contract is between the commissioner and the lead provider). 2. The contract covers Dorset Council's statutory duty to deliver the mandatory Disabled Facilities Grants (DFGs), Minor works and SIPS service which are now required to be tendered under procurement regulations. The service will support all Adults and Children's Services to deliver adaptations to promote independence or support a carer to manage the activities of daily living, for individuals to maintain their health and wellbeing in the community. For Sensory Impairment services this is aimed primarily at young adults from age 18 upwards. Dorset Council Services are required to reduce rough sleeping using the Rough Sleeper Initiative funding provided by the Department of Levelling Up Housing & Communities (DLUHC) to provide services. It will help to reduce the need for costly bed and breakfast accommodation as well as provide vital support that the individuals require. the aim of the funding is to support rough sleepers into settled accommodation and support the government's aim to eliminate rough sleeping by the end of the current parliament. The council's bid has provided funding for the whole period of the programme the following: • Rough Sleeper Navigator Service - £382,147.50 • Debt & Benefit Advisor (post) - £99,731.50 • Education Training & Employment (ETE) post - £77,357.50 • Housing & wellbeing sustainment project- £241,157.50 There are four lots of specific service provision allowing providers to tender for any lots they are interested in : Lot 1 - Housing and wellbeing sustainment project; Lot 2 - Rough sleeper debt and benefit advisor; Lot 3 - Education, training and employment coordinator; Lot 4 - Rough sleeper navigator service. The service manages over 3,860km of roads, as well as being responsible for everything associated with the highway such as bridges & structures, cycleways, footways, drainage, street lighting, bus stops, road signs & markings, traffic lights and speed limits. Within our service we improve road safety, manage the highway network, implement highway improvements, model future demands, facilitate new development, support our customers, manage on and off-street parking, develop sustainable opportunities and carry out winter maintenance. The Highways service is delivered through a mixed economy delivery model which involves Dorset Highways working collaboratively with strategic partners. The existing pontoon sections installation occurred between 1993 and 2006, meaning that some of the sections are 30 years old. This project is a planned replacement of the infrastructure which is required to ensure business continuity of the Harbour with regard to accommodating visiting recreational and commercial vessels in line with the Open Port Duty: Statutory Harbour Authorities are under a common law duty to conserve and facilitate the safe use of the port. This includes a duty to ensure that those who may choose to navigate the port, may do so, without danger to their lives or property. Nearly all municipal ports are also subject to the 'Open Port Duty' to keep the harbour open, upon payment of rates, for the shipping and unshipping of goods and the embarking and landing of passengers. The initial particular requirements are as follows: • Fit for purpose pontoons that can withstand adverse conditions and up to 1m swells Requirement for pontoons to remain in position for 12 months of the year (currently 8 months). • Increased strength to accommodate vessels above 80t. • Improved stability of the pontoons to accommodate cruise ship tenders allowing up to 70 passengers access to a tender. • Assess/inspect existing gangways and their point of debarkation to pontoons as part of site survey/tender quote. • Pontoons to include new fixtures/fittings (electric with meters/lighting/cleats/safety ladders) and position/insulate all pontoon water supplies to comply with ISPG IBP document for Category 5 connections.

As part of its day-to-day operations, Dorset Highways generate a range of waste materials including asphalt concrete road planings, mixed inert waste, soils and gully waste. This Framework Agreement is for the Provision of Vehicle Bodywork Repair Services for cars and fleet vehicles up to 38 tonnes operated by Dorset Council and for vehicles subject to third party claims against the Council. The Agreement is intended to provide a bodywork repair service for vehicles situated across the County of Dorset. The Framework contractor(s) will be required to carry out bodywork repairs to the Council's mixed badge, vehicle fleet and vehicles belonging to a third party damaged by Dorset Council during their business. The major content of work for this Framework will be made up of the following: • Body Repairs • Paint Repairs • Collection and Delivery (Third Party Vehicles) • Recovery To reduce unnecessary travelling, and to help control costs to the Council and contractor(s), the Council will require a repair network that can strategically cover the whole area of Dorset and offer a flexible service to their officers. To achieve this operational flexibility the Council will be offering this Framework to more than one contractor to ensure that services located in the west and east of the County have access to a nearby body repair service. It is currently home to a variety of companies. The majority of the site is comprised of semi-maintained grass, the site has some stands of trees. The site sits opposite building Chesil House and quadrant units which is currently occupied by various business. The works included within this tender are: Design & Build of 10 light industrial units together with associated access, parking and services. The works proposed in these Tender Documents are intended to be carried out from November 2022 to December 2023. It is anticipated that a Contractor will be appointed in October 2022.
