In line with our Digital Transformation Plan 2022 - 2026, CFB are currently soft market testing with a view to undertaking a procurement exercise for an Asset Management System. Any Asset Management System proposed must be capable of the management of the following service areas: Fleet Management Operational Equipment Management Property Asset Management ICT Asset Management Any system proposed must Initially achieve (but not limited to) the following: - Storage of all vital asset information - Planning scheduled maintenance and testing of assets to include ad hoc / daily testing - Management of defects, including an escalation process for urgency - Full integration with stock allocation linked to current stock and ordering systems - History tracking of asset maintenance and testing - Fully integrated electronic servicing / maintenance sheets - Full electronic access via tablet from any location with internet access - Access by multiple users at any time from any location - Automatic assignment of work to a user / location in line with the scheduled maintenance plan - Full integration with CFB's current Finance and Procurement system (Integra) - Standard and ad hoc production of various reports against any/all data held within the system - Compatibility with QR codes for asset identification - A user-friendly interface, appropriate for various levels of user from Technician to Company Director.

Cleveland Fire Brigade are currently soft market testing with a view to undertaking a procurement exercise for an Incident Command System. Any Incident Command System proposed should include the following functionality: • The command system should have a way of recording decisions. Whether that be written, verbally or video recording, this is a key requirement moving forward. • It should contain the ability to be updated in real time and ensure data is not lost if connection is lost. • Tall buildings management is vital; this will be required to share occupancy and resident status for all flats within a building to be shared amongst all users. This should be user friendly and easily populated with status updates such as fire survival guidance given, resident evacuated etc. • System must be able to be accessed by multiple users and devices at once. • An ability to record the command structure of an incident would be required. • An ability to record or upload ARA and ERA documents. • The option to pass info/instant message would be useful. • All interactions with the incident must be timestamped and auditable. • Ideally the system would be compatible to a number of devices, i.e. mobile phone, tablet, and laptop/desktop. • The potential to link into other information feeds and systems, such as local authority CCTV (if available), drone footage etc. • A mapping tool that allows for things like overheads, maps, cordons, overlays etc to be displayed and use. This would incorporate things like hydrants maps etc. • The ability to record personal accountability on the incident ground, including fire and non-fire personnel. • Ability to pick up staffing from CFB rostering systems • Ability to track fire appliances on a live map (linked to CFB mobilising system)

** This notification refers to a Market Engagement Event Only** Cleveland Fire Brigade ("the Client") is currently soft market testing with a view to exploring and understanding the supply market with regard to the possible future provision of a Main Provider to deliver a high-quality Operational Firefighter (wholetime) Level 3 Operational Fire Fighting Apprenticeship qualification (In particular, those providers that are based within the Teesside/North East area). Theoretical input to be delivered by Cleveland Fire Brigade Training and Assurance Department who have recently registered as a Supporting Provider, on Cleveland Fire Brigade premises, Queens Meadow Complex, Hartlepool. The client would like to gain an increased level of awareness and understand more about the suppliers who have knowledge and experience of delivering Level 3 Operational Fire Fighting Apprenticeship qualification and are keen to speak with companies to help us develop a specification of requirements for the future delivery of Level 3 Operational Fire Fighter Apprenticeship. The brigade anticipates 16 apprentices per cohort per year, commencing in June 2023, with similar numbers over the next 3 years. We are looking to replace our current aging fuel management system. We currently have 9 locations with bunkered fuel (Diesel) with two of these sites also having bunkered Ad-Blue. Our Fleet consists of Fire Appliances, Vans and Cars. Requirements of the system are, but not limited to: • Ability to Remotely manage each fuel Pump. • An online Management System. • Ability to produce Management Information Reports. • Fuel tank monitoring and Automatic notification for ordering fuel. • Fuel Pump Access Management. • Compatibility to export data to an external Fleet Management System. Interested parties must be able to demonstrate what options are available for the security of fuel tanks and vehicle access to their fuel. Interested Parties must be able to provide reference sites that Cleveland Fire Brigade could visit, to see live systems in operation. The Brigade would like to understand more about those suppliers that have knowledge and experience of delivering this type of requirement and in particular those organisations that can share successful implementation of fuel management/control systems with other emergency services organisations. Cleveland Fire Brigade are currently market testing with a view to undertaking a procurement exercise for a Freestanding mobile Drying system (Warm air blowers). The mobile drying system as a minimum must be able to hold 5 jackets/trousers combination, 6 pairs of gloves and 6 pairs of boots with 6 hour timer. We are potentially looking to install mobile drying systems across our portfolio of fire stations to replace our current Drying rooms. Cleveland Fire Brigades People Plan 2022-2026 describes the need to 'ensure that we have the right people, with the right skills to carry out the right job, at the right time so that our workforce can make even more of a difference every day and save even more lives'. We are now looking to invest into a Community Volunteer scheme which supports the Brigade's People Plan and adds capacity to the establishment, enabling skilled and trained members of the workforce to deliver activities that reduce a higher level of risk while volunteers are utilised to reduce lower levels of risk throughout communities.
