The Authority aims to procure a scalable, integrated Governance, Risk and Compliance (GRC) software solution, capable of supporting its organisational growth and any required regulatory obligations. The solution is intended to consolidate risk data from across the Authority into a single platform that strengthens oversight, enhances analysis & reporting, improves operational efficiency, and ensures accountability. A GRC tool may also provide the opportunity to identify data synergies and move away from several systems used across the Authority. Purpose of the notice The Authority’s aim in issuing this Pre‐Market Engagement Questionnaire is to: Understand market capability, maturity and suitability Understand delivery approaches, risk and commercial viability Identify gaps, assumptions and market insights Responses gathered through this questionnaire will inform the Authority’s approach to procuring a scalable, integrated Governance, Risk and Compliance (GRC) software solution capable of supporting organisational growth and meeting current and future regulatory obligations.

The British Business Bank is the UK’s economic development bank, with a mission to make finance markets work better for smaller businesses. BBB typically operates on a wholesale basis, partnering with lenders within the existing financial ecosystem to increase the supply, diversity, and regional reach of finance available to UK SMEs. The Start Up Loans scheme (SUL) provides debt finance in the form of a personal loan, to help individuals to start or grow their early stage businesses, driving sustainable growth and unlocking potential. Without SUL, many aspiring entrepreneurs would not be able to secure the finance and support to start and grow their businesses. The operating model utilises a mix of internal platforms and external service providers to support the full loan lifecycle - including disbursement, servicing, collections and recoveries. To support future growth, we are preparing to deliver direct lending operations. As part of this, we are seeking FCA approval for a subsidiary of the British Business Bank to become a direct lender and therefore need to procure a comprehensive Loan Management System (LMS) capable of fully supporting this operating model. BBB typically operates on a wholesale basis, partnering with lenders within the existing financial ecosystem to increase the supply, diversity, and regional reach of finance available to UK SMEs. Start Up Loans (SUL) provides debt finance to support working capital and growth for the smallest and earliest stage businesses, driving sustainable growth and unlocking potential. Without SUL, BBB would be unable to support many entrepreneurs requiring the right type of finance to start and grow their businesses. Under the current operating model, SUL relies on a complex internal technology landscape combined with significant dependence on third party systems for loan disbursement, servicing, collections, and recoveries. This reliance restricts BBB’s ability to scale and to deliver a fully integrated and efficient lending operation. BBB therefore will become a direct lender and seek to procure a comprehensive Loan Management System (LMS) capable of fully supporting the organisation’s transition to inhouse lending operations.
