BHCC Market Engagement Event for Learning Disability Providers

Brighton & Hove City Council Commissioning Team, would like to invite you to a market shaping event on Monday 17th October 2-4pm via MS Teams.
The event will include a presentation with information on our current and future needs for Learning Disabled young people and adults and gaps in provision within the city. The focus of the session will be on accommodation and support services and will include some information on community provision.
The session will be presented by Lou Aish Commissioner, it will include a presentation by the Sussex ICB Learning Disability and Autism programme Housing Lead and will be attended by colleagues from the Specialist Community Learning Disability Team.

Brighton and Hove City Council is currently considering the options available to it in its recommissioning of Weight Management Services for the City. The Services are currently provided via Contract with an external provider, BeeZee Bodies Ltd.
This preliminary market engagement is being conducted to investigate;
• the different models available for of delivery for Weight Management Services,
• the advantages and disadvantages of each model,
• the experience of the market in delivering these models, and
• approaches in targeting specific groups for whom we wish to achieve better health outcomes in the delivery of Weight Management Services.
In addition to seeking feedback from organisations who provide Weight Management Services, the Council is also interested in receiving feedback from organisations who may be interested in partnership or sub-contracting arrangements (i.e. working with a Weight Management Provider) to improve health outcomes and access to Weight Management Services for the groups they represent.

Brighton and Hove City Council are recommissioning their Home Care and Extra Care arrangements, with a new contract due to commence in July 2023.
Interested providers are invited to a Market Engagement event regarding the future commissioning intentions for the home care contract in Brighton and Hove.
This event is being run as part of the new commissioning project as a means of consulting with various 'care at home' stakeholders to help us shape the recommissioning of these services for residents of Brighton and Hove.
The event will also provide a helpful forum to co-produce elements of the service delivery model and contract management processes as we seek to find and implement solutions to common problems experienced by the sector.
The event will be held remotely via MS Teams on Thursday 21st July 2022 between 14:30 and 16:00.

Brighton & Hove City Council are releasing a PIN as a Call for Competition. The services required are detailed below. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice.
All year local inclusive after school and holiday clubs/youth schemes for children and young people (CYP) with Special Educational Needs and Disabilities (SEND) ranging between the ages of 4 and 19 years.
After school clubs to be term time only with the holiday playschemes to be during the Easter and Summer holidays.
Overall Aims
The overall aim of these services will be to provide:
• a safe, recreational place for the children and young people to attend out of school.
• allow the CYP to socialize with their peers, whilst being provided with the appropriate level of support, personal care and supervision
• a range of stimulating experiences in line with their age, developmental needs and personal preferences.
• much needed respite and support to families of CYP with SEND, whom may be under extreme stress and pressure.
Quality Standards and essential requirements of Service Provider:
The quality Standards to be applied are set out in OFSTED Registration Standards for early years and childcare providers.
The clubs will be registered for 24 places of children under 8 years old at each venue to cover East and West areas of Brighton & Hove City.
The provider will be responsible for the recruitment and line management of suitable staff and volunteers.
All staff must have undergone an enhanced Disclosure and Barring Service (DBS) check.
The provider will deliver appropriate staff training programmes, which will include induction and ongoing training programmes.
The level of staff to children ratio will not fall below that legally stated. This will be used at an absolute minimum.
Contracts Period
An initial term of three (3) years from February 2023 to January 2026 with an optional extension period of a further two (2) years 2028.
Brighton & Hove City Council are releasing a PIN as a Call for Competition for the provision of the Public Health Community Nursing (PHCN) Service. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice.
The PHCN service encompasses the delivery of Health Visiting and School Nursing services in Brighton and Hove. Health Visiting teams are based in the City's Children's Centres alongside community Midwifery teams. Health Visitors are supported by a team of Early Years Coordinators employed by the Council.
Health Visitors work closely with Children's Social Work in multi-agency safeguarding casework and with the Looked After Children's team providing the Healthy Futures offer to young and vulnerable mothers,
The School Nurse Team provides health and wellbeing support to pupils in school alongside delivery of Vision and Hearing Screening and National Child Measurement Programme Screening in Reception and Year 6.
School Nursing also plays a role in the delivery of immunisations in secondary schools and the delivers preventative interventions including smoking, healthy eating, physical activity, sexual health and mental health and wellbeing.
The proposed contract is for the full delivery of the PHCN service. The current service is delivered under an existing contract. As a result, it is highly likely that a large pool of existing NHS clinical staff would potentially be eligible for transfer under TUPE.
Quality Standards and essential requirements of Service Provider:
The Service Provider:
• must have a strong track record of successfully delivering clinical services to babies and young children 0-5 years, their birthing and non-birthing parents and to school age children and young people and their families;
• must have an excellent track record in delivering clinical service to safeguarding best practice;
• must demonstrate it has the capacity to deliver the required monitoring data to the national Community Services Data Set and to local monitoring and evaluation process;
• will be required to enter into rental agreements with the Council to enable Health visiting service delivery from the Council's Children's Centres/Family Hubs; and
• will be required to source their own office space for administrative and management staff and the school nursing team.
Contract Period
An initial term of four (4) years from 1st April 2024 to March 31st 2028 with optional extension periods of up to a further four (4) years, broken down into two two-year extension periods, subject to performance.
Please note, the PHCN service is funded via the Public Health Grant. This Grant is awarded to local authorities from Central Government on an annual basis and as a result, precise levels of future funding are not currently known.
Additionally, national salary uplifts relating to NHS staff may have an impact on the delivery cost of this contract. Financial provision for addressing the cost of these uplifts is again subject to Central Government guidance.
As a result of these two factors, the estimated contract value below is based on current funding levels in 2022/23. The Service Provider will be required to work with the Council to adapt the service to changing policy and guidance throughout the lift of the contract.
The Council's City Planning service is committed to promoting high quality design and helping to create better places and environments throughout the city. The Brighton & Hove Design Review Panel (DRP) Service will be carried out by a suitably skilled and qualified Supplier in the delivery of Panel Reviews.
Panel Review is a tried and tested method of promoting good design and improving quality of built environment projects. It is an essential part of the planning process offering independent, impartial, multi-disciplinary advice on the design of proposals for new buildings and the spaces between them.
The Supplier will be responsible for recruiting and convening the DRP to review and provide advice on planning applications. Panel Review will be offered to Applicants preferably prior to the submission of planning applications. It will scrutinise applications considering national and local planning policy. Following the Panel convening, the Supplier will produce a Review Report with the aim of helping Applicants improve their chance of submitting a successful planning application.

Utilising the Prior Information Notice as a Call for Competition procedure, Brighton & Hove City Council is inviting expressions of interest from providers for the delivery of General Practice (GP) Commissioned services ('LCS').
Adult Learning Disability Supported Living: 3-4 Person Service
Brighton & Hove City Council are releasing a PIN as a Call for Competition for the provision of a 24hour Supported Living Service. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice.
The Council is seeking a Service Provider to deliver both the accommodation and care provision. The Service will be a 24-hour supported living provision within Brighton and Hove for 3 to 4 adults with learning disabilities who may also be autistic. The service is designed for individuals who are unable to share space with others, and therefore require their own living space.
The service is to comprise of 3 to 4 individual units of accommodation, based upon a person-centred capable environment. Referrals into the service will include individuals who can present with some behaviours that challenge. We are therefore seeking a Provider who has the experience, skills and ability to support individuals with these support needs through a robust and effective positive behaviour support model.
The Service will be person centred, strength-based and outcome focused. Providing support in the least restrictive way that enables individuals to live their best life, that meets their needs and wishes, and supports them to be as independent as possible.
An approximate model of support for the service is:
• 1 background core member of staff
• 1:1 staff support for all individuals
• Some additional 2:1 support, estimated hours 112-140 a week
• 1 Waking Night
• 1 Sleep in
This is an approximation and will be informed through the number of placements (3 or 4) and individuals referred and assessed for the service.
The Service will work collaboratively with all stakeholders in the development and ongoing provision of the service to ensure it meets individuals assessed needs and outcomes, and supports reductions in staffing/move on where this is appropriate.
Brighton & Hove City Council is seeking expressions of interest to establish a Prequalified List of providers for the provision of care home beds contracted on a block basis.
Brighton & Hove City Council are seeking qualified and experienced training providers to develop and deliver the Brighton & Hove Skills Bootcamps across four priority subject areas including digital, project management, construction and sport. The priority subject areas align with the Local Skills Improvement Plan prepared by the Sussex Chamber of Commerce as the designated Employer Representative Body for the Sussex region by the DfE in August 2022.
This tendering opportunity represents the second procurement for Skills Bootcamps, aimed at awarding the Lots that were not contracted during the initial procurement, in addition to newly identified Construction and Personal Training Lots.

The successful training provider/s will need to demonstrate an understanding of the Brighton & Hove area and have an extensive community reach and strong industry networks. There is no limit to how many Lots suppliers may bid for.
The Council will conduct this procurement using a further competition via the West Sussex DPS for Learning & Development Services, and will be contracted under the terms of the DPS. Any supplier interested in submitting a bid will be required to be approved on 'Lot 1-Information Technology' or 'Lot 7- Apprenticeships' of the DPS. Any supplier not approved on the DPS will not be able to submit a bid. West Sussex County Council will evaluate supplier applications for the DPS within 10 working days of receipt, with a possible extension to 15 days if additional documentation/verification is needed. Suppliers will be notified of their admission thereafter. The tender will be run using the South East Shared Services Tendering platform, which can be accessed at: https://in-tendhost.co.uk/sesharedservices/aspx/Home . As such, any interested suppliers will also need to be registered on this platform to submit a bid.
It is expected that the tender opportunity will be published early June, with a contract to start in July for an initial period of 15 months.
