Community Language and Cultural Access Programme – to highlight the indigenous linguistic heritage and new languages that are present within Belfast on a cross community basis through Irish Language and Ulster Scots Heritage project and New Languages Programme.

The purpose of this Prior Information Notice (PIN) is to notify the market of Belfast City Councils intention to hold pre-market engagement to generate interest and define the requirement prior to the release of a competitive tender process for Technical Support for the Belfast Policing and Community Safety Partnership.

Market Engagement – Expression of Interest for Belfast public bike hire scheme
Expressions of Interest are invited from parties interested in supplying, installing, operating, maintaining and publicising a public bike hire scheme for Belfast targeting a ‘go-live’ date in March 2024. Belfast City Council currently has a public bike hire scheme that was launched in 2015 as a high profile active travel project for Belfast and has been running successfully since then.
This request is issued by Belfast City Council to seek and obtain expressions of interest (EOI) from organisations interested in setting up a New Public Bike Hire scheme in Belfast and / or supplying and operating the existing scheme. This is a market testing exercise which will be used to inform the next stage of the planned future competitive tendering process and does not exclude other interested parties from entering the next stage. The current Public Bike scheme has up to 60 stations with a capacity of up to 600 bikes.
Provision of a Visitor Photography Service for Belfast Zoo
This Prior Information Notice is to inform the marketplace of Belfast City Council’s intention to carry out research to help shape and inform the development of a visitor photography service at Belfast Zoo.
The Council owns and is responsible for Belfast Zoo, which houses over 500 animals and more than 110 species across a 55-acre site that overlooks the city. It is an award winning and popular destination for local residents and visitors, attracting 200k + visitors per annum.
As one of the oldest visitor attractions in Northern Ireland, the Council is continuing to seek new and innovative ways of creating fond memories for those that visit the zoo. For example, in addition to the audio tour and the Zoovenir shop, the Junior Keeper experience has been recently relaunched and there are further animal experiences planned for mid-2023.
Other zoos and similar venues have introduced photography services and courses to enhance the overall visitor experience.
The Council is now seeking to hear from organisations that might be interested in providing high-quality and modern photography services and courses at the zoo. This may include the provision of tailored workshops, interactive and fun photography experiences, static and/or ride camera systems with online and/or offline capabilities, software solutions (such as apps) etc.
It is anticipated that these services and courses would:
• Increase visitor engagement.
• Enhance the overall visitor experience.
• Complement the existing visitor services at the zoo.

Expressions of interest sought for regeneration development opportunity for multi-site residential led mixed use regeneration in Belfast city centre
Increasing the city’s population is a key ambition in The Belfast Agenda, the city’s community plan, so Belfast City Council is now seeking to establish a long-term arrangement with an investor / development partner to bring forward sustainable, residential-led regeneration with placemaking, people and connectivity at its heart.
Four key city centre sites have initially been earmarked for development, with the potential for further sites across the city to be identified in due course.

The purpose of this Prior Information Notice is to notify the market of the 11 NI Council’s intention to hold a pre-market engagement with interested parties to help shape and inform the development of the future Entrepreneurship Support Service for Northern Ireland.
The scope of the services includes activity to be delivered under four elements, representing a continuum of support that will be required from pre-start support, through start-up and the growth journey thereafter. Each element may comprise of a range of projects or initiatives, each with their own area of focus and expertise to help individuals, entrepreneurs and businesses.
Engage -Engage will focus on identifying individuals with entrepreneurial aspirations, as well as encouraging people to consider starting a business as a viable option for them, drawing on partnerships with organisations already active in this space.
Foundation - The foundation element of the project will focus on more intensive support geared to establishment of ‘employer enterprises’ (Higher Value/ VAT+ Potential starts). Key activities will include business planning, a programme of masterclasses, 1 to 1 advice to refine business plan, support with access to finance and further peer support/networks.
Enabling Growth - This element of the project is aimed at stimulating high growth. All businesses receiving support through this element are expected to be ‘employer enterprises’. They will receive differentiated and tailored support focused on cohorts such as SME start-up enterprise founders, who can be the life blood of high streets and local economies; and innovation-driven enterprises with a strong aspiration to grow, with a focus on regional/ export markets. Support would include; access to ‘live’ masterclasses, post-start mentoring, connections to sources of finance and ‘grow-on’ accommodation; and peer support/ networks.
Scaling - The scaling element entails account management support for later stage acceleration (for start-ups typically over 2 years old).
Provision of Parking Enforcement for 8 Local Authorities in Northern Ireland - Pre-Market Engagement Exercise
Belfast City Council, on behalf of a Consortium of eight local authorities in Northern Ireland, is seeking expressions of interest and intends to carry out a market testing exercise in support of a potential new off street parking enforcement contract that will cover 332 city/town/village centre council-owned sites located throughout eight Boroughs and Districts from 1 November 2023. The Council Boroughs and Districts include:

The potential new enforcement contract is envisioned to cover all aspects of off-street parking enforcement from the provision of Civil Enforcement Officers through to cash collection, including provision for cashless parking payments (payment for parking or permits by phone, internet or smart phone application), as well as first line notice processing, back-office provision and all software and hardware provision.
