T2742 - Supply and Erection of Street Nameplates - Pre-Market-Engagement
Belfast City Council is undertaking a Pre‑Market Engagement (PME) exercise in advance of a planned procurement for the manufacture, supply, and erection of street nameplates across the Belfast City Council area. The forthcoming procurement will update the Council’s existing specification to reflect current industry standards, modern manufacturing techniques, and available material options.
The contract is expected to include (but may not be limited to):
Manufacture of street nameplates in English‑only, alternative‑language‑only, and dual‑language formats
A range of base materials and construction methods
Lettering methods such as die‑pressed, digital print, cut vinyl, or hybrid approaches
Reflective, anti‑graffiti, and vandal‑resistant options
Supply and delivery of completed nameplates
Installation/erection of nameplates at locations across Belfast
As part of this PME, the Council is seeking information on current manufacturing methods, material options, durability characteristics, limitations relating to accents or special characters, and indicative cost positioning (not prices). Feedback will help inform the updated specification and ensure it aligns with production capabilities and supports fair competition.

This Contract is for the delivery, erection, dismantling and collection of a wide variety of marquees (range of sizes and types i.e. traditional, pagodas, stretch tent, gazebos etc) including furniture and supplementary items for Council events annually.
This Contract is for the digitisation of building control records. This involves the process of converting information onto an electronic format and the database management of such information held electronically.
The Service provided is compatible with the Councils existing software systems.
Scanned copies of all original documentation and drawings to be uploaded to a secure share point site following digitisation.
The Contractor liaises with the nominated officer and other relevant Council staff as necessary throughout the contract period.
The Council currently digitises its Building Control records for the following reasons:
To reduce in-house storage of hardcopy records and to comply with retention and disposal schedules.
Faster access to information (thus reducing staff time and saving money);
Disaster recovery/business continuity;
Currently only Building Regulation Full Plans applications are processed in batches of approximately 20 applications per week for digitisation, however this process may be widened to include all Building Regulations and Licensing applications. In addition, it may be widened in future to include street naming and numbering documentation and site inspection diaries when required.
T2736 Supply and delivery of Uniforms, Footwear and PPE - Pre-Market-Engagement
Belfast City Council is undertaking a Pre‑Market Engagement (PME) exercise in advance of a planned procurement for the supply and delivery of workwear, branded uniforms, footwear, gloves, and personal protective equipment (PPE). The forthcoming contract is expected to cover a wide range of operational garments and safety items used across Council services, including Parks, Waste Collection, City Regeneration, Facilities Management, and other frontline operational teams.
The Council intends to maintain the existing three‑lot structure covering:
Lot 1 – Branded uniforms and workwear
Lot 2 – Footwear and gloves
Lot 3 – Personal Protective Equipment (PPE)
As part of this PME, the Council is seeking information on market capacity, sustainable and ethical product options, supply‑chain resilience and any innovations or circular solutions that may inform the final specification.

The forthcoming procurement will be updated to reflect legislative changes, including the requirements of Martyn’s Law (Protect Duty), and to ensure the Council has access to appropriate capacity and operational resilience for both business‑as‑usual activities and large‑scale events such as the potential Fleadh 2027.
The Council is considering a three‑lot structure covering:
Lot 1 – Traffic Management (core services)
Lot 2 – Hostile Vehicle Mitigation (HVM) & Martyn’s Law Compliance
Lot 3 – Major Event Requirements
The future contract is expected to include (but may not be limited to):
Planning, supply, installation, maintenance, and removal of Traffic Management systems
Provision of qualified TM operatives and supervisors
Supply and deployment of HVM equipment such as barriers, blockers, and gate systems
Support for major events requiring enhanced TM, crowd safety measures, and operational coordination
Compliance with relevant legislation, including Protect Duty requirements
Ability to scale resources for both routine operations and large‑scale events

T2689 - Delivery of Various Employability & Skills Requirements
Belfast City Council requires agile and flexible Employability and Skills solutions to be able to respond to challenges and opportunities within the labour market.
Sufficient flexibility within the delivery of Employability & Skills interventions is required to take account of:
a) Emerging needs.
b) New initiatives and areas of development e.g. skills interventions within the Local Economic Partnership, Labour Market Partnership etc.
c) Specialist employability and skills delivery.
d) To test new areas of work as agreed.
e) E&S specialist technical assistance.
f) Sectors that are not covered within the current Employment Academy Framework (T2474)
g) To pick up overflow of delivery if the current Contractors on T2474 are working to full capacity
On this basis, the Council is considering setting up an "Open Framework", which would allow an open, fair, and transparent way of procuring the above services in the most efficient way possible.
There will be no guarantee of any work for those Contractors on the new Open Framework, and any future call-offs will not be initiated until the following happens sequentially (which is designed to provide budgetary control):
1. Workplan and budget approval.
2. When agreed, a direct award or mini-competitions will then undertaken.
3. Delegated authority approval prior to awarding the call-off contract.
An Open Framework will provide an opportunity for SMEs and Social Enterprises/Not-for-Profits to secure a place on the Framework, with the opportunity re-opening at various stages for new entrants to apply/re-apply.

Belfast will host Fleadh Cheoil na hÉireann, the world’s biggest celebration of Irish music and culture, from Sunday 2 August 2026 to Sunday 9 August 2026. The Council require a fully integrated Waste Management Service at Fleadh Cheoil na h'Eireann 2026. By “fully integrated” the Council requires the successful contractor to deliver a street litter waste management service which will include the provision, installation and maintenance of bins, bin stations and bin hubs, the collection and treatment of waste from the bins and the provision of various data/reports in relation to the service.

The contract is for the provision of the delivery of a new building to house the Belfast Stories visitor attraction and creative hub, including new internal and external public spaces at lands bounded by North Street, Union Street, Kent Street and Royal Avenue, Belfast.
Belfast Stories can be summarised as Belfast City Council’s declared ambition to create ‘a unique visitor destination of unprecedented scale and ambition in the heart of the city centre, that will serve as a catalyst for economic, social, and cultural regeneration of the city and the wider region. To respond to this ambitious brief, the project is conceived as a combination of 3 core components:
• Visitor attraction: Stories backed ticketed visitor experience designed to allow people to live their stores, share their stories and tell their stories
• Creative Hub: Media Production Studio, 3x cultural cinemas, and a series of educational workshops and classrooms
• Public Space: The building programme wraps around a large scale urban room at the heart of the scheme, serving as a focal point for gathering and containing the main horizontal and vertical circulation connecting all of the inter-related components of the building. The central space is conceived as being covered, but distinctly external / urban in character, creating an expressly public place where the visitor is readily presented with opportunities to tell and make their story.
