SCAPE on behalf of Arc Property Services Partnership Ltd, are seeking to set up a new single supplier Framework Contract for repairs and maintenance across various locations within the Nottinghamshire, Derbyshire, South Yorkshire and Leicestershire areas. The NEC4 Framework Contract will be used to assist the Client in conducting their repairs, servicing and maintenance(RSM) works. An NEC4 Term Service Short Contract will be utilised for the purposes of Call-Off. Please note: No warranty is given to the Supplier by neither SCAPE or Arc Property Services Partnership Ltd (the Client)as to the amount (if any) or nature of the service and/or work which may be required to be carried out by theSupplier during the Framework Contract period and no claim for compensation either contractual or otherwise willbe accepted in respect of any variation in the volume of the work. The service comprises of a number of elements including, but not limited to: •Groundworks repairs in various materials i.e. concrete, tarmac, block paving, slabs, etc. •Drainage repairs •Fencing and gate repairs including various styles of timber, concrete, metal and (potentially) plastic. •Clearance of trees, shrubs and the like •Installation of ground coverings such as bark chippings, pea gravel, etc. •General repairs and maintenance associated with the above. The framework will be in place for a period of 2 years, with the option to extend for 2 periods of 1 year (2 + 1 + 1 =maximum 4 years). Projects will vary in value but as an indication (based on the last 12 months), they may be: £1-£100 (17%) £100-£500(54%) £500-£1,000 (12%) £1,000-£5,000 (17%) +£5,000 (0%) The Procurement will be conducted in 2 stages: Stage 1 - Selection Stage - Bidders must meet all off the necessary selection criteria and provide answers to the questions asked. The questions will be marked by a panel and the top 3 scoring Bidders will progress on to Stage 2. Stage 2 - Award Stage - Bidders will be evaluated on their submitted prices and answers to specific quality questions in order to achieve a price/quality score. The top scoring Bidder will be invited to enter the Framework Contract. Please note: Arc Partnership reserve the right to establish communication with the awarded Contractor, prior to the Framework start date. Direct award under ESPO's Estates Management Professional Services Framework (ref: 2700_22) for the provision of management services related to the Nottinghamshire County Council County Farms and green spaces portfolio. Originally estimated to be a below threshold procurement, 3 quotations were sought and assessed on a price/quaility basis of 30%/70%. Upon receipt of the quotations, the prices were higher than originally estimated and so the contract was deemed to be a convertible contract in line with Section 74 of the Procurement Act 2023. Therefore a compliant route was sought due to the tight timescales requirement for the service. The services were directly awarded to the supplier on the basis that they scored full marks for price and quaility on the original quotations. The key responsibilities of the contract include: • Tenant Management: Finding and managing tenants for the farms, potentially including marketing, preparation of tenancy agreements, and rent collection. • Property Management: Overseeing the maintenance and upkeep of farm buildings, land, and infrastructure. • Financial Management: Managing budgets, expenses, and potentially even revenue generation related to the farms. • Strategic Planning: Developing and implementing plans for the long-term sustainability and development of the farms. • Provision of an Annual Asset Valuations for the purposes of Nottinghamshire County Council's financial accounts. • Environmental Management: Implementing sustainable farming practices, managing biodiversity, and promoting environmental stewardship. • Community Engagement: Facilitating community involvement in the county farms estate, including educational initiatives and public access opportunities. Direct award under the NHS Commercial Solutions Framework for Modular & Pre‐Fabricated Building Solutions and Associated Services (Agreement Reference: 5514‐5512). The requirement covers the design, manufacture, supply, delivery, installation, commissioning and handover of several temporary modular school buildings ("modular learning village"), together with all associated works necessary to provide fully operational teaching accommodation at St Peter's Church of England Junior School, Ruddington, Nottinghamshire. The temporary accommodation is required following the emergency closure of the existing school buildings due to unforeseen structural issues. The modular buildings are to be suitable for occupation as an educational facility and must comply with all relevant statutory requirements, regulations, guidance and standards applicable at the time of design and installation. Scope of Services The Supplier is to provide a full turnkey solution, including but not limited to: - Full design development and coordination - Manufacture of modular units - Transportation and delivery to site - Installation, erection and assembly on site - All associated groundworks, foundations and substructures - Connection to all incoming and outgoing services - Internal fit‐out and finishes (excluding Fixtures, Furniture & Equipment, which will be provided by others) - Provision of the modular units on a hire‐only basis, including delivery and removal at the end of the service period - External works necessary for access, egress and statutory compliance - Testing, commissioning and certification - Handover documentation and post‐completion support The contract will be in place for a period of 2 years, with the option to extend for a further 6 months, dependant on the new school construction. Justification for Direct Award: St Peter's School was closed at short notice following the discovery of significant structural concerns within the existing buildings. Pupils were temporarily relocated to other schools, placing additional pressure on local education provision. A rapid solution was therefore required to enable pupils to return to their own school site as soon as possible. Due to the urgen nature of the requirement, Premier Modular and two other suppliers were contacted regarding availability and indicative costs. Premier Modular confirmed that suitable modular units were available (subject to refurbishment and final design) and that installation could be achieved within the required programme. Their costs were competitive (subject to detailed design review and site surveys). Given the urgent nature of the requirement and the need to restore on‐site education provision without delay, a direct award was made.
