This notice is published to call for interested parties regarding our upcoming Veterinary Delivery Partnership (“VDP”) reprocurement to:
1. Attend a market engagement presentation, to be held via MS Teams, on Wednesday 17th June 2026 at 3 pm – 5pm.
2. Attend a 1-on-1 market engagement session, to be held via MS Teams, on Wednesday 24th June 2026. This will be your opportunity to provide feedback regarding the market engagement presentation to our commercial, contract management & veterinary colleagues. Depending on demand, we anticipate allocating a 45 minute slot to each supplier / party.

By way of context, and as described in our prior notice:
• APHA is anticipating going to market in Autumn 2026 to retender our long standing VDP contracts.
• VDP is APHA’s primary mechanism for contracting with the veterinary sector in England & Wales to deliver key veterinary services, including routine TB testing of cattle and the provision of veterinary resource to support APHA during animal disease outbreaks.
• The length of the contract we tender for will be determined during market engagement. Presently, APHA is open to a range of options.
• We are seeking to have new contracts commence in April 2027, with full service commencement on 1 September 2027.

On-Farm Kill & Carcase Collection Open Framework Agreement
This is a re-procurement of the Animal and Plant Health Agency’s existing On-Farm Kill & Carcase Collection Framework Agreement and is expected to be launched in September 2026 with a view to establish an eight (8)-year open framework series. The On-Farm Kill & Carcase Collection framework will seek the appointment of a range of providers who can deliver various services, across different Lots, that include; handling, culling, removal of carcase(s) and provision of post mortem examination facilities (where required), and carcase disposal services for farmed livestock, primarily for TB control purposes. Services may be required to be delivered at very short notice (within six (6) to twelve (12) hours). The resulting framework is to be open for use by: Defra, APHA, Welsh Government & Scottish Government.
UK Plant Breeders Rights, National Listing and Seed Certification (BSPB)
This notice relates to the requirement to award a concession contract to the British Society of Plant Breeders (“BSPB”). The subject matter of the contract is the delivery of plant breeders rights, national listing & seed certification.
The services are:
Service A: Design and Organisation of Value for Cultivation and Use Trials, Except for Potatoes, Grasses and Clovers
Service B: Design and Organisation of Value for Cultivation and Use Trials for Grasses and Clovers
We are presently working to assess the expected value of the concession contract, as a result the requirement may be assessed to be a below threshold requirement.
