The Contract will be awarded for an initial period of 5 years, with the option to extend for two further 5 year periods at Anchors sole discretion.
Although initially centred on the delivery of repairs, empty properties and planned Investment works the contract has the provision to add in multiple additional workstreams during its term including (but not limited to) building safety works, fire safety works and retrofit renewable technologies as set out in the procurement documents.
Northeast England. This equates to circa 8,229,662 per annum (Estimated annual value is years 1 to 5 average. Planned works programme is forecast to increase in periods 2 and 3 of the contract term) and the this equates to 197,168,978m over the whole term ( including all possible extensions)
The procurement is being undertaken using a "Competitive Dialogue" procedure (in accordance with Regulation 30 of the Public Contracts Regulations 2015). Under the first stage of the process, bidders are required to complete a Selection Questionnaire ("SQ Stage") and associated appendices . Following evaluation of submitted SQs, Anchor will invite shortlisted bidders to participate in the second stage of the process and submit "Detailed Solutions" ("ISDS" Stage), following which it will shortlist bidders to participate in Competitive Dialogue ("CD" Stage) and submit Final Tenders ("ISFT" Stage). The contract will be to provide a programme of audits to provide independent assurance on how Anchor manages risk. This will include how well policies and procedures are implemented and followed to give confidence to the Board, Committees and Executive that our internal controls are effective.
It may also include certain advisory engagements designed to provide recommendations on how Anchor improve risk management on new processes or in response to changes in the operating environment.

We have over 1,700 sites in England including 120 Care homes. We provide 54,000 older people with homes including over 5,000 people in our residential care properties. We look to the future, with an ambitious plan to build 5,700 new homes over the next 10 years.
Contact Centre Technology Project
The current contact centre technology (Cisco Call Manager) was implemented in 2013 as part of a wider Voice and Data project. It is a Cisco product that is fully hosted and managed by a third party. The solution no longer meets Anchor's business needs and is no longer aligned with Anchor's technology strategy.
Additionally, in response to the pandemic a cloud telephony solution, Ring Central, was quickly implemented to support homeworking.
This project seeks to procure and implement a new solution to reduce the number of telephony platforms within Anchor, that will be able to support the future organisational needs of Anchor, with the housing business being a priority and allow Anchor to maximise its investments in technology through a platform that will seamlessly integrate with other telephony and customer focussed applications.
Anchor's current inbound/outbound communication methods are independent of each other, with no single overall view of customer interaction. A new modern platform will give this capability, with the ability to expand and add other methods of communication through the omni-channel functionality as Anchor enhances its customer service offering.
Anchor will also be embarking on a project to address the overall telephony platform moving to Microsoft Teams and expect the successful supplier to be in a position to support the new platform in due course - please note that it isn't part of this procurement.

We need an organisation to implement, manage and support a modern contact centre technology platform to support our customer service strategy.
Alongside the traditional features of contact centre technology we're also looking for products that offer other wider capabilities such as:
· Connecting different channels like messaging, video, and social media
· Delivering self-service solutions through chatbots and virtual agents
· Analysing conversations to provide useful insights
Additional information: The SQ & ITT will run concurrently so bidders will have to complete both stages at the same time.
Anchor will score all SQ responses and invite a maximum number of suppliers to ITT stage.
Anchor will only score the ITT of those suppliers who are invited from the SQ.

It is anticipated that the audit programme will align with Anchor's risk and assurance framework and where ARC requires independent assurance. It will also be influenced by anticipated future changes to the organisation and its environment.
This contract is for a three-year period with the option for an extension for a further two 12 month periods at the end of the term.
Bidders should assume that at least 15 audits per annum will be required. This is based on the current number of reviews in this year's programme which equates to 150 audit days.

Anchors insurers have advised as part of the condition of our insurance policy we will need to carry out a reinstatement cost assessment survey up to 1500 properties with 300 due annually.
Scope
- reinstatement valuation using RICS methodology from RICS regulated surveyor
- reinstatement revaluation needs to include provision for professional fees, debris removal cost and VAT liability.
The SQ and ITT will run concurrently.
Bidders will have to complete both stages at the same time.
Anchor will evaluate all of the SQ responses and will invite the top 5 highest scoring bids to the ITT stage where we will only then evaluate the ITT of the successful bidders.
