Method Rationale:	One Vision Housing ("OVH") have taken the decision to award this contract direct without prior publication with justifications that; the choice of potential suppliers is heavily limited due to the niche nature of the products/services required and two previously advertised tender received no suitable responses. Over the past 12-18 months, OVH have embarked on a major change as part of the wider group and implementation of an overall ERP system. During both tender exercises ran, the Asset Management module has been included and OVH have not been able to identify a suppliers solution that meets the current requirements.
