| Method Rationale: | It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 32(2)(b)(ii) of the Directive 2014/24/EU (Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015). This is for technical reasons in that this contract may not be awarded to any other particular economic operator. The incumbent solution allows the capture of bowel screening test kits to be sent and returned by participants across Wales. No reasonable alternative or substitute exists to meet the capability currently in use that would be able to be configured and deployed in a short time without investing a disproportionate and unreasonable amount of public money and Public Health Wales time. The bowel screening solution is live and is widespread use across Wales by Public Health Wales Bowel Screening and participants. The process has been developed and configured to specifically fit Public Health Wales processes and participant requirements. |
