The West Yorkshire Combined Authority is seeking to establish a multi-lot, multi-disciplinary Transport Professional and Technical Services (TTPS) Framework. The framework will support our ambitious plans and delivery of our pipeline of capital schemes for development and delivery between 2027 and 2032. The framework is being established for the use of the Combined Authority and our Local Authority partners for delivery across the region of West Yorkshire. The framework will enable strategic long-term collaborative relationships with providers to drive economies of scale and deliver high quality projects. We are therefore seeking to appoint a range of suppliers to four multi-disciplinary lots for a period of four years to support the delivery of a seamless, reliable transport network to support our economy to grow sustainably in a safe and inclusive way. The framework will consist of 4 LOTS; LOT 1: Transport Planning, Design Development and Engineering, LOT 2: Client-side Professional Services Support, LOT3: Asset Management and Lifecycle Planning, LOT 4:Multi-Disciplinary Rail. LOT 1: Transport Planning, Design Development and Engineering The multi-disciplinary lot will provide end-to-end technical partners to support the development of our transport policies, strategies, projects and programmes. Required services will included but are not limited to; Strategy, policy, case for change, optioneering & early feasibility work, Integrated transport network development & connectivity studies, Transport Needs Assessments, Urban master planning and development, Transport modelling, surveys, data collection & analysis, mapping, demand forecasting and economic appraisal for bus and rail, Design development & engineering, Project Development Support, Utilities liaison support, Independent design review and scrutiny, Environmental impact and planning, Scheduling, phasing, network management, Full Project Lifecycle Business Case Development.
LOT 2 - Client-side Professional Services Support. The multi-disciplinary lot will provide client-side professional services support to enable effective and consistent management and delivery of our portfolio. Required services will include but are not limited to; Acting on behalf of the client to provide project and programme management lifecycle support and review, Programme and scheduling review, Undertake contract management and support, Cost management and control, Risk strategy development, management and review, Commercial support, Health and safety – CDM, building regulations, Site supervision.
LOT 3 - Asset Management and Lifecycle Planning. The lot will support the long-term assessment and management of structural, highways and building assets through structural and civil engineering works e.g. Building condition surveys, Full site topographical surveys, Measured building surveys, Ground Penetrating Radar (GPR), Intrusive surveys including structural assessments, Mechanical and Electrical existing building services, Ground Investigations, Drainage surveys, Buried statutory services, Fixtures and fittings reviews, Rail tunnels desktop studies, Asbestos full demolition and refurbishment surveys, Fire compartmentation/ topping and fire risk assessments, Non-structural surveys, Accessibility surveys, Arboriculture surveys, Feasibility assessments (technical design, costing, environmental, legal, financial), Sustainability assessments, Technical design reviews and advisor, Property Valuations (red book compliant), Telecommunications, Cleaning and statutory surveys i.e. Legionnaires testing, Lifts, Security – security by design, security use and security assessments, Asset valuations.
LOT 4 - Multi-Disciplinary Rail. The multi-disciplinary lot will provide end-to-end technical partner services for our rail programmes. The lot will include Transport Planning, Design Development and Engineering support alongside Client-side Professional Services Support specifically where there is an interface to Rail activities and additional requirements specific to the rail industry, including for providers to be Railway Industry Supplier Qualification Scheme (RISQS) accredited. Additional services include but are not limited to; Rail reform policy advice, Rail related surveys, approvals, Challenging of costs and details under Rail specific Agreements, Rail possessions, Operational and timetabling work, Fares and ticketing, OPEX and demand forecast, Financial modelling, Rolling stock strategy support, Rail specialist advice i.e. fire evacuation planning, wind/speed surveys, permits, consents and booking possessions, Rail related technical work associated with Network Rail requirements including approvals and agreements, consultancy support on Integration between heavy rail and light rail.
