In 2017, Transport for London (TfL) awarded a framework agreement for the delivery of Rapid Electric Vehicle Charge Points (EVCPs). Between 2018 and 2021, approximately 300 50kW rapid chargers were installed across TfL, borough, and private land sites. Of these, 142 EVCPs were delivered on TfL highways and land, comprising a mix of taxi-dedicated and publicly accessible EVCPs. TfL was responsible for the enabling works (such as site design, power connections, and civil engineering) to prepare locations for EVCP installation. The supply, installation, operation, and maintenance of the EVCPs is carried out by the charge point operators appointed under the framework agreement. To ensure continuity of service, TfL plans to tender the ongoing operation and maintenance of the rapid EVCPs at these sites. TfL conducted a first round of preliminary market engagement in relation to the TfL Rapid Re-Let Project in August 2025. This engagement gave us valuable insight to understand the market interest in taking over the operation and maintenance of the rapid re-let charging infrastructure . In addition, it gave us insight to understand the market's appetite to retain the existing network of taxi-dedicated EVCPs and better understand the perceived risks regarding this approach. Having considered all the feedback from the preliminary market engagement to date, this new MSQ aims to explore options for operating and maintaining the current network, delivering targeted upgrades and network improvements. It is also intended to gauge market interest , understand what delivery and commercial models are most attractive to suppliers, and assess which solutions would be commercially viable.
