Redcar and Cleveland Borough Council is undertaking preliminary market engagement in advance of a potential procurement for the provision of Revenues and Benefits services. The current contract for the Authority's Revenues and Benefits service delivery is due to expire on 7 May 2028. The Authority is therefore considering its future delivery model and is seeking to engage with suppliers that are capable of delivering a full end to end Revenue and Benefits Service to inform its strategic approach. This includes consideration of a range of options, including fully outsourced, in-house or a shared service model. The scope of services under consideration is expected to include, but is not limited to: • Council Tax and Business Rates administration and collection • Housing Benefit and Council Tax Support administration • Customer contact and service delivery in relation to the services • Revenues enforcement and recovery up to liability order stage • Fraud prevention, quality assurance and compliance activity • Digital service delivery and channel shift The purpose of this engagement is to: • Understand current market capability and capacity to deliver Revenues and Benefits services • Explore innovative delivery models, including the use of technology, automation and digital solutions • Assess supplier approaches to service transformation, efficiency and demand management • Gain insight into commercial models, cost drivers, and optimal contract structures • Understand key risks and success factors associated with mobilisation and transition • Inform the Authority's consideration of alternative delivery models, including the feasibility of insourcing or hybrid approaches The Authority is particularly interested in engaging with organisations that can demonstrate experience in delivering large-scale Revenues and Benefits services within the UK public sector, including those offering: • End-to-end managed services • Technology enabled service delivery models • Specialist capabilities (e.g. fraud, analytics, automation) • Transition and mobilisation support
