| Method Rationale: | The National Parking Platform is a unique multivendor cashless parking solution, initially developed by Parking Matters Ltd on behalf of the Department for Transport. East Suffolk Council joined the Platform during the pilot stage, prior to the withdrawal of Department for Transport support and funding following the 2024 UK General Election. The rights for the Platform have since been acquired by a not-for-profit consortium, National Parking Platform Ltd, who now hold the exclusive rights to operate and develop the Platform. East Suffolk Council are members of the consortium. East Suffolk Council's Cabinet reaffirmed support for continuing to utilise a multivendor solution for cashless parking with the solution offered by National Parking Platform Ltd being the only solution available at the time of procurement. The alternative to procuring a multivendor cashless parking solution would be to enter into individual contracts with a, or several, cashless parking supplier(s); this would not be considered a reasonable alternative. The National Parking Platform as supplied by National Parking Platform Ltd is the only multivendor cashless parking solution available to authorities in England and Wales at this time. The National Parking Platform was originally developed on behalf of the Department for Transport, so is specific to the UK market. |
