| Method Rationale: | The justification for award of this proposed contract to Alstom Engineering & Services UK Ltd, in accordance with the direct award under Schedule 5, paragraph 5 of the Procurement Act 2023. Under the original procurement contract with Bombardier Trains UK for the Victoria Line Fleet, London Underground Limited has extensive rights to use Technical Information originally provided by Bombardier Trains UK for a number of purposes, including to undertake or procure maintenance, repair or overhaul of the train components, but that list of purposes does not include the manufacture of new components or overhaul requirements of existing goods, except in the case of declared obsolescence of those parts or a declared willingness from Bombardier Trains UK, (now known as Alstom), for London Underground Limited to procure the parts from a third party. A change of supplier would therefore oblige London Underground Limited to acquire the assembly with different technical characteristics which would result in a high likelihood of incompatibility resulting in the risk of delay in Overhaul of the entire Victoria Line Fleet. Any deviation from the original design would compromise safety-critical parameters, including ride quality, passenger comfort and derailment risk. To ensure operational safety and compliance, genuine OEM parts manufactured to the original specifications must be sourced. By procuring through Alstom, Transport for London guarantees that the Primary Spring Chevrons supplied are authentic components, manufactured to the required standards, thereby safeguarding technical compliance and the continued safe operation of the Victoria Line fleet. |

This direct award procurement is for the supply of the bogie Primary Spring Chevrons for the Victoria Line fleet. The primary suspension chevrons are Metalastik units made up of metal plates bonded with a moulded rubber layer. This rubber serves a dual purpose: it acts as a spring while also providing damping, and it allows limited movement so the wheelset can make small rotations in all directions. The programme is phase 2 of the of the Victoria Line Heavy Overhaul programme. This phase will commence in October 2026. The Chevrons will be fitted to the Bogies at Depot with a 100% mandatory swap out of 128 Chevron per train. 46 trains will be overhauled in total. The train overhaul is being undertaken by TFL engineering team.
