Introduction West London Waste Authority (WLWA) is a statutory Waste Disposal Authority (WDA) established in 1986. WLWA is responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond upon Thames. The Authority serves a population of approximately 1.7 million residents across an area of 38,000 hectares. Waste Authorities have a vital role in enabling a circular economy and supporting residents to adopt more sustainable behaviours. As part of this commitment, WLWA has established a dedicated Circular Economy Team to drive innovative change across the waste sector. The 'ReActon' Circular Economy Hub forms part of WLWA's wider programme to transform traditional waste infrastructure into modern circular economy facilities that prioritise reuse repair skills development and community engagement. ReActon - Circular Economy Hub In partnership with Ealing Council, WLWA is developing the ReActon Circular Economy Hub- a waste and reuse site of the future. Located at a former Household Reuse and Recycling Centre in South Acton, the Hub will provide facilities where residents can access and purchase reused items, repair broken goods, learn skills to extend product lifetimes, and participate in activities that support environmental, social, and economic sustainability in the local area. Project Snapshot • Project: ReActon Circular Economy Hub • Location: South Acton, London • Client: West London Waste Authority (WLWA) • Partner Authority: London Borough of Ealing (LBE) • Site: Former Household Reuse and Recycling Centre* • Delivery Approach: Phased installation of modular or adaptable structures • Objective: Development of a community-facing circular economy hub incorporating reuse retail repair space skills and learning areas and supporting infrastructure. *The site is roughly 42,000 sq ft (3900m2) and does not currently have access to electricity, gas, water or wastewater removal. These utility works are planned. West London Waste Authority (WLWA) is conducting this procurement through the West London Waste Authority's main website www.westlondonwaste.gov.uk. The value of this contract is below the FTS threshold for Works. Planning permission has been granted for the installation of up to sixteen single-storey shipping containers / modular units, and bidders must work within this parameter when developing their proposals. This is not a permanent or highly engineered development. The Authority is seeking a practical, durable and adaptable solution that can be delivered efficiently and operate effectively for a period of approximately three to five years.
