The London Borough of Islington is responsible for ensuring the safety and compliance of domestic gas installations within its tenanted housing stock. This includes the annual servicing of all domestic gas boilers, as well as the delivery of planned maintenance, reactive repairs, and the supply and installation of new gas boilers. The council are preparing to procure a new framework for the delivery of domestic gas boiler servicing, repairs, and installations across its housing stock. The framework is proposed to consist of three lots responsible for works within a designated region of the borough. Lot 1: Domestic Gas Boiler Responsive Repairs and Servicing - North The council proposes appointing a single contractor to deliver domestic gas repairs and servicing in the north of the borough, supporting the council’s small in-house gas team who also operate solely in this area. The contractor will provide support particularly during peak demand periods and provide out-of-hours emergency cover. Works will include maintaining domestic gas installations in a full, efficient and safe working condition, and carrying out all necessary servicing and repairs as defined within the framework specification to approx. 11,500 properties. The works shall include the replacement of all parts as necessary to ensure the safe and efficient operation of all domestic gas system to the residential premises. It is also proposed the contractor will also have the capability to support service provision in the south of the borough (Lot 2) during periods of high demand or reduced performance. Lot 2: Domestic Gas Boiler Responsive Repairs and Servicing - South The council proposes appointing a single contractor to a framework to deliver domestic gas repairs and servicing in the south of the borough, based on the “3 Star Contract” approach. The council’s inhouse team does not currently operate in this area of the borough. Works will include maintaining domestic gas installations in a full, efficient and safe working condition, and carrying out all necessary servicing and repairs as defined within the framework specification to approx. 11,500 properties. The works shall include the replacement of all parts as necessary to ensure the safe and efficient operation of all domestic gas system to the residential premises. It is proposed the contractor will also have the capability to support service provision in the north of the borough (Lot 1) during periods of high demand, out-of-hours emergency cover or reduced performance. Lot 3: Domestic Planned and Reactive Gas Boiler Installations - Borough-Wide The council proposes appointing two contractors to deliver borough-wide domestic gas boiler installations both planned and reactive and provide an out of hours response service to approx. 23,000 properties. The in-house team does not do any boiler installation work. It is proposed call-off contracts for works orders are issued to contractors in Lot 3 in rotation and will be monitored closely by the Council using its IT systems. However, it is proposed contractor performance could also influence allocation of works orders. If a contractor does not perform to the required standard, it is proposed the council has the option to reduce or withhold issuing works to that contractor.
