Service Requirements
The Domestic Abuse Act 2021 has implemented a statutory requirement on Local Authorities to ensure there is safe accommodation for victims of domestic abuse. This includes target hardening measures to ensure victims of domestic abuse are able to stay in their own homes, when safe to do so. The bullet points below covers support for victims of domestic abuse through enhancing security measures at their own home to increase protection against perpetrators and enable victims to stay in their own homes.
• The service is for the provision of support to approximately 175 people, around the enhancement of security measures in the homes of those who have been subjected to domestic abuse, and the perpetrator no longer lives in that home, in Peterborough. The providers of the scheme must:
• Proactively source and receive referrals from Peterborough Independent Domestic Violence Adviser (IDVA) Service, Cambridgeshire Constabulary, Cambridgeshire Victim and Witness Hub and other specialist Domestic Abuse and Sexual Violence Services in accordance with the Data Processing Agreement.
• Prioritise referrals for high-risk victims of domestic abuse that have been or will be heard at MARAC (Multi-Agency Risk Assessment Conference)
• Respond to referrals, with an initial contact, within 2 working days and a suitable appointment to complete works within 7 days
• Provide victims with the knowledge to keep themselves safe and reduce the chance of repeat victimisation.
• Install (and fund where appropriate) physical security upgrades, where necessary, as a way of providing practical and emotional reassurance.
• The security measures offered should be reasonable, practical, necessary and appropriate according to the safety needs of victim/survivors and the conditions of the property.
• As a minimum, the security measures applied must be to recognised British Standards and must comply with means of escape from fire requirements.
• Highlight where additional needs have been identified, and work with specialist domestic abuse services to signpost/refer victims to appropriate support and/or community services.
• Maintain details of all contact with victims and gather feedback from victims in line with the outcome monitoring requirements.
• Develop and maintain effective links with partner agencies and other agencies (statutory and third sector) who support victims of domestic abuse.
Brent Council is seeking an appropriately qualified contractor to provide a Domestic Abuse Perpetrator Programme. The Service includes: • A 26-week perpetrator behaviour change programme • Pre-programme and advocacy support for individuals not yet ready to engage in the 26 week programme • Parallel victim safety support, delivered through liaison with Domestic Abuse Safety Advisors (DASAs) and local victim services • A training programme for professionals working with domestic abuse and perpetrators The Service prioritises medium to high-risk perpetrators, aligns with MARAC and safeguarding processes, and adopts a whole-family, trauma-informed and culturally responsive approach reflective of Brent’s diverse communities. Delivery must align with Respect standards or accreditation, be underpinned by strong multi-agency partnership working, and include robust performance monitoring focused on engagement, behaviour change, reduced reoffending and improved victim safety.

Somerset Council (the Council) has been awarded funding from the Department for Education (DfE) to deliver a Tailored Learning programme (formally known as Community Learning) across Somerset.
The Tailored Learning programme will support our adult residents (19+) to develop skills, confidence, motivation and resilience to:
• progress towards formal learning or employment
• improve their health and well-being, including mental health
• develop stronger communities
• help parents to strengthen their children's educational success
The aim of the programme is to widen participation in learning across our communities, especially among groups that are hardest to reach. This involves not only removing barriers to learning but also actively promoting the benefits of learning and encouraging participation. Increasing access to learning will create opportunities for success and progression for a much broader cross section of residents, positively impacting the social, financial and health circumstances of many people in Somerset. Our intentions and priorities for the programme are set out later in this document. Locally based Community Learning supports residents to develop wider outcomes for their personal lives which, in turn, positively influences their communities, local businesses and the wider local economy.

Pre paid card system for use with children and young people who are looked after and care leavers
Somerset Council is undertaking soft market testing to inform the potential future procurement of a pre paid card system for use with children and young people who are looked after and care leavers.
The Authority is exploring alternatives to current cash based arrangements, with the aim of improving safeguarding, financial oversight, operational efficiency, and outcomes for young people. A 12 month pilot is being considered to assess feasibility, usage, and value for money.
This exercise is non binding, will not form part of any evaluation, and will be used solely to shape the Authority's commissioning and procurement approach.
What is needed:
The proposed solution would be used by:
• Young people and care leavers (typically aged 16-25)
• Social workers and leaving care professionals authorised to allocate and monitor funds
The system would support:
• One off and recurring payments
• Day to day living expenses
• Reduced reliance on cash payments
