There is an ongoing focus on the number of NEET (Not in Education, Employment or Training) numbers nationally and young people who receive SEND support and who are known to social care are particularly at risk of becoming NEET. This project is designed to keep them engaged in education and ensure that they have plans for post 16 including supporting them to apply for college places at the start of year 11. This approach aligns directly with the ambitions of the London Borough of Barking & Dagenham’s Corporate Plan and the DRIVE programme, both of which priorities the wellbeing, and future prospects of young people within the borough. Government Digital Service, part of the Department for Science, Innovation and Technology (DSIT), is working to enhance and co-ordinate public sector access to satellite-derived Earth Observation (EO) data across the UK. This also includes promoting the use of artificial intelligence to generate deeper insights and build capability. The aim is to reduce duplication, improve efficiency, and support the delivery of key government priorities such as climate resilience, national security, and digital transformation. Subject to internal budget approvals, we have identified an opportunity to procure selected commercial EO data and services for use across the UK public sector. This would help to address limitations in the spatial and temporal resolution, as well as the spectral coverage, of existing open sources. By strengthening the geospatial and EO data available to public bodies, it would support more informed decision-making and better outcomes for citizens. Please note that we are working closely with DSIT UK Space Agency on their ‘Earth Observation Data Hub’ initiative and will align our approaches where feasible to maximise impact across both programmes. How we intend to engage Following on from the first pre-market engagement session, we are holding this second session to cover our more detailed technical requirements and approach. The session will be followed by a written questionnaire for respondents to share thoughts in greater detail and confidentiality. The second session (referred to as Public Sector EO preliminary market engagement 2 or ‘PME2’), will include a presentation covering the high-level data and service requirements based on needs of the public sector and current understanding of market capabilities. It will invite feedback on our refined technical requirements procurement structure / delivery model and commercial elements. PME2 will include opportunities to raise questions and comments, and attendees will be encouraged to provide further feedback in a follow-up questionnaire shared afterwards. The successful Bidder is expected to take the project through a series of technical and project gateways so that an opportunity can be determined as efficiently as possible and then made bankable into an energy services proposal. The Contracting Authority's definition of a deep geothermal solution is defined as drilling beyond 500 metres below surface in order to harness higher temperatures. For deeper geothermal systems, technologies such as Enhanced Geothermal Systems (EGS) and Advanced Geothermal Systems (AGS) are utilised and are described as follows: EGS: involves improving the permeability of the rocks to create an artificial reservoir in geothermal settings where the subsurface temperatures are high but permeability is low. AGS: are deep, large circuits, with one or more wells drilled into hot rock with fluid circulating through a closed-loop system to bring heat to the surface. Drilling less than 500 metres is considered a shallow geothermal resource more commonly known as a ground source heat pump solution and for the avoidance of doubt, the Contracting Authority is not seeking proposals for this type of solution.

Equipment is actively recalled when no longer required, refurbished where appropriate, and returned to stock to minimise new purchases, reduce waste and maximise environmental sustainability. The new service model will have a greater emphasis on more active recall of items. Royal Berkshire Fire Authority has a requirement for the provision of a 3rd party 24/7/365 monitored lone worker solution which could be either a mobile phone application, a stand-alone device, or a combination of the two, that allow alarms to be raised either discreetly or overtly and appropriate intervention, escalation to be made as required, in order to minimise any risks that working alone involves. The solution should be discrete, reliable and robust, simple and intuitive to use with minimum training. Alarm Receiving Company (ARC): The solution requires the provision of an ARC that monitors lone workers 24/7/365. The ARC can escalate an alarm received from a user to the highest Police response levels, where this is appropriate via Lone Worker Unique Reference Numbers (URNs). All incidents must be recorded and in line with GDPR requirements. The ARC must disclose network outages and the root cause of outages in a timely fashion.
