GMCA1401 Greater Manchester Rehabilitation Service
We anticipate this service will be delivered through a prime commissioner model. It is anticipated that the prime will sub-commission services from a diverse, skilled supply chain connected to our local communities in order to deliver a sequenced comprehensive support package.
The GM Rehabilitation Services will be part of the wider Whole System Approach to Diversion which aims to support people in contact with the justice system to be able to comply with any requirements, move away from an offending life style and successfully exit the system.
GMCA is commissioning this service to support males and females aged 18 and over in prison and in the community to:
• Deliver a support service to address the needs of those Service Users who will be on the probation caseload in Greater Manchester or based within Greater Manchester Prison establishments. Additionally, it will also support women who are at risk of entering the justice system and support may continue beyond contact with the probation service.
• Achieve and maintain sustainable outcomes in relation to unmet need including housing, employment, financial management and wellbeing.
• Build supportive relationships and social networks. This might include family relationships, friends, community groups and peer communities.
• Connect to a range of community-based activities and resources that matter to Service Users. This will include employment, education, volunteering, or constructive leisure activities.
• Support towards recovery from drug or alcohol use (non-clinical interventions) and gambling where relevant.
The Lead Provider shall act as a single point of assessment that offers a comprehensive needs-led service that provides the right support offer, at the right time to address a wide range of interdependent unmet rehabilitative needs; and helps the Service User build the self-belief, hope, skills and abilities to sustain these in the long-term.
The service will support those in prison, from the point of reception onwards, to help them make a successful transition to the community and will support those in the community to live lives free from crime, addictive behaviour and reduce harm.
This will include a 'Community Links' support service that will use strengths-based and local community-focused delivery models to support social integration. It will offer practical and emotional support that will help Service Users to build and sustain relationships and/or new lifestyles in the community that provide hope and meaningful alternatives to criminal activity, drug and alcohol use, gambling and other addictive behaviour.
In addition, specific sequenced support for Housing, Adult Skills and Employment Support, Finance, Benefit and Debt (FBD) and other unmet need will be provided by experts.
The service should offer agile peer support from people who have experience of being in the criminal justice system and / or addictive behaviours.
These aspects will be detailed further throughout the Specification / Contract Schedule and in related procurement documents.

Delivery Partner services for the decommissioning of the legacy Shaft and Silo ILW storage facilities at the Dounreay Site
Nuclear Restoration Services Ltd (NRS) is undertaking preliminary market engagement, in accordance with the Procurement Act 2023, in relation to the potential future procurement of Delivery Partner services for the decommissioning of the legacy Shaft and Silo ILW storage facilities at the Dounreay Site, Caithness, Scotland.
Crown Commercial Service (CCS), as the Contracting Authority, intends to put in place a framework agreement for the supply and administration of approximately 26 TWh of electricity and gas to meet requirements of over 1000 customers across c.90,000 meters. Note that these numbers could vary depending on standard market factors such as the number of customers accessing the agreement and the impact of energy management initiatives.
It is anticipated that aggregated risk management strategies will play a key role in the new framework agreement, but CCS is also keen to explore opportunities related to alternative and supplementary models, such as the "Energy as a Service" concept.
CCS also anticipates that the new framework agreement will incorporate requirements that help customers to align with developing energy and decarbonisation policy e.g. optimising on-site generation opportunities and integrating Power Purchase Agreements. CCS will also be looking to consider the inclusion of goods and services that are supplementary to energy procurement and supply, such as:
- metering
- carbon reporting/analysis
- carbon reduction advice
- siteworks
- energy generation
- energy bureau services
- demand side response

Provision of Emission Testing and Associated Services
Lancashire Renewables Ltd (LRL) is a company owned wholly by Lancashire County Council and Blackpool Council. LRL operates two waste treatment facilities in Leyland and Thornton. Each site is approximately 40 acres and contains numerous buildings responsible for the receival and processing of household and residual waste (circa 400,000 tonnes p.a.).
Lancashire Renewables Ltd has an ongoing requirement for the provision of emissions testing services at its two sites that are located at the following addresses:

Lancashire Renewables Ltd requires the provision of emissions testing services across both sites. The scope of the contract includes bioaerosol and emissions testing associated with waste processing activities, undertaken in accordance with the Environment Agency's Technical Guidance M9. This includes testing across biofilters - ammonia scrubbers, closed biofilters, and point source emissions to air from stacks, with sampling undertaken at appropriate locations.
The contract is intended to commence on or around 01 August 2026 for an initial period of three years, ending on or around 31 July 2029, with the option to extend up to a further three years. The scope of the contract may be subject to change to reflect operational changes within Lancashire Renewables Ltd or any to accommodate any permit variation that could occur. As LRL plans to recommence its anaerobic digestion process around August-September 2026, the contract scope includes testing services for associated plant, such as biogas engine stacks and the emergency flare.

WCHG are looking to appoint a suitably qualified and experienced Contractor to deliver planned preventative maintenance (PPM) and reactive repair of HVAC systems. WCHG are requiring a contractor who is focussed on improving compliance and record keeping, reducing downtime and repeat faults, and delivering dependable response and rectification for critical sites and assets where failure would have a significant operational or resident impact.

PfH Cymru (Procurement for Housing Wales) intends to establish a Wales-specific Planned Works and Retrofit Framework Agreement. As part of our pre-market activities we wish to engage with Welsh contractors and suppliers and other contractors and suppliers that operate in the Welsh regions.
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of the UK's social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. The Appointment of a Specialist Engineering Contractor to develop under an ECI period the detailed remedial works to 8 Ventilation Stations across the Mersey Tunnels Estate and carry out those remedial works
Merseytravel have undertaken a baseline assessment of their assets across the entire tunnels' estate. This assessment was to provide greater understanding of the condition of these assets, any remedial works required and the associated budgets necessary to carry out those remedial works, and any areas of non-conformities against current recognised legislation and/or design guidance.
Following the appointment of an Engineering Consultancy to undertake Building Fabric Condition Surveys of the eight ventilation stations across the Kingsway and Queensway Tunnel estate; the purpose of this commission is for a Specialist Engineering Contractor to, under and Early Contractor Involvement (ECI) period, to carry out the detailed design of the remedial works identified within the Building Fabric Condition Survey Reports. Under the two-stage nature of the proposed contract, and subject to the acceptance of the construction costs developed during the ECI phase the Contractor shall be required to undertake the works in line with the project deadlines set out within this document. These works will comprise significant structural and architectural building refurbishment and remedial works to Grade II listed Buildings.
The 8 ventilation stations cover the two Mersey Tunnels Kingsway & Queensway with the vent stations.
The Contract is for the provision of flooring supply, delivery, installation and associated services (the "Services").
