The Propeller Academy Trust - Catering Services

The Propeller Academy Trust is currently out to tender for the provision of a full daily catering service. The Propeller Trust is dedicated to supporting young people with special needs The services at the Trust schools are a mix of in-house and outsourced provision. The Contractor will be responsible for the provision of a full school food catering service for the pupils and staff at the relevant schools. This will consist of breakfast and morning breaks at some sites and full lunch service for each school day at the relevant sites as per the MoI. Across the Trust there are currently 323 pupils on roll for the academic year 2025/26. Of this figure, 26 pupils are entitled to UIFSM and a further 101 to Free School Meals. Some members of the catering team 4 are members of the Local Government Pension Scheme and all details are in the tender documentation. The Trust is keen to further increase uptake and continue the good work already in place for catering. It wishes to do so by working closely with the successful contractor in developing and continuously improving the service and partnership during the period of the contract and by introducing innovative and creative ideas as submitted in the tender process and ongoing. The Trust is aware that there are always opportunities to improve and modernise. They are interested in ensuring that the caterers provide the best possible service, introducing new menu ideas and initiatives so that pupils are all eating and utilising the service regularly.

Essex Highways and Transportation Contracts

As the local highways authority for Essex, Essex County Council (ECC) is responsible for managing and maintaining one of the largest and most diverse local highway networks in the country. In doing so, ECC fulfils its statutory duties under the Highways Act 1980 to ensure the network is safe, resilient and fit for purpose for residents, businesses and road users, and that traffic moves freely across the network under all conditions. This includes significant programmes of routine and reactive highways activity, such as asset maintenance and renewal, drainage management, winter services and the design and delivery of new transport infrastructure. ECC has previously undertaken market engagement in respect of its future Highways and Transportation Services. The procurement was paused to allow greater clarity to emerge around Local Government Reorganisation (LGR) and its potential implications for future service delivery and governance arrangements. With greater clarity now in place, ECC is re commencing engagement with the market as it prepares to re-procure its Highways and Transportation Services, within the current Administrative Area of Essex. Ahead of commencing the procurement, ECC is undertaking this Preliminary Market Engagement (PME) exercise to provide an update on ECC's emerging approach to the future delivery of Highways and Transportation Services, particularly in the context of anticipated Local Government Reorganisation (LGR) and the transition to any future Unitary Authorities. Pre-market engagement – Legal Adviser Services for Teacher Misconduct Cases (Teaching Regulation Agency)

The Teaching Regulation Agency (TRA) intends to procure external legal adviser services to support the lawful, fair and efficient operation of Professional Conduct Panel (PCP) hearings. These services will build on the model used under the current Legal Adviser (LA) contracts and will ensure panels receive independent, high quality legal advice throughout the misconduct hearing process. Legal advisers provide essential and impartial advice to PCPs on matters of law, mixed questions of law and fact, procedure, precedent, and any other issues relevant to the case before the panel. They also draft the panel’s written findings of fact, announced decision, and final decision document, ensuring these are clear, legally sound and fully compliant with the Teachers’ Disciplinary (England) Regulations 2012 and TRA’s published guidance. The TRA will conduct early market engagement to present our high level approach to the future service model and ensure suppliers have clarity ahead of the formal procurement. These sessions will provide an opportunity to explore practical aspects of delivering legally compliant hearings, understand market capacity and discuss how suppliers can support resilience and consistency across panels. After the event, suppliers will be invited to complete a questionnaire to provide feedback that will support the TRA’s development of its service model. The resulting procurement will therefore establish a resilient, high quality legal adviser service capable of supporting the current statutory framework and the future expansion of the Teacher Misconduct regime. The TRA will work closely with contracted suppliers to maintain high standards of legal accuracy, consistency in decision making and operational stability across all panel hearings. *Please be aware that registration is for the Market Engagement Event only.
