Humberside Victims Hub - A Service for All Individuals Affected by Crime
The Victims' Hub Service will provide a single point of contact for all individuals affected by crime in the Humberside region. The service will provide initial needs assessments and access to a range of support services through defined support and care pathways.
This specification is for the delivery of a Victims Hub service for adults and children and young people (CYP). The purpose of the Hub is to provide a trusted service to those affected by crime and ASB that provides simple access to recovery services alongside guidance through the criminal justice system from statement to court.
The service will provide tailored pathways for Humberside victims to access:
- Guidance through the Criminal Justice System, improving justice outcomes
- Wider recovery services including links with health and social care where appropriate
The service will support or have a pathway for all individuals affected by crime. The definition of a crime will have a lower threshold than police forces as it will include all levels of ASB and where an individual is in need the service will endeavour to find a pathway to assist them.
The overall aim of the service is to enable victims of crime to 'cope and recover' with the impact of the crime and to recover from the harm experienced in the shortest possible time. The purpose of the Victims Hub Service is to ensure the individual affected by crime receives the most appropriate service for their needs, in the most efficient way. This may be to offer advice and support within the service or to offer a referral and assessment approach for victims to access specialist advice, support and assistance as well as improve their health and wellbeing and their experience of the criminal justice system.

The Police, Fire and Crime Commissioner for North Yorkshire (PFCC) is conducting a tender for the provision of Work Force Management (WFM) Software. The procurement will be conducted in accordance with the Open Procedure under the Public Contract Regulations 2015 ("the Regulations").
The North Yorkshire Police (NYP) customer contact team faces unprecedented demand and is experiencing significant issues to adequately and efficiently manage resources to comply with national standards for call answering times. A review of the current situation has highlighted a number of opportunities, where the implementation of a Work Force Management (WFM) solution has been identified to support service improvement. Suppliers are invited to offer proposals using a Software as a Service (SaaS) model which meets the requirements set out in the tender documentation.
The intention is to award any resulting contract for a period of 4 years with extension options of 5 periods of 12 months.
All of the supplier's staff (and any sub-contractors) who shall have access to NYP premises and / or systems will be required to obtain Non-Police Personnel Vetting Level 3 (NPPV3).
The supplier who receives the highest score to the tender will be invited to provide a product demonstration to ensure suitability. This is anticipated to be between 13-18th December 2023.
