Preliminary Market Engagement: Supported Living Service for Adults with Mental Health Needs – New Build 4 x 1-Bed Apartments / & 4 person shared 24hr S/L unit in Wrexham About the service Wrexham County Borough Council is seeking Expressions of Interest from suitably experienced, qualified and registered providers interest in working with Wrexham County Borough Council to deliver a supported living service for adults with mental health needs in a new build supported housing scheme. The new build is expected to be completed Q1 25/26 and will comprise of four one-bedroom apartments & a 4 person shared unit, designed to promote independence. The scheme will support up to eight citizens who have been assessed as requiring Supported Living arrangements with on-site staff presence to enable safe and sustainable tenancies. This development is part of Wrexham’s strategic approach to improving housing-related support services under the Housing Support Programme Strategy 2022-2026. Who’s commissioning the service? This service will be commissioned by Wrexham County Borough Council What commissioners are asking for? We require providers to deliver a staffed Supported Living service at the scheme with the following key requirements: Direct support staffing: • 210hrs per week of direct support, including 7 sleep-in shifts Senior support staffing: • 37hrs per week to oversee the service, lead the staff team, and ensure quality and compliance. The successful provider must be able to: • Deliver recovery-focused, person-centred support in line with the principles of the Social Services and Well-being (Wales) Act 2014. • Enable Citizens to develop and maintain daily living skills, manage their occupational contract (tenancy) and achieve personal goals. • Work collaboratively with mental health services, housing providers, and other community resources. • Provide robust risk management, safeguarding and crisis intervention approaches. • Ensure that staff are trained and skilled in supporting adults with mental health needs. • Maintain CIW registration as appropriate. To help define and develop Wrexham County Borough Councils (WCBC) Procurement Strategy for Electric Vehicle (EV) home chargers, WCBC wishes to engage with potential providers prior to the release of any official procurement exercise or requests for quotations. The purpose of this engagement/market testing is to provide the Council with the opportunity to better understand the market in order to refine its approach and shape future service delivery. Once WCBC has engaged with the market and understood the offerings available, a procurement exercise may be conducted (route to market currently undecided). Currently the Council has a contract in place for the hire and maintenance of 91 diesel vans which are used by the Councils Direct Labour Organisation (DLO) to carry out various repairs and maintenance work to the Councils Housing portfolio of over 11,000 properties. These vans are often taken home by the DLO, away from WCBC offices, and refuelled across the County Borough using fuel cards. Going forward as part of WCBC's net zero aspirations it is possible that WCBC will transition away from diesel vans to electric, but in order to maintain continuity of service and to support a flexible delivery model, an appropriate charging infrastructure is required. To support this, WCBC is considering the possibility of installing EV chargers at private residences to provide the DLO with the ability to charge a Council owned vehicle at their home address. The purpose of this market engagement exercise is therefore to better understand the market for home EV chargers and the associated practicalities and challenges of an employer installing EV chargers at home addresses. TRAFFIC REGULATION ORDER (TRO) MANAGEMENT SOFTWARE BACKGROUND Wrexham Country Borough Council (WCBC) are looking to engage with the market with the potential of procuring a Traffic Regulation Order Management System in order to support the creation and updating of digital Traffic Regulation Orders (permanent, temporary and experimental Orders), Off Street Parking Places Orders and Moving Traffic Orders. WCBC’s existing system is an on premise solution with limited scope for expansion in line with current operational needs. REQUIREMENTS The following list is not exhaustive and should be used as a guide to the technical requirements WCBC would be looking for in any TRO system: • Have the ability to draft, edit and manage Traffic Regulation Orders including permanent, temporary and experimental Orders, Off Street Parking Places Orders, and Moving Traffic Orders. • Be able to record non-TRO assets such as pedestrian crossings, bus stop clearways, and box junctions. • Be able to record the location of network assets such as EV charging points and pay and display machines. • Utilise a standardised approach for developing consultation plans during TRO design and proposal stages with appropriate amendment history and version control. • Use standardised and appropriate formats for issued documents in line with current Department of Transport standards and practice and the Road Traffic Act. Any solution should be reasonably adaptable for future legislative requirements (such as Automated Vehicles Bill) • Offer a simple, cost effective and intuitive to use solution with the user base at the forefront of its design. • Offer a solution that would be delivered on a hosted platform or SaaS • Access to a system that is configurable and permissions managed appropriately by designated system administration. The system must support the managing of user permissions and be able limit certain functionality to nominated user / system admin. • The solution should have the ability to keep its mapping geodatabases up to date or be easily updateable. • The supplier should outline any ability for their solution to integrate with any other applications or asset management services It would also be advantageous due to the required knowledge, internal resourcing and time constraints on Road Network Officers, if suppliers of any application could outline any TRO design and proposal support packages (tiered or fully managed) offered as part or in addition to the application offer. Wrexham County Borough Council (WCBC) is looking to engage with the market to better understand what suppliers/contractors are available to meet its requirements for the construction of three timber buildings (community access buildings) on three different school sites (locations to be confirmed). The purpose of this engagement is to assist WCBC with its understanding of what is available/possible with regards to the construction of timber buildings on existing school sites. WCBC would like to discuss its requirements and possibilities with interested contractors, with any contractor interested in meeting this requirement encouraged to make contact using the contact details available within this notice. Following the completion of the construction base-build works, the Exhibition Fit-Out Contractor will be responsible for the construction and installation of all setworks, specialist joinery items, props and physical interactives. The Service to be provided Counsellors are required to have clinical supervision, which is focused on ensuring safe and effective practice. Wrexham County Borough Council wishes to appoint Counselling Supervisors to provide the support required by counsellors and also to ensure the provision of a high-quality service to children and young people. What commissioners are asking for? The Provider will support counsellors through the supervisory process in maintaining a current awareness of best practice in open, unlimited counselling as well as time limited counselling, and in implementing this within both professional and service policies, standards and guidelines. The purpose will be to: maintain a current awareness of service policies, guidelines and standards; identify any new training or development needs required to meet presenting client problems; and to advise on quality and performance issues identified from within the supervisory process. • The Provider must be aware that, due to the demand on the service, time-limited counselling may be instigated. • The Provider will promote and support the development of reflective practice through the supervisory process with both individuals and possibly small groups. • The Provider will play an active role, in conjunction with the Health and Well Being Lead and the Advanced Practitioner for Wellbeing/ Counsellor Co-ordinator, in the identification of training and development needs as they emerge within supervision, so that professional and service development needs are met.
