The project comprises development of a new heat network serving a mix of buildings including new build residential, existing residential, new build commercial and existing commercial. The project forms an integral part of Birkenhead 2040 Regeneration Framework; one of the biggest brownfield redevelopment sites in the UK. This regeneration of Birkenhead will take place across nine areas providing 21,000 new homes and almost 1,000,000m2 square metres of employment space over the next 20 years. The area to be served by the network has been identified as a 'priority district heating zone' in Wirral's Local Plan. It will make a significant contribution to reducing the carbon impact of new / existing development in the Borough and provide opportunities to residents and businesses for lower cost heating. The project is well-aligned with regional policy objectives and initiatives. It also fits into the Government's introduction of 'heat network zoning', which, through implementation, will mandate certain types of buildings in identified urban areas such as Birkenhead to connect to district heating within a prescribed timeframe. It is envisaged that, once heat networking zoning is in place, the Birkenhead Heat Network could benefit from zoning 'incumbency' rules - meaning that nearby eligible buildings will be mandated to connect, further securing demand. The network is intended to supply heat to: New Build Residential buildings Existing Residential buildings New Build Commercial buildings Existing Commercial buildings The project will be delivered through Wirral Council procuring a Development Partner. The Council and Development Partner will enter into a Development Agreement under which the Development Partner will further develop its proposals for the heat network. The Development Agreement will set out a number of gateways which the project must pass through in order to proceed. If the project proceeds beyond the development period, the Council and Development Partner will become shareholders in the ESCo albeit that the Council's shareholding will be limited to a "Golden Share". The ESCo will be the supplier of heat to a number of public and private sector bodies (including the Council) under separate heat connection and supply agreements. The Council will not be investing in the project, the Golden Share will simply allow the Council to exercise control in relation to a limited number of reserved matters including carbon intensity, reporting and tariffs. The ESCo will be required to source all capital funding for the project. The ESCo partner will be appointed in perpetuity.

The Council is seeking a qualified contractor to undertake a comprehensive gully cleansing and asset validation programme over a two-year period to help the Council transition to a risk-based cyclical maintenance model. The Council has approximately 60,000 gully assets. This is maintained by a single tanker and crew which achieves a 50% cleansing rate based on cleansing all gully assets each year. The Council aims to improve its maintenance efficiency and effectiveness through this exercise, providing the basis for a comprehensive risk-based model. This will determine the appropriate frequency and schedule of cleansing across the asset base, reducing the maintenance demand and improving performance.

Oral health is an integral part of overall health. A significant proportion of the population in England experience very good levels of tooth decay. Successive oral surveys have shown that child and adult oral health has been improving over the past 30 years. However, the vulnerable, disadvantaged and socially excluded groups are at greater risk of oral diseases affecting their teeth, gums, supporting bone, and soft tissues of their mouth, tongue and lips. The proportion of children who participated in the first 3-year old oral health survey in 2013 varied at regional and upper and lower-tier local authority level and this probably reflects the provision of child care in different areas which impacts upon the ability to access children. Across the regions, representation varied from 5% in Yorkshire and the Humber and in London to 14% in the North West. The 2012 Health and Social Care Act conferred responsibility for oral and general health improvement to Local Authorities (LA's). Local Authorities are now statutorily required to provide or secure oral health surveys. The oral health surveys are carried out by the suppliers in line with the Office for Health Improvement and Disparities (OHID) (formerly Public Health England) dental public health intelligence programme (DPHIP, formerly the national dental epidemiology programme). This aim of the service is to undertake epidemiology fieldwork activity to enable accurate collation of dental data in respect of 3-year old children in pre-school / nursery for submission in line with the Dental Public Health Intelligence Programme (DPHIP) annual survey programme and in accordance with the survey protocol. This 206/27 DPHIP survey will be conducted across eight of the nine Cheshire and Merseyside local authorities as per below:- • Cheshire West and Chester • Halton • Knowsley • Liverpool • Sefton • St Helens • Warrington • Wirral The objectives of the service are to: • Engage with commissioners and local authority leads to consider each forthcoming survey • Agree the sample size with the commissioners and use agreed sampling methods. A minimum sample size of 250 examined children is required per lower-tier local authority, from a minimum of 20 nursery / pre-schools. • Obtain agreement to participate and examine the minimum number of participants as required in the national dental survey protocol • Ensure that the method for data collection is in line with national protocols • Use appropriate staff with enhanced DBS checks and ensure all clinical examiners are trained and calibrated in line with national standards to undertake the surveys. • Work in collaboration with dental epidemiology co-ordinators (DEC) and dental epidemiology trainers • Engage with local suppliers and stakeholders to access potential participants for examination • Undertake the required fieldwork to collect the specified information according to the national protocol • Provide and submit a complete, cleaned set of data on behalf of the eight local authority areas direct to the DEC in a timely manner, to enable the data to be analysed and dental health surveys to be populated within agreed timescales. • Provide at its own expense all suitable information and communication technologies (ICT) systems (hardware and software) that are required to support data collection and reporting with the capacity to transmit data securely in line with policy and national standards. The masterplan area is a key local and regional regeneration opportunity with two sites comprising of the former North and South Annexe Buildings fronting Brighton Street and located either side of Wallasey Town Hall. The North Annexe Site comprises approximately 0.578 acres and the South Annexe Site comprises approximately 0.586 acres.
