Dental Public Health Intelligence Programme (DPHIP) Survey Fieldwork 3 year old Nursery / Pre-school Children
Oral health is an integral part of overall health. A significant proportion of the population in England experience very good levels of tooth decay. Successive oral surveys have shown that child and adult oral health has been improving over the past 30 years.
The proportion of children who participated in the first 3-year old oral health survey in 2013 varied at regional and upper and lower-tier local authority level and this probably reflects the provision of child care in different areas which impacts upon the ability to access children. Across the regions, representation varied from 5% in Yorkshire and the Humber and in London to 14% in the North West.
The 2012 Health and Social Care Act conferred responsibility for oral and general health improvement to Local Authorities (LA's). Local Authorities are now statutorily required to provide or secure oral health surveys. The oral health surveys are carried out by the suppliers in line with the Office for Health Improvement and Disparities (OHID) (formerly Public Health England) dental public health intelligence programme (DPHIP, formerly the national dental epidemiology programme).
OHID provides a protocol for the population group under scrutiny describing the standardised methods that fieldwork teams should use when undertaking the main survey.
The initial Service requirement is to undertake the DPHIP surveys as a minimum; however, it is recognised that this may require changing by agreement over the lifetime of the Contract following review of oral health needs assessment and analysis of data. The Authorities may require the Supplier to carry out surveys, to meet local needs, which are not part of the DPHIP. In these circumstances the Authorities will give sufficient notice to the Supplier and negotiate any variations to the Contract and associated costs.
This aim of the service is to undertake epidemiology fieldwork activity to enable accurate collation of dental data in respect of 3-year old children in pre-school / nursery for submission in line with the Dental Public Health Intelligence Programme (DPHIP) annual survey programme and in accordance with the survey protocol.
The objectives of the service are to:
• Engage with commissioners and local authority leads to consider each forthcoming survey
• Agree the sample size with the commissioners and use agreed sampling methods. A minimum sample size of 250 examined children is required per lower-tier local authority, from a minimum of 20 nursery / pre-schools.
• Obtain agreement to participate and examine the minimum number of participants as required in the national dental survey protocol
• Ensure that the method for data collection is in line with national protocols
• Use appropriate staff with enhanced DBS checks and ensure all clinical examiners are trained and calibrated in line with national standards to undertake the surveys.
• Work in collaboration with dental epidemiology co-ordinators (DEC) and dental epidemiology trainers
• Engage with local suppliers and stakeholders to access potential participants for examination
• Undertake the required fieldwork to collect the specified information according to the national protocol
• Provide and submit a complete, cleaned set of data on behalf of the eight local authority areas direct to the DEC in a timely manner, to enable the data to be analysed and dental health surveys to be populated within agreed timescales.
• Provide at its own expense all suitable information and communication technologies (ICT) systems (hardware and software) that are required to support data collection and reporting with the capacity to transmit data securely in line with policy and national standards. It will also ensure secure storage of confidential Service User data preferably using a computerised system and shall be registered with the Information Commissioners Office (ICO)

Development & Funding Partner to develop the Birkenhead Heat Network
The project comprises development of a new heat network serving a mix of buildings including new build residential, existing residential, new build commercial and existing commercial.
The project forms an integral part of Birkenhead 2040 Regeneration Framework; one of the biggest brownfield redevelopment sites in the UK. This regeneration of Birkenhead will take place across nine areas providing 21,000 new homes and almost 1,000,000 square metres of employment space over the next 20 years.
The area to be served by the network has been identified as a 'priority district heating zone' in Wirral's Local Plan. It will make a significant contribution to reducing the carbon impact of new / existing development in the Borough and provide opportunities to residents and businesses for lower cost heating.
The project is well-aligned with regional policy objectives and initiatives. It also fits into the Government's introduction of 'heat network zoning', which, through implementation, will mandate certain types of buildings in identified urban areas such as Birkenhead to connect to district heating within a prescribed timeframe.
It is envisaged that, once heat networking zoning is in place, the Birkenhead Heat Network could benefit from zoning 'incumbency' rules - meaning that nearby eligible buildings will be mandated to connect, further securing demand.
The Council and Development Partner will enter into a Development Agreement under which the Development Partner will further develop its proposals for the heat network.
The Development Agreement sets out a number of requirements which the project must meet in order to proceed into an approvals gateway process. If the project proceeds beyond the development period (i.e. is "approved" as part of the approvals gateway process), the Council and Development Partner will become shareholders in the ESCo, albeit that the Council's shareholding will be limited to a "Golden Share".
The ESCo will be the supplier of heat to a number of public and private sector bodies (including the Council) under separate heat connection and supply agreements. The Council will not be investing in the project. The Golden Share will simply allow the Council to exercise control in relation to a limited number of reserved matters including carbon intensity, reporting and tariffs. The ESCo will be required to source all capital funding for the project. The ESCo partner will be appointed in perpetuity.
The revenue derived over the first 40 years of the network is estimated to be in the region of £200 million (excluding VAT) / £240 million (including VAT) - £250 million (excluding VAT) / £300 million (including VAT). This includes all phases and connected buildings in the core scheme and allowing for further expansion with the wider geographic area. The estimated value cannot be guaranteed.
As part of the operation and expansion of the project, a range of customers in the Birkenhead area may seek to use the heat network, including a mix of public sector and private sector entities. It is intended that this project will be available to those other entities. Those entities may include:
Sixth form colleges
Central government departments (responsible for local offices)
Higher education organisations
NHS Primary Care bodies
Pursuant to Section 51 of the Procurement Act 2023, the Council must allow a minimum of eight working days, starting the day this contract award notice is published and the award of the contract.
To provide target hardening services which will include home security assessments, and the supply and installation of equipment for residents living in households experiencing domestic abuse throughout Wirral.
Wirral Borough Council (the "Council") as the Contracting Authority in partnership with Procure Partnerships intends to let a Closed North West Contractor Framework (the "Framework"). The Framework will have a maximum duration of four years and may be used to award contracts for the Council's pipeline of works and will be accessible by North West Public Sector Bodies / Contracting Authorities.
The Framework consists of Thirteen Lots broadly categorised as Construction Lots (Lots 1-6) / Infrastructure Lots (Lots 7-12) / Demolition Lot (Lot 13). The Council aims to appoint Ten Contractors to each Framework Lot, except for Lot 13 Demolition which will have one single contractor. Lots 1 - 12 will be accessible by Public Sector Bodies / Contracting Authorities in the North West Region UKD). Lot 13 will be accessible by Public Sector Bodies / Contracting Authorities in the Merseyside Region UKD7.
Where there are ten suitable applicants, the highest scoring ten Contractors for each Lot will be awarded a place on that Framework Lot, and will be ranked from one to ten: the highest scoring Contractor becoming the Rank 1 Contractor, the second highest becoming the Rank 2 Contractor etc. Should a Contractor decline to accept their offered place on the Framework, then a place may be offered to the next highest scoring Contractor (i.e., who may have come eleventh).
The Council will also offer one reserve place to Lot 13 Demolition. The Reserve Contractor will be the Tenderer which ranked second. The Reserve Contractor may be brought on to the Framework at any stage during its term where the Council permanently excludes or terminates the Framework Agreement with a Contractor (having won a place on the Framework) for poor performance or otherwise (e.g., insolvency) as provided for in the Framework Agreement. The Reserve Contractor may be brought onto the Framework if the Rank 1 Contractor declines an opportunity from an End User for any reason.
The intended number of ten Contractors per Lot may be varied:
The maximum number of Contractors awarded a place on each Lot may increase only where two or more suppliers have tied scores, and are jointly placed in the last position (tenth) in respect of each Lot. In such a case, the Contractors who are tied with the same score in the last position for each Lot shall be deemed to be one Contractor for the purpose of calculating the maximum number of Contractors for each Lot. The Council will award a Framework Agreement to additional Contractors where their final score is within 0.01 - 1.00% of the awarded last place position only. For the avoidance of doubt, last position for each lot is tenth position. Only one contractor will be awarded a place on Lot 13 Demolition. One reserve place will be allocated to Lot 13.
Where two or more Contractors have tied scores and are in any position except for the last (tenth) position for each Lot, the number of Contractors will fill the positions immediately following the position that they have tied for. For example, where two Contractors are tied in the sixth position, they will occupy the sixth and seventh positions. For example; where three Contractors are tied in the sixth position, they will occupy that sixth position as well as the seventh and eighth position respectively for the purpose of calculating the maximum number of Contractors in respect of the Lot in question. If less than ten Contractors meet the selection criteria to get on each Framework Lot, the Council reserves the right to proceed to establish the Framework with less than ten Contractors on each Lot or to cancel the procurement of that Lot.
Further where a Contractor's total score (based on the technical and commercial award criteria) for a Lot ranks them within the top ten Contractors but is under 50%, then on the basis that the Council does not wish to compromise on the calibre of appointed Contractors, the Council reserves the right not to offer them a place on the Framework, and to proceed to award that Lot to less than ten Contractors.
Pursuant to Section 51 of the Procurement Act 2023, the Council must allow a minimum of eight working days, starting the day this contract award notice is published and the award of the Framework Agreements.
