Background Information
Wirral Council (the Authority) is committed to upholding and protecting Wirral's environment and putting emphasis on the delivery of high quality and effective environmental services. As set out in the Authority's corporate plan - 'Wirral Plan 2023-2027: Wirral Working Together,' the Authority has prioritised responding to the declared environment and climate emergency and protecting the environment. The Authority regards the new Recycling, Waste & Streetscene Contract as a key component in the response to this corporate priority.
The successful Tenderer will play an integral part of the response to the corporate priority by working closely with the Authority and its partners, to deliver effective environmental services and doing everything it can within their influence to protect Wirral's environment.
The new contract will build on the good delivery of the current contract to transform performance levels and address legislative changes, to provide an excellent experience for Wirral residents and visitors.
The Authority has defined the direction and approach to service transformation and improved waste management and street cleansing performance through its Waste & Street Cleansing Strategy - 'Rethinking Waste: Reduce, Reuse, Recycle, Recover 2025-2030'. The strategy sets out how the Authority will deliver its statutory obligations relating to waste collection and street cleansing and align with national legislation and regional environmental objectives.

Additional Information:
Vehicles: The Authority shall provide funding for all Authority Financed Assets required during the Contract Period (in line with the provisions contained within the Contract and the associated Schedules). For the avoidance of doubt, this shall include replacement Vehicles. By way of example only, this may include replacement small mechanical sweepers which have a shorter depreciation period than the Initial Term. The Authority has also recently purchased Food Waste RCVs to accommodate the rollout of this Service, and these RCVS shall be available for the Contractor to use under the new Contract. transfer to the new Contract for the Contractor to use.
Provision of Depot: The Authority shall provide the Contractor a Depot (the Dock Road Depot) for use on the basis of a peppercorn rent. Use of the Depot shall be mandatory.
Alternative Service Delivery Options:
Service Delivery Option A: 240L residual waste collected fortnightly, 240L comingled dry mixed recycling collected fortnightly, food waste collected weekly, 240L garden collected fortnightly (subscription service) ; and
Service Delivery Option B: 240L residual waste collected three-weekly, 240L comingled dry mixed recycling collected fortnightly, food waste collected weekly, 240L garden collected fortnightly (subscription service)
Anticipated Changes:
There are a number of services which the Authority may wish to implement during the term of the Contract, known as Anticipated Changes. These potential services comprise:
1. Sub-terranean refuse collection in new high density and multi-occupational housing - Under this Anticipated Change, the Contractor would be required to provide Household Residual Waste Collection, Household Dry Recycling Collection and Household Food Waste Collection from sub-terranean refuse collection points in new high density and multi-occupational housing
2. Additional dry recycling materials - Under this Anticipated Change, the Contractor would be required to include in its Household Dry Recycling Collection, the collection of all materials stipulated in Schedule 1 Parts 2 to 5 (excluding Part 4 paragraph 4(1)(e)) of the Separation of Waste (England) Regulations 2024 to the extent not already included within the Target Materials in the Specification.
3. Films and flexible plastics recycling materials - Under this Anticipated Change, the Contractor would be required to include in its Household Dry Recycling Collection, the collection of all materials stipulated in Schedule 1 Part 4 paragraph 4(1)(e) of the Separation of Waste (England) Regulations 2024.
4. Separate collection of paper and card - Under this Anticipated Change, the Contractor would be required to provide its Household Dry Recycling Collection service as a dual-stream service, on a rolling three-weekly basis alongside Household Dry Recycling Collection and Household Food Waste Collection as follows:
Week 1) Collection of paper & cardboard and Food Waste Collection.
Week 2) Collection of other dry mixed recycling and Food Waste Collection.
Week 3) Household Residual Waste Collection and Food Waste Collection.
5. Small WEEE and household batteries - Under this Anticipated Change, the Contractor would be required to include in its Household Dry Recycling Collection, the collection of small WEEE and household batteries.
The Council is seeking to appoint a supplier to secure the services with the overall purpose to support Wirral residents struggling with fuel poverty by improving home energy efficiency, reducing costs and enhancing overall wellbeing. The service will address the immediate challenges of fuel poverty as well as build lasting resilience within Wirral's communities.
The project comprises development of a new heat network serving a mix of buildings including new build residential, existing residential, new build commercial and existing commercial.
The project forms an integral part of Birkenhead 2040 Regeneration Framework; one of the biggest brownfield redevelopment sites in the UK. This regeneration of Birkenhead will take place across nine areas providing 21,000 new homes and almost 1,000,000 square metres of employment space over the next 20 years.
The area to be served by the network has been identified as a 'priority district heating zone' in Wirral's Local Plan. It will make a significant contribution to reducing the carbon impact of new / existing development in the Borough and provide opportunities to residents and businesses for lower cost heating. The project is well-aligned with regional policy objectives and initiatives. It also fits into the Government's introduction of 'heat network zoning', which, through implementation, will mandate certain types of buildings in identified urban areas such as Birkenhead to connect to district heating within a prescribed timeframe.
It is envisaged that, once heat networking zoning is in place, the Birkenhead Heat Network could benefit from zoning 'incumbency' rules - meaning that nearby eligible buildings will be mandated to connect, further securing demand.
The project will be delivered through Wirral Council procuring a Development Partner. The Council and Development Partner will enter into a Development Agreement under which the Development Partner will further develop its proposals for the heat network. The Development Agreement will set out a number of requirements which the project must meet in order to proceed into an approvals gateway process. If the project proceeds beyond the development period (i.e. is "approved" as part of the approvals gateway process), the Council and Development Partner will become shareholders in the ESCo, albeit that the Council's shareholding will be limited to a "Golden Share".
The ESCo will be the supplier of heat to a number of public and private sector bodies (including the Council) under separate heat connection and supply agreements.
The Council will not be investing in the project. The Golden Share will simply allow the Council to exercise control in relation to a limited number of reserved matters including carbon intensity, reporting and tariffs.
The ESCo will be required to source all capital funding for the project. The ESCo partner will be appointed in perpetuity. The revenue derived over the first 40 years of the network is estimated to be in the region of £200 million (excluding VAT) / £240 million (including VAT) - £250 million (excluding VAT) / £300 million (including VAT). This includes all phases and connected buildings in the core scheme and allowing for further expansion with the wider geographic area. The estimated value cannot be guaranteed and so should not be relied upon by interested parties which might subsequently choose to pursue this procurement. Any interested party should make their own independent commercial enquires, estimates, judgements and decisions associated with this project.
As part of the operation and expansion of the project, a range of customers in the Birkenhead area may seek to use the heat network, including a mix of public sector and private sector entities. It is intended that this project will be available to those other entities. Those entities may include:
Sixth form colleges
Central government departments (responsible for local offices)
Higher education organisations
NHS Primary Care bodies
The key aims of the Framework are:
a. To provide inpatient detoxification services to service users that complies with current and future best practice, which is in line with national and local applicable guidance, and with relevant protocols in clinical practice. Please view some of these listed in Section 4.0 'Service Delivery'.
b. To support service users to have, where assessed as appropriate by registered health care professionals within the Consortium, rapid access to effective and evidence-based harm reduction and harm prevention strategies.
c. To support those service users who are preparing for a Residential Rehabilitation placement to address any current physical and psychological dependency.
The Council is seeking to appoint suppliers for Highways Maintenance Works, which is split into two (2) lots, Lot 1 - A1.1 Surface Dressing & Micro Carriageway Surfacing and Lot 2 - A2 Structural Carriageway Resurfacing.
The work involved within Lot 1 - A.1.1 will involve carriageway surface dressing which will include post application processes to prevent chipping loss, pre-patching using conventional and specialist materials, and proprietary processes including re-application of carriageway markings, associated ironwork adjustments and renewal, and all associated traffic and pedestrian management; and resurfacing of carriageways using specialist thin-layer micro surfacing materials, including pre-patching using conventional and specialist materials and proprietary processes, and re-application of carriageway markings, associated ironwork adjustments and renewal, and all associated traffic and pedestrian management. A single supplier will be awarded the contract under Lot 1.
The work involved within Lot 2 - A2 will involve highway surfacing, including Hot Rolled Asphalt, Close Graded Asphalt Concrete, and other specialist asphalts as necessary, to base, binder, and surface levels, and proprietary processes including ironwork adjustment, re-application of carriageway markings, and all associated traffic and pedestrian management. A single supplier will be awarded the contract under Lot 2.

The anticipated contract commencement date for both Lots is 1 December 2025 and will be for a period 3 years, to conclude on 1 December 2028.
