To support Wirral residents struggling with fuel poverty by improving home energy efficiency, reducing costs and enhancing overall wellbeing. The service will address the immediate challenges of fuel poverty as well as build lasting resilience within Wirral's communities.
We are seeking a resource for children and young people who are at risk of family breakdown/ placement breakdown where a short break/cooling off period may provide the opportunity to implement additional support for the parents, carers and young person to stabilise their permanent care arrangement. Our expectation is that this includes a break away from family/placement, up to but not exceeding 7 working days.
Wirral Council (as the Contracting Authority) is conducting market research to gauge the level of market interest and inform the procurement strategy to let a four-year North West Contractor Framework as defined by The Procurement Act 2023. The Framework is expected to go live on 1 April 2026.
The Framework may be used to award contracts for Wirral Council's pipeline of works and will be accessible by other North West public sector bodies / Contracting Authorities. Potential Framework users may therefore include but are not limited to Schools, Academies, Colleges, Universities, Blue Light/Emergency Services, NHS Bodies, Local Authorities, Health and Social Care Bodies, Housing Associations, Libraries and Museums, Registered Charities, Government Departments, Leisure Providers, Clinical Commissioning Groups. Wirral Borough Council (the "Council") has issued this Preliminary Market Engagement Notice to raise awareness of forthcoming contract opportunities for the delivery of Highways Surfacing Type Works (the" Contracts") and to give interested parties the option to participate in a Soft Market Testing (SMT) exercise (the "Exercise").
The Council provides regular reactive and planned highways works along with other highway infrastructure works. The contracts the Council is seeking to procure, cover all aspects of major footway and surfacing schemes, along with preventative treatments.

Wirral Borough Council (the "Council") is looking for a provider to deliver under contract, the Individual Placement Support (IPS) element of LCR's Connect to Work Connect programme.
The value of Wirral's IPS Fund is an estimated £4,064,000.
Connect to Work is a voluntary programme to help tackle economic inactivity by providing a specific form of support targeted at the right people at the right time, based on their individual circumstances. Participants must be both eligible and suitable for the provision. Connect to Work will deliver the evidence-based Supported Employment model, 'place, train, and maintain'. The IPS element of Connect to Work will give particular attention to helping residents who because of their situation, are more likely to face significant disadvantage when trying to gain employment.
Delivery of services to support and enable young people not in education, employment and / or training (NEET) to participate will support three of the key strategic Council themes, as outlined in the Wirral Plan 2023 - 2027. These themes include:
(1) Early help for
children and families through the delivery of engagement activity and provision of careers planning,
(2) Promoting independence and healthier lives through delivery of interventions that focus on well being and positive mental health
(3) Safe, resilient and engaged communities through targeted engagement of NEET young people in the Borough's more deprived communities / ward areas.
The Provider will be required to deliver supervised family time a service for children, young people and their families across and outside the borough of Wirral
To provide physical activity group education programmes for pregnant women and mothers in the postnatal period delivered by appropriately trained staff.
Wirral Council (as the Contracting Authority) is conducting Pre-Market Engagement to gauge the level of market interest and inform the procurement strategy to let a four-year National Developer Framework, as defined by The Procurement Act 2023. The Framework is expected to go live on 1st October 2026.
The Framework is intended to provide Public Sector Contracting Authorities with access to suitably qualified Development Partners capable of supporting projects across the full development lifecycle.
The Framework is expected to support: early-stage feasibility and pre-development activities, developer-led delivery of public sector assets, and long-term regeneration and investment partnerships.
The Framework is expected to include a range of delivery models, including: Development Agreements (DA), Joint Ventures (JV) and Special Purpose Vehicles (SPV), and pre-development and feasibility support services.
The Framework will be structured on a regional basis across England, aligned with established English regions (based on NUTS codes), enabling delivery through locally experienced partners with knowledge of regional markets and supply chains.
Potential Framework users may therefore include but are not limited to: Local Authorities and Combined Authorities, NHS Trusts and NHS Organisations, Universities and Further Education Institutions, Housing Associations, as well as other Public Bodies with land or regeneration objectives.

Pre-Development and Feasibility Services
Pre-Development and Feasibility Services will also be facilitated under the forementioned Lots. This is anticipated to include Early-stage advisory and consultancy support to assess commercial viability, technical due diligence, support with planning, business case preparation, grant application and funding.
The contract is for the provision of highway surfacing, including Hot Rolled Asphalt, Close Graded Asphalt Concrete, and other asphalts as may be necessary, to base, binder and surface levels. These processes involve plane and inlay methods adjustment of ironwork, replacement of road markings and all traffic management.
Educational Psychology services to support the delivery of statutory psychological advices required for the Education Health and Care Needs Assessment (EHCNA) process
This contract is for the provision of surface dressing and micro-carriageway surfacing. Surface dressing is a hot material that seals the road surface, improves the surface texture and prolongs the life of a road. It is a speedy, efficient and economical method of preventative maintenance causing less disruption to traffic. Micro surfacing is a cold applied polymer modified bitumen emulsion, small aggregate and cement which overlays an existing surface which can fill in ruts, treats cracks, seals porous surfaces and can restore minor to moderate loss of carriageway profile.

The project comprises development of a new heat network serving a mix of buildings including new build residential, existing residential, new build commercial and existing commercial.
The project forms an integral part of Birkenhead 2040 Regeneration Framework; one of the biggest brownfield redevelopment sites in the UK. This regeneration of Birkenhead will take place across nine areas providing 21,000 new homes and almost 1,000,000m2 square metres of employment space over the next 20 years.
The area to be served by the network has been identified as a 'priority district heating zone' in Wirral's Local Plan. It will make a significant contribution to reducing the carbon impact of new / existing development in the Borough and provide opportunities to residents and businesses for lower cost heating.
The project is well-aligned with regional policy objectives and initiatives. It also fits into the Government's introduction of 'heat network zoning', which, through implementation, will mandate certain types of buildings in identified urban areas such as Birkenhead to connect to district heating within a prescribed timeframe.
It is envisaged that, once heat networking zoning is in place, the Birkenhead Heat Network could benefit from zoning 'incumbency' rules; meaning that nearby eligible buildings will be mandated to connect, further securing demand.
The network is intended to supply heat to:
New Build Residential buildings
Existing Residential buildings
New Build Commercial buildings
Existing Commercial buildings
The project will be delivered through Wirral Council procuring a Development Partner. The Council and Development Partner will enter into a Development Agreement under which the Development Partner will further develop its proposals for the heat network. The Development Agreement will set out a number of gateways which the project must pass through in order to proceed. If the project proceeds beyond the development period, the Council and Development Partner will become shareholders in the ESCo albeit that the Council's shareholding will be limited to a "Golden Share".
The ESCo will be the supplier of heat to a number of public and private sector bodies (including the Council) under separate heat connection and supply agreements.
The Council will not be investing in the project, the Golden Share will simply allow the Council to exercise control in relation to a limited number of reserved matters including carbon intensity, reporting and tariffs.
The ESCo will be required to source all capital funding for the project. The ESCo partner will be appointed in perpetuity.
