Following the success of a 'Lights in the City' event, delivered by the council through the government's Welcome Back/Return to the High Street Safely Fund earlier this year, the council wishes to commission a contractor to deliver a future programme of similar events. The contractor will be required to deliver an initial event, themed as the 'Enchanted Light Garden' which is planned to operate from Saturday 11 February to Sunday 5 March 2023 inclusive and will take place in Abbey Gardens, 65, The Broadway, Winchester, SO23 9BE. This event period will provide the opportunity to capitalise on key opportunities including Valentine's day and Hampshire schools half-term. Whilst this is the preferred operating period these dates are open to discussion with the successful contractor. However the period must end no later than Sunday 19 March. If the initial event is deemed by the council as successful as 'Lights in the City' this year, the contractor will be required to deliver a second, larger event in 2024, dates and details to be discussed and agreed with the contractor after the 2023 event. The long term plan is to deliver light events, incorporating opportunities beyond the city of Winchester to include our market towns, capitalising on the equipment purchased on behalf of the council in year 1 and if applicable in year 2. It is anticipated that the event will include a mix of light installations (including items purchased on behalf of the council as well as hired light installations) as well as additional interactive entertainment taking place over the weekend of 18 and 19 February 2023. This might include, walkabout interactive light artists organised by the contractor, along with food and drink concessions organised in partnership with the council. The light installations must offer an obvious Instagram/photo opportunity which will help promote the event by influencing social media User Generated Content. The council welcome applications from organisations, groups or individuals. Collaborative applications are also welcome. There are three elements to the specification: 1. Devise a plan or layout of lights and light installations in Abbey Gardens. Coordinate the purchase of lights and light installations (capital expenditure) on behalf of the council. Hire additional light installations (revenue expenditure) and ensure all necessary safety testing is carried out. All light installations purchasing and curation will be subject to agreement and approval by the council with all guarantees and warranties assigned to the council in this respect. 2. Commission and decommission the lights and light installations on behalf of the council (revenue expenditure) returning hired equipment directly to the supplier and placing items purchased on behalf of the council in the council's storage facility. 3. Organise and coordinate interactive entertainment and concessions on the weekend of 18 and 19 February 2023 (revenue expenditure). West of Waterlooville/Berewood is a Major Development Area in the south east of Winchester district. Building commenced in early 2008 with developer Taylor Wimpey completing 553 residential units. In March 2012 Grainger Trust were granted further permission for a total of 2550 residential units, of which 1055 residential units have to date been built and occupied. Further phases of the development include the balance of residential units as well as 2 primary schools, a local centre (comprising retail, community building, land for healthcare, land for elderly care), public house, allotments, land for a cemetery, open space, recreation and play areas. Further information about the development is available in the supporting information. As part of the planning permission for this Major Development Area a Section 106 agreement is in place and this includes a public art fund. There is an existing public art programme which has generated multiple projects to varying degrees of completion. Further information about the existing art programme is available in the supporting information. Winchester City Council ("the council") is seeking to appoint a professional consultancy, agency or individual ("the supplier") to carry out a review of the partially completed existing Public Art Programme and conduct a new community engagement programme. The supplier will then bring forward their recommendations for the approach to the new programme for approval, prior to creating a revised fully costed programme of public art. The revised programme should be deliverable in three distinct phases, in line with funding milestones, and should include a minimum of 25% local (Hampshire) artists. The supplier will manage the subsequent procurement, commissioning and delivery of art projects in phase one of the agreed programme, in line with the council's procedures. The supplier will be required to work alongside council officers, in collaboration with an existing Arts Advisory Panel and West of Waterlooville Forum, to deliver the revised Public Art Programme ensuring high quality and best value are achieved. Once the revised public art programme is agreed, projects will be completed in stages, as funds become available, in line with occupation rates triggering Section 106 contributions from the developer to Winchester City Council. The 1,000 occupied unit threshold has just been surpassed and funds received. Further contributions are expected at 1,500 and 2,000 occupied units, the timescales for this are dependent on market demand. The supplier will be responsible for fully delivering the first phase of the programme, for which funds are available, as outlined in the downloadable document. Winchester City Council is seeking to appoint a local consultant to work with businesses across the Winchester district to bring about measurable carbon savings. The consultant is required to conduct carbon audits and produce tailored, practical and deliverable carbon reduction action plans for each business engaged. The council is looking for a consultant to: • provide direct tailored support to at least 15 tourism or creative businesses across the Winchester district • calculate the existing carbon footprint for each business engaged • produce bespoke carbon reduction action plans, which will: a) identify interventions to reduce businesses energy consumption and transport emissions b) provide low carbon or renewable energy generation opportunities c) illustrate measures for carbon sequestration d) outline opportunities to purchase local carbon credits and e) summarise the overall forecasted potential carbon savings along with expected savings per action plan recommendation • signpost to funding available either through the council or external sources to facilitate the delivery of action plan interventions, for example solar panels, EV charging, retrofit etc • award businesses with the Carbon Footprint standard if feasible (if appropriate) • provide the council with a written report at the end of the contract including: a) businesses supported and how b) recommendations realised and the subsequent carbon savings made c) recommendations yet to be realised and the forecasted carbon savings d) a summary of the barriers businesses have experienced which have prevented them from adopting certain recommendations The work must be completed by 31 January 2024. Winchester City Council is seeking to appoint a professional consultancy to produce a strategy to enhance the resilience and wellbeing of our communities, which will provide strategic direction for our work with communities across the district and underpin the work of the council's Community and Wellbeing service. This new strategy will consider the role of the council in nurturing our communities and creating an environment in which they can develop and thrive. It will reflect the ways in which predicted population growth and societal trends will impact on the district's communities and reset our expectations of what strong, vibrant and resilient communities should look like during the period through to 2030. In particular, it will need to respond to the impacts of: •New emerging communities, in particular at major housing development areas (MDA) in the district. •The cost-of-living crisis has challenged many people and households, including some who are unused to needing support and assistance. •The war in Ukraine, and unrest in other parts of the world, have contributed to an influx of people from different cultural backgrounds, increasing the diversity and mix of our communities. •The effect of the COVID-19 pandemic on people's physical and mental health and the way that they interact. The strategy will need to: •Address all communities across Winchester district and reflect their diverse nature. •Identify the key stakeholders and partner agencies and engage with them. •Utilise an Asset Based Community Development (ABCD) approach. •Consider national and regional strategies and guidance. •Set out strategic objectives and aims for action or intervention. •Propose SMART indicators. Winchester City Council is looking for a delivery partner to run group workshop sessions, bespoke one-to-one tutoring and accredited courses to support and train basic digital skills to the district's residents. The training will take place in public spaces that are easy to access for residents across the district. This project's aim is to tackle digital exclusion and support the basic digital skills of the Winchester district residents, which in turn supports the district's overall skills and increases employability. This programme of face-to-face work will be covering the entire Winchester district, which includes: • Winchester city centre • Alresford • Bishop's Waltham • Wickham • Denmead and • The other rural areas on the map below. The project will be personalised and work with individuals on a case-by-case basis (through a mixture of one-to-one interventions, group workshops and accredited courses). The research already undertaken through the Digital Winchester project has shown us that residents need support around measures that are included in the full Request to Quote pack. The aim is to target groups such as older people, unemployed and employed persons, disabled adults etc that do not have these essential digital skills or the confidence or income to learn them. Tackling not only digital exclusion, but also digital poverty. The project will help residents to overcome challenges that they are facing through the current cost-of-living crisis, build resilience, improve confidence and support them in developing the digital skills needed to move into higher quality jobs and training opportunities within the district. These activities will be: • one-to-one bespoke sessions based in the location where the resident is located at a time that is convenient to them. • workshop sessions visiting existing community groups: e.g. Winchester Gold. The Economy team at Winchester City Council is seeking to appoint an organisation to deliver a 'Digital Growth Factory' funded by UK Government's Shared Prosperity Fund (UKSPF). The project will deliver the UKSP funding investment in research and development at a local level. The requirements of the fund mean that the programme must be delivered by the end of February 2025. It will include acceleration, incubation and scale up, commercialisation and digital productivity support for new entrepreneurs, start-ups, scale ups and high growth businesses located in the Winchester District. The Digital Growth Factory programme activity should include: 1) Commercialisation support: aimed at new entrepreneurs, early-stage start-ups or SMEs looking to refresh their business model, this support will provide all the fundamentals required to develop a viable business model. The courses aim to engage entrepreneurs in a reflection around the problem their business idea is trying to solve, the customer journey and need, the size of the market, the finance and numbers, and to develop entrepreneurial skills. The training should also include investment pitch training and be a vehicle to identify businesses that are ready to access incubation or acceleration support. The minimum number of participants is 20. 2) Acceleration support: this is an intensive programme targeted at early-stage companies that already have a marketable product and a founding team. The beneficiaries will be guided through the various steps they need to take to their business model to the next stage to achieve seed or late seed funding. The minimum number of participants is 10. 3) Incubation and scale up support - this aims to accelerate the growth of start-up/scale ups that require bespoke and hands-on support to guide them through the various stages of the business journey from concept to commercialisation and ultimately to growth and resilience. The support will be delivered over a three month period so that beneficiaries are mentored and advised to build a scalable business model and a repeatable sales process or to support the transition from a single to multiple products and services. Through the incubation and scale up support, beneficiaries will be prepared for securing funding. The minimum number of participants is 10. 4) SME Digital Productivity Programme: the aim of the programme is to develop founders' leadership skills and their adoption of proven change management practices and process re-engineering tools that deliver productivity growth by digital means. SMEs will focus on identifying their least productive processes and then setting goals to redress the gaps in productivity they have identified. The minimum number of participants is 20.
