The council is seeking external expertise to create a Roadmap of project and investment interventions with the subsequent carbon savings to cover the period March 2022 to December 2030. Winchester City Council published a Carbon Neutrality Action Plan 2020-2030 in January 2020, which has been reviewed and up-dated in March 2021. The Plan sets out the current carbon emissions for the council and the district and acknowledges that in order to meet the ambition of being a carbon neutral district by 2030 all sectors will have to make significant reductions in emissions. A number of interventions have been identified in the Plan under three themes transport, commercial energy and domestic energy. However these are high level and have not been quantified in terms of carbon impact, cost, timing of delivery etc. This has two effects: one; it does not provide the details that enable the council to prioritise actions and two; it does not provide a "roadmap" that can be published to demonstrate how (and what needs to be done) to achieve carbon neutrality. The council will issue a second annual review of the Carbon Neutrality Action Plan in June 2022 to report to the Health & Environment Policy Committee on progress and priorities for the coming year. The detailed Roadmap will be required for this report. The council and local stakeholders recognise the need to act quickly but this is married to the realisation of the scale and complexity of what is needed. The Roadmap will help to create a clear route for all to follow if we are to be successful in reaching our required outcome. Therefore the Roadmap needs to provide the evidence and data to support its conclusions but also needs to be expressed in an accessible way so as to enable partners, stakeholders and our residents to understand the transition we all need to make. Winchester City Council ('the Council') is seeking the design, supply and installation of a children's play area at North Walls Play Area, Winchester SO23 7DD. The new design will replace the pre-existing play area and is required to meet all current regulations and best practice. The play area needs to be safe, engaging and fun and will be fully aligned to the commitment set out in the Council Plan 2020 - 2025. Following the success of a 'Lights in the City' event, delivered by the council through the government's Welcome Back/Return to the High Street Safely Fund earlier this year, the council wishes to commission a contractor to deliver a future programme of similar events. The contractor will be required to deliver an initial event, themed as the 'Enchanted Light Garden' which is planned to operate from Saturday 11 February to Sunday 5 March 2023 inclusive and will take place in Abbey Gardens, 65, The Broadway, Winchester, SO23 9BE. This event period will provide the opportunity to capitalise on key opportunities including Valentine's day and Hampshire schools half-term. Whilst this is the preferred operating period these dates are open to discussion with the successful contractor. However the period must end no later than Sunday 19 March. If the initial event is deemed by the council as successful as 'Lights in the City' this year, the contractor will be required to deliver a second, larger event in 2024, dates and details to be discussed and agreed with the contractor after the 2023 event. The long term plan is to deliver light events, incorporating opportunities beyond the city of Winchester to include our market towns, capitalising on the equipment purchased on behalf of the council in year 1 and if applicable in year 2. It is anticipated that the event will include a mix of light installations (including items purchased on behalf of the council as well as hired light installations) as well as additional interactive entertainment taking place over the weekend of 18 and 19 February 2023. This might include, walkabout interactive light artists organised by the contractor, along with food and drink concessions organised in partnership with the council. The light installations must offer an obvious Instagram/photo opportunity which will help promote the event by influencing social media User Generated Content. The council welcome applications from organisations, groups or individuals. Collaborative applications are also welcome. There are three elements to the specification: 1. Devise a plan or layout of lights and light installations in Abbey Gardens. Coordinate the purchase of lights and light installations (capital expenditure) on behalf of the council. Hire additional light installations (revenue expenditure) and ensure all necessary safety testing is carried out. All light installations purchasing and curation will be subject to agreement and approval by the council with all guarantees and warranties assigned to the council in this respect. 2. Commission and decommission the lights and light installations on behalf of the council (revenue expenditure) returning hired equipment directly to the supplier and placing items purchased on behalf of the council in the council's storage facility. 3. Organise and coordinate interactive entertainment and concessions on the weekend of 18 and 19 February 2023 (revenue expenditure). Winchester City Council declared a Climate Emergency in 2019 and published its Climate Neutrality Action Plan (CNAP) in January 2020. In this the Council committed to "build or invest in large scale renewable generation project(s), e.g. solar farms". Winchester City Council is now undertaking a procurement exercise to appoint a consultant or strategic partner with appropriate experience to ensure the positive delivery of utility scale renewable energy generation scheme(s) across the district, including advice on engagement, site identification and business plan development. The consultant is required to advise and guide the council in the identification and development of renewable energy project(s), providing technical, legal, financial and engineering advice and additionally advising how the project will assist the council in attaining its Carbon Neutrality Targets. The Council wishes to put engagement with the local community at the forefront of the project and so the design and delivery of an engagement and communications programme will be an essential first component of the support required. Organisations are asked to tender for Phases 1 to 4 of a sequential package of work which is outlined below. It should be noted that there is a possibility that additional work may arise that is not included within the scopes of Phases 1 to 4. As a consequence, the daily rates submitted will be used to agree the fees for carrying out additional instructions (either on a fixed fee or time related basis, as appropriate). It is expected that organisations will demonstrate competency in taking renewable energy projects from inception to completion including evidencing a track record of successful development of renewable energy sites for the public sector. The four phases included within the RFQ comprise: Phase 1 - Community awareness raising and engagement Phase 2 - Site Identification & Feasibility Phase 3 - Design, Development of Business Plan and Engagement around preferred site(s) Phase 4 -Planning pre-application and Engagement on preferred site(s) It is recognised that those bidding many not have expertise in all areas and so a consortium approach is acceptable. West of Waterlooville/Berewood is a Major Development Area in the south east of Winchester district. Building commenced in early 2008 with developer Taylor Wimpey completing 553 residential units. In March 2012 Grainger Trust were granted further permission for a total of 2550 residential units, of which 1055 residential units have to date been built and occupied. Further phases of the development include the balance of residential units as well as 2 primary schools, a local centre (comprising retail, community building, land for healthcare, land for elderly care), public house, allotments, land for a cemetery, open space, recreation and play areas. Further information about the development is available in the supporting information. As part of the planning permission for this Major Development Area a Section 106 agreement is in place and this includes a public art fund. There is an existing public art programme which has generated multiple projects to varying degrees of completion. Further information about the existing art programme is available in the supporting information. Winchester City Council ("the council") is seeking to appoint a professional consultancy, agency or individual ("the supplier") to carry out a review of the partially completed existing Public Art Programme and conduct a new community engagement programme. The supplier will then bring forward their recommendations for the approach to the new programme for approval, prior to creating a revised fully costed programme of public art. The revised programme should be deliverable in three distinct phases, in line with funding milestones, and should include a minimum of 25% local (Hampshire) artists. The supplier will manage the subsequent procurement, commissioning and delivery of art projects in phase one of the agreed programme, in line with the council's procedures. The supplier will be required to work alongside council officers, in collaboration with an existing Arts Advisory Panel and West of Waterlooville Forum, to deliver the revised Public Art Programme ensuring high quality and best value are achieved. Once the revised public art programme is agreed, projects will be completed in stages, as funds become available, in line with occupation rates triggering Section 106 contributions from the developer to Winchester City Council. The 1,000 occupied unit threshold has just been surpassed and funds received. Further contributions are expected at 1,500 and 2,000 occupied units, the timescales for this are dependent on market demand. The consultant is required to conduct carbon audits and produce tailored, practical and deliverable carbon reduction action plans for each business engaged. Winchester City Council ("the council") is seeking to appoint a professional consultancy to conduct a full review of the community grants programme. The grants programme was last reviewed in 2018 and, since then, has been subject to small revisions, mainly to accommodate budget constraints. The underlying principles and processes for awarding grants has not changed, therefore this review needs to be comprehensive and expansive to cover all aspects of what the programme aims to achieve, who it supports and how, what the support is, where it is delivered and the outcomes achieved. Aim and Scope of Work The review has four primary aims: • to conduct an evaluation of the current community grants programme / other grants awarded for community benefit, to understand the full impact of these; • to evaluate the effectiveness and efficiency of current grant giving processes and procedures; • to understand how best to account for the value and benefit from other financial assistance provided by the council to Voluntary and Community Sector organisations; • to provide an options appraisal to understand the optimum deployment of funds in the future. Winchester City Council is committed to maintaining and enhancing the district of Winchester's (see map in the tender) built and natural environment. Protecting and improving the environment for residents is important. The district's trees provide an enormous asset, making it one of the greener towns in the south. The council is responsible for c.45k trees and small woodlands that need to be managed to maximise ecological, landscape and social gain whilst being resilient to future pressures such as climate change and disease. Additionally, the council has a duty of care to manage it's trees in an effective and appropriate manner, to reduce the risk they pose to people and property. The vast majority of trees and woodlands are on publicly accessible land but some will be in confined areas such as in council tenant's back gardens. The council are seeking to appoint contractors to a framework for tree maintenance services throughout the year across the district, over a maximum 4 year period, commencing 1/01/25. This exercise replaces an existing successful framework ending 31/12/24. This framework will operate in a similar way and with contractors working closely with the council's in-house tree surveyors, who will identify and issue orders for the tree works via an industry standard cloud-based system. This system was implemented three years ago to streamline the ordering process. Successful applicants will be required to obtain at least a Contractor's Module licence upon award and retain them throughout the contract. The council have a proactive tree inspection programme with identified risk zones. The framework will service this programme but it will not be exclusive. Works include pruning and felling, with an element of tree planting and other associated works. Additionally, there will be reactive orders following response to enquiries and events, which means a 24 hour/365 day emergency call out service is required. Orders will be spread across the Winchester District area, as shown in the map within the tender. The outcome of this procurement reflects the council's priorities to tackle the climate emergency, ensure the use of technology to improve customer access, speed up processes, improves service, reduce cost and protect and enhance the environment.
