Winchester City Council (the Authority) is aiming to re-tender the service contracts for Grounds Maintenance and Public Realm Cleansing Services in mid March 2026. This notice is to formally notify the market of the upcoming opportunity to tender for the Grounds Maintenance Services. It is envisaged that the services will be spilt into 2 separate tender requirements, with one contract available for Grounds Maintenance services and one contract for Public Realm Cleansing services. This process is subject to internal approvals. Suppliers will be able to tender for one or both opportunities. Suppliers are encouraged to ensure they are registered on the EU-Supply e-procurement portal to get updates regarding these opportunities, including when they go live. Using the above portal, suppliers can formally register their interest in these opportunities. Please use the eu-supply portal to register your interest under the project: WCC1618a Winchester City Council Grounds Maintenance Services Expressions of interest can be received up to 12 noon 13th March 2026. Please note - suppliers who do not express an interest, will still be able to tender for the opportunities. The new contract for Grounds Maintenance Services will be mobilised from August 2026 with a view to start the new contract by October 2027.

Please note this is a soft market testing exercise. Winchester City Council is hoping to find a delivery partner for a business support programme targeted at the creative industries. Using feedback gathered from micro-business owners and freelancers working in the sector in recent years to provide bespoke support. We would offer a course of masterclasses and seminars to support creatives with the 'business' elements of their work. The masterclasses would be on set subjects and a survey will be conducted in the autumn to ascertain specific areas of support which will result in bespoke seminars and workshops. Each session will involve an element of networking as people have requested more opportunities to connect across the sector. The council intend to contract either a training company or an event management company to oversee the logistics of booking speakers, venues and organising ticket sales. A full brief will be developed and interested parties invited to submit a bid once funding is confirmed. The Culture and Creative Sector Development Officer will contract manage the appointed consultant and assist with promotion where applicable. Please see the full brief attached.

Winchester City Council (the Authority) is considering delivery model options for its repairs, maintenance and planned works contracts beyond the lifespan of the current contracts in July 2026. The contracts support the management and maintenance of Authority owned housing stock across the District, and also includes gas appliance servicing and repairs. The Authority would like to commence early market engagement to help shape the procurement strategy ahead of any formal exercise and understand the market appetite for the proposed scope of work. This is not a call for competition or a beginning of any procurement process and the Authority is not inviting interest to tender at this stage. This is an invite to discuss a possible process only. Winchester City Council is running a soft market testing to identify organisations who may be interested to quote for the upcoming Digital Skills for Winchester District Residents programme. The aim of the soft market testing is to: •identify organisations who are not currently known to the council •give the council an understanding of any interest in the programme of work For the avoidance of doubt, this notice is for the purpose of conducting a soft market testing exercise and will not formally begin the procurement or constitute any commitment by Winchester City Council to undertake any procurement exercise. The purpose of this programme is to increase levels of digital inclusion and increase essential digital skills amongst the residents in the Winchester district. We would like the Digital Skills for Winchester District Residents programme to be delivered through: •one-to-one bespoke sessions based in the location where the resident is at a time that is convenient to them •workshop sessions visiting existing community groups - the community group can decide the theme to work on such as communicating online and internet safety •the completion of accredited Outlook or Office courses in a workshop setting. Those using the service will be able to get help with, but not limited to: •internet safety (fraud and scam prevention) •understanding their device •searching the internet to find information such as shop opening times, public transport timetables, sports, leisure and cultural activities, cooking recipes •sending and responding to emails •taking photographs •shopping online •using social media •booking medical appointments online, using e-consult and ordering prescriptions •using WhatsApp, iMessage, video calls, Facetime etc. Residents will be able to self-refer, be referred from our partner organisations across the district and referred by the council's internal teams such as housing communities. We require friendly trainers who will help with individual digital queries. Service users will bring real life queries, such as making a doctors appointment, and tasks the individual needs to do online. This programme of work will be taking place on a weekly basis, with several one-to-one mentor sessions, engagement with existing community groups and the accredited courses to be planned for every month, or when a full group of attendees are signed up and ready to go. Public Convenience Cleaning "Early Engagement ": Request for Information Winchester City Council aspires to enhance its public conveniences and the customer experience; a critical element of this is to maintain high standards of sanitisation and cleanliness during their operational hours. The Economy team at Winchester City Council are applying for £40,000 of the UKSPF funding to deliver a Digital Growth Factory project which would meet the outputs and outcomes aligned with 'supporting local business'. The aim of this soft marketing exercise is to: • inform our draft budget • ascertain the approximate number of attendees on each element of the courses • obtain quotes for the project, please see details below • ensure our project and the outcomes and outputs are feasible and deliverable within the budget and • provide suggestions for alternative delivery modules if the budget is not sufficient. If successful in our application, we would seek to procure the delivery a digital growth factory which could include any/all of the following elements: • Commercialisation course •Acceleration support •Incubation and scale up course and/or •SME Digital Productivity Programme. Winchester City Council is seeking to appoint a professional consultancy, agency or individual to carry out a review of the partially completed existing Public Art Programme at the Waterlooville/Berewood development, Hampshire. A Section 106 agreement is in place as part of this development and this includes a public art fund. Requirements of the appointment include: undertaking community engagement, and bringing forward recommendations for approval, prior to creating a revised fully costed programme of public art. The appointed supplier will manage the subsequent procurement, commissioning and delivery of agreed art projects as S106 funding becomes available. The West of Waterlooville/Berewood development commenced in early 2008. There are 553 residential units on the Taylor Wimpey site. Grainger Trust was granted permission in March 2012 for a total of 2550 dwellings, of which 1055 dwellings have to date been built and occupied. Further phases of the development also include 2 primary schools, a local centre (comprising retail, community building, land for healthcare, land for elderly care), public house, allotments, land for a cemetery, open space, recreation and play areas. The supplier will be required to work alongside the existing council team to deliver the revised public art programme, in collaboration with an existing Arts Advisory Panel and West of Waterlooville Forum, ensuring high quality and best value are achieved. Once the revised public art programme is agreed, projects will be completed in stages, as funds become available, in line with occupation rates triggering Section 106 contributions from the developer to Winchester City Council. A maximum of 20% (approximately £70,000) of the overall Section 106 arts budget is ringfenced for management fees. Winchester City Council seeking to appoint a professional consultancy to create a district wide searchable GDPR compliant Microsoft Excel business database. The internal database will be produced on Microsoft Excel and all the data will be collected from credible sources, such as the Chamber of Commerce, Companies House, internet searches and by contacting companies. The database will not be published and will not be a consumer facing product. The data must be presented in a neat and orderly manner, with the capability for the council to continue to update and add businesses after the work has been completed. The fields that are required are (these will be confirmed in the project inception meeting): Company name Sector Address Postcode Ward Number of employees (where appropriate) Gross turnover (where appropriate) Email address Telephone number Website With all the fields, there must be the ability to filter the data and search using criteria such as postcodes, sector, employee size and wards. The council will benefit from the copyright of all material which will be used in any way that it chooses. Winchester City Council (WCC) is anticipating issuing a call for competition during November 2022 for the provision of fortnightly and quarterly communal area and defined cleaning of (approximately) 16 sheltered housing schemes, 62 general needs housing schemes and 7 temporary accommodation schemes. All schemes vary in size, design, flooring type, and facilities and as such, the cleaning requirements will vary between sites. In particular the cleaning service provider will be expected to clean a number of different sites, in different areas during any day thus a mobile service is required.
