Lot 4 - Support for local entrepreneurs to start-up businesses, including specific help for people that promotes financial well-being.
Emotional Wellbeing and Counselling Service supports emotional wellbeing in Children and Young People (CYP) aged 0 - 25. It also provides counselling services to CYP. The service is funded via section 75 received from the ICB
Wiltshire Council’s access layer network hardware has now aged, with a significant volume requiring replacement to ensure compliance with security requirements regarding life-cycle age. This network equipment allows council systems to communicate, and allows staff to work in our buildings, both the main sites (County Hall, Monkton Park, Bourne Hill) and remote sites (libraries, leisure centres, depots etc)
Wiltshire Council intend to appoint a main Contractor via a two-stage procurement opportunity to deliver an important project on a full design and build basis across three primary schools in Wiltshire.
Stage 1 of the procurement process is to seek expressions of interest from prospective Contractors with a view to shortlisting a maximum of four Contractors to be invited to submit a tender for the project.
Stage 2 of the procurement process will be the Invitation to Tender (ITT) itself.
The Requirement:
The following schools have been identified by the Council as having temporary classrooms which are in a dilapidate state and are in need of replacement by way of either new build developments (Hullavington and Minety), and internal alterations and refurbishment of existing school buildings (Frogwell Primary School):

2. Hullavington Primary School, Hullavington, Chippenham,
3. Minety Primary School, Malmesbury
The purpose of this procurement opportunity is to appoint a contractor on a full design and build basis, in the first instance operating under a Pre-Construction Services Agreement and working closely with the Schools and the Council through RIBA Work Stages 1 to 4. This Stage 1 appointment will include the following outputs:
1. Operating under a single PCSA to deliver the RIBA Work Stages 1 to 4 inclusive for each of the three schools including.
2. The appointment of a Design Team to work with the School and the Employers Representative to fully design each of the three projects to the end of RIBA Stage 4 (technical/construction design) and to present the design for approval at the end of each RIBA work stage including cost plans for Employer approval,
3. To develop a detailed programme for RIBA Stages 1 to 7 for acceptance by the Employer for each of the three projects,
4. To obtain Building Regulations approval and Planning Permission for each of the three projects,
5. To work collaboratively with the Employers Representative to produce a Fixed Price Lump Sum to deliver the construction works for each of the three projects for approval by the Employer.
On acceptance by the Council of the fixed price lump sum costs to deliver the construction works for each of the three projects, individual construction contracts will be entered into (JCT Intermediate form of contract with Contractor Design) for each school site. These will be the Stage 2 works, and each school project will be delivered as a standalone project through RIBA Work Stages 5, 6 and 7 (Construction, Handover and in Use).
The indicative forecast cost estimate for the Stage 1 pre-construction works is £450k + VAT and the indicative forecast cost estimate of the Stage 2 post contract works is:
Frogwell Primary School £2.0m + VAT = £2.4m
Hullavington Primary School £2.0m + VAT = £2.4m
Minety Primary School £0.75m + VAT = £0.9m

Warm and Safe Wiltshire is an initiative set up by Wiltshire Council, Swindon Borough Council and the Centre for Sustainable Energy (CSE) to counter the issue of fuel poverty.
Warm and Safe Wiltshire acts as a single point of contact for energy advice with the aim of reducing fuel poverty in Wiltshire and Swindon and reducing the impact on the health system, through minimising GP & Hospital admission and preventable excess winter deaths and access to funding for heating and insulation for some clients through third party funds.
Wiltshire Council would like to inform the market of the intention to procure a solar PV installation.
This project will utilise car parks at Five Rivers Leisure Centre in Salisbury, Wiltshire as a location for the design and installation of solar panel canopies that will generate renewable electricity.
The electricity will be used onsite to power electrical equipment in the centre.
This procurement is for a contractor to deliver the works to design, supply and install the canopies and solar panels and to connect the installation into the electrical system within the Five Rivers Leisure Centre.
The overarching purpose of the Service is to provide children, young people and their parents and carers with impartial information, advice and support about matters relating to special educational needs and/or disabilities including health and social care as it impacts on their education and aspirations. The Service is for children and young people aged 0 - 25 years with special educational needs and disabilities and their parent and carers who are normally resident in Wiltshire local authority. Working with families from the moment a concern is identified with a child's education, or development, and continuing to support, whether statutory thresholds for an Education Health and Care Plan (My Plans) are met or not, up to and including tribunal, or complaints. The Service also supports families whose children and young people with special educational needs are excluded from school, or at threat of exclusion.
The procurement will be focused on the outcome required, to treat food waste from home, and the market will offer potential products. In addition, we would require a supplier to administer the ordering and distribution of the product to residents within the Wiltshire Council area. The provider would then invoice, with the appropriate evidence of sales, the council for the difference between the subsidy paid and the agreed unit price each month. This ensures that the council does not hold pre-purchased stock.
The contractor will be required to demonstrate flexibility, choice of products, ease of use, a help service, and compliance with regulations for home treatment of food waste. As well as providing sales information with the Council, the supplier should provide full postal address for each sale so that trends can be analysed and surveying the customers can be undertaken if required.
he A350 is one of the most important routes in Wiltshire. It is a primary north-south route with regional significance connecting the south coast with the M4 and onwards to Bristol and the Midlands. In Wiltshire it passes around the principal settlements of Chippenham and Trowbridge via the town of Melksham and on to Westbury and Warminster.
It has been a longstanding priority to improve north-south connectivity along the A350, and Wiltshire Council has been progressively bringing forward the dualling of the A350 Chippenham bypass.
Over recent years three major capital schemes (Phases 1, 2 and 3) have been brought forward to improve capacity and safety on the route, largely funded through successful Department for Transport (DfT) and/or Local Enterprise Partnerships (LEP) funding bids.
Most recently, an Outline Business Case (OBC) bid was made to DfT for funding to bring forward a scheme to complete the dualling of the A350 bypass at Chippenham.
In the spending review in October 2021 the government announced that it would allocate funds for a scheme to dual the remaining single carriageway sections of the A350 route round Chippenham. The project was also included within the list of forthcoming infrastructure projects as part of The Growth Plan 2022 published in September 2022.
Wiltshire Council and its consultants Atkins are now pressing forward to complete the design of the remaining Phases 4 and 5 of the scheme, and preparing the Full Business Case (FBC). Subject to the FBC being approved by the DfT, it is anticipated that construction works will be undertaken during 2024 and 2025.
The scheme is likely to include for the following key elements
Phase 4 dualling: widening the A350 over a total distance of some 1.5km to dual 2-lane between Chequers roundabout and Lackham roundabout. The dualling would take place within the existing wide highway verge to the west of the current carriageway.
Phase 5 dualling: widening the A350 over a total distance of some 1.75km to dual 2-lane between Cepen Park South roundabout and Bumpers Farm roundabout. Again, the dualling would take place within the existing wide highway verge to the west of the current carriageway. When implemented with Phase 4, this would extend the dualling to cover the full stretch of the A350 Chippenham Bypass.
Bumpers Farm Roundabout capacity enhancements: increasing the circulatory from 2 lanes to 3; signalising 4 approach arms; increasing approach arms from A350 (S), A420 (W), A350 (N) and A420 (E) to 3 lanes; and dualling the exits onto the A420 (E) and A420 (W) and
Lackham roundabout capacity enhancements: dualling the exit to the A350 north as part of the phase 4 works.
The works will be designed and built-in accordance with current standards and guidelines and will include for all key aspects of highway construction – earthworks, carriageway, footways, drainage, street lighting, signage, statutory authority (gas, water electric etc) service diversions and provision, and hard and soft landscaping works.
The works will be contained within the existing highway boundary extents and there should be no requirement for additional land. The existing bridges along this route were constructed to accommodate the additional carriageways without needing further major works, and as such there are no major structural works anticipated.
The A350 route will need to remain in operation throughout the works, and as such careful traffic management considerations and phasing, particularly in connection with the Bumpers Farm Roundabout enhancements, will be required. There will be a desire to minimise impacts on traffic flows during the works and ensure that the scheme is undertaken with suitable and appropriate levels of public engagement and liaison.

The new Wiltshire Council Surface Dressing and Micro Asphalt Term Contract is for the design, provision and aftercare of Surface Dressing and Micro Asphalt Surfacing works on the Wiltshire highway network. Including associated pre-surfacing civils works, road markings, cats’ eyes, loop cutting and gully emptying, and including any necessary traffic management associated with these works, on the highway or other council land in Wiltshire.
Wiltshire Council is seeking a Contractor for its Term highways maintenance service. This includes construction, foundation and surface works, routine, reactive and safety maintenance, repairs and cleansing operations, signing and lining, repairs and maintenance to structures, drainage CCTV investigations and repairs, and street lighting maintenance repairs and replacements.
