Warm and Safe Wiltshire is an initiative set up by Wiltshire Council, Swindon Borough Council and the Centre for Sustainable Energy (CSE) to counter the issue of fuel poverty. Warm and Safe Wiltshire acts as a single point of contact for energy advice with the aim of reducing fuel poverty in Wiltshire and Swindon and reducing the impact on the health system, through minimising GP & Hospital admission and preventable excess winter deaths. Warm and Safe Wiltshire is targeted at people with medical conditions that are exacerbated by living in a cold home, this can include respiratory conditions, older people (65 and older) and people on a low income. The service provides a telephone advice line to people in fuel poverty who need support with their energy bills and keeping their home warm. Advisors offer home visits and ongoing case work to those in need of the most support. The service had access to funding for heating and insulation for some clients through third party funds.

Wiltshire Council - Administering Authority for Wiltshire Pension Fund is seeking to procure a provider for Mortality Screening, tracing and overseas life existence services. A mortality screening process is a method of comparing a Pension Fund's pensioner and deferred membership data with various death registers in the UK to highlight all death cases of members to ensure that benefits are paid out in a timely manner and that records are kept up to date. At points in a member's pension life cycle we may lose track of current addresses and use tracing services to locate and re-connect, also used to supply next of kin and death details to ensure benefits are paid out correctly. Overseas Life Existence checks are completed as international death registers are not open to mortality screening so a method of ensuring benefits are still due to the overseas pensioners is required.

Wiltshire Council's Residential Block Contract is for the provision of 12 residential placements for children and young people, including at least 2 assessment placements to ensure capacity and availability in Wiltshire to meet the needs of Wiltshire Children. As part of this Contract the Supplier will ensure that in addition to the 3 properties that will be offered at peppercorn rent by Wiltshire Council as part of the Contract, they will have additional residential children's home capacity and availability in Wiltshire to meet the needs of the 12 Wiltshire children. It is expected that the Supplier could operate from a number of locations across the county, covering a variety of homes, up to a maximum size of 5 placements per home. The service will include 24 hour, 7 days per week supervised and 'homely' accommodation and care that meets the child or young person's needs. The Supplier will work collaboratively with Wiltshire Council services to ensure delivery of the care package and support plans for every child or young person. Additionally, the Supplier must be able to provide same day placements at all times, unless the contracted number of placements is at capacity. There are eighteen installations comprising of twenty-nine boilers from varying manufacturers. The boilers provide space, water and swimming pool heating and are therefore integral to the operation of the council's building estate. Wiltshire Council has a requirement for Biomass Servicing & Maintenance, and is therefore seeking quotations from suitably experienced and qualified Contractors to provide scheduled servicing and maintenance across the biomass portfolio including associated ancillary equipment and other miscellaneous equipment installed on Wiltshire Council controlled premises. This includes an annual Silo clean and biannual flue clean. The contractor is expected to ensure that the boiler systems are maintained in a safe condition, ensuring their continuous function, and preventing the risk of injury to any person or damage to any property. The Contractor shall also provide an emergency breakdown repair service (including out of hours response), and regular ash clearance from site. The contract will require the appointed company to have the skills and experience to work with all biomass boiler makes and models on the council's portfolio (see below). Furthermore, they will have experience of maintaining biomass pellet boilers (not just chip boilers) and of working with commercial scale boilers in large, complex operational buildings. It is a requirement of the tender that the winning contractor be registered as a HETAS Approved Biomass Maintenance Scheme company. Well maintained biomass systems ensure the heating and continued operation of council facilities. They also ensure that the Renewable Heat Incentive subsidy is guaranteed and that the costs of maintaining and fuelling the boilers are therefore subsidised. Furthermore, well maintained boilers ensure that the associated emissions from burning biomass pellets are kept at regulated and compliant levels. The continued operation of efficient biomass boilers is, in fact, part of the agreed aims of the councils published Climate Strategy. A prompt and competent reactive maintenance service will ensure that a building remains open and usable and that any heating failures do not affect the operational capacity of the building. The A350 is one of the most important routes in Wiltshire. It is a primary north-south route with regional significance connecting the south coast with the M4 and onwards to Bristol and the Midlands. In Wiltshire it passes around the principal settlements of Chippenham and Trowbridge via the town of Melksham and on to Westbury and Warminster. It has been a longstanding priority to improve north-south connectivity along the A350, and Wiltshire Council has been progressively bringing forward the dualling of the A350 Chippenham bypass. Over recent years three major capital schemes (Phases 1, 2 and 3) have been brought forward to improve capacity and safety on the route, largely funded through successful Department for Transport (DfT) and/or Local Enterprise Partnerships (LEP) funding bids. Most recently, an Outline Business Case (OBC) bid was made to DfT for funding to bring forward a scheme to complete the dualling of the A350 bypass at Chippenham. In the spending review in October 2021 the government announced that it would allocate funds for a scheme to dual the remaining single carriageway sections of the A350 route round Chippenham. The project was also included within the list of forthcoming infrastructure projects as part of The Growth Plan 2022 published in September 2022. Wiltshire Council and its consultants Atkins are now pressing forward to complete the design of the remaining Phases 4 and 5 of the scheme and preparing the Full Business Case (FBC). Subject to the FBC being approved by the DfT, it is anticipated that construction works will be undertaken during 2024 and 2025.
