Chambers may be required to provide advice and/or representation in respect of all Lots. The Council requires expertise at all levels and Chambers will be expected to offer a range of expertise to provide support at the required level. The list of lots is set out below. The type of work listed under each lot heading is intended to be indicative and non-exhaustive. The A350 is one of the most important routes in Wiltshire. It is a primary north-south route with regional significance connecting the south coast with the M4 and onwards to Bristol and the Midlands. In Wiltshire it passes around the principal settlements of Chippenham and Trowbridge via the town of Melksham and on to Westbury and Warminster. It has been a longstanding priority to improve north-south connectivity along the A350, and Wiltshire Council has been progressively bringing forward the dualling of the A350 Chippenham bypass. Over recent years three major capital schemes (Phases 1, 2 and 3) have been brought forward to improve capacity and safety on the route, largely funded through successful Department for Transport (DfT) and/or Local Enterprise Partnerships (LEP) funding bids. Most recently, an Outline Business Case (OBC) bid was made to DfT for funding to bring forward a scheme to complete the dualling of the A350 bypass at Chippenham. In the spending review in October 2021 the government announced that it would allocate funds for a scheme to dual the remaining single carriageway sections of the A350 route round Chippenham. The project was also included within the list of forthcoming infrastructure projects as part of The Growth Plan 2022 published in September 2022. Wiltshire Council and its consultants Atkins are now pressing forward to complete the design of the remaining Phases 4 and 5 of the scheme and preparing the Full Business Case (FBC). Subject to the FBC being approved by the DfT, it is anticipated that construction works will be undertaken during 2024 and 2025.

B4069 Lyneham Banks Repairs In 2022 significant a significant landslip took place on the B4069 Lyneham in North Wiltshire. The resulting landslip dislodged around 90m of the existing carriageway downslope. The B4069 has been closed since February 2022 when the landslip took place, movements continued throughout the first part of 2022 until slowing significantly during the summer months. The B4069 is a regionally important route providing connectivity between junction 17 of the M4 and North Wiltshire as well as serving several local communities. The road when opened normally takes around 5500 vehicles a day. Following extensive ground investigations towards the end of 2022 and a concentrated design effort during 2023 Wiltshire Council are now seeking to procure a contract to re-construct the B4069 under a traditional NEC4 delivery model. It is proposed to stabilise the slope with a contiguous piled embedded retaining wall with capping and upstand at the top. The proposed structure will be constructed on the northern side of the B4069 with a length of approximately 90 m. A in-situ reinforced concrete (RC) capping beam will be supported on a single row of 600 mm diameter bored concrete piles. The in-situ capping beam will be 1000 mm wide and 1000 mm deep structurally connected with the piles. The capping beam will be connected to tension micropiles to provide additional lateral ground support to the retaining wall. A vertical infill parapet or edge restraint is also considered to be provided at this location. The new parapet may be installed in the verge or attached directly to the capping beam at the back of the verge. Highway works will include reinstatement of the carriageway, pavement, drainage, and kerbs. To provide improvement to the existing highway drainage system, it is proposed that the highway shall be drained by a combination of gullies, carrier/ collector pipes and catchpits. The proposed highway drainage will outfall to a watercourse north of the B4069 via a new culvert. To ensure effective drainage of the site a number of land drainage measures will also be put in place on 3rd party land either side of the B4069. The works will be designed and built in accordance with current standards and guidelines, and will include for all key aspects of highway construction – piling, earthworks, carriageway, drainage, signage, and hard and soft landscaping works. The works will be delivered primarily within the existing highway boundary extents, however there will be a need to install drainage within adjacent fields currently owned by 3rd party landowners. Wiltshire Council are currently working on obtaining the necessary agreements and access the land. These opportunities will be independent of the parents and carers of the CYP with SEND which will also provide them with a break. The activities on offer will be led by service users with the provider encouraging ambition and encouraging positive risk taking. They will be culturally appropriate and meet the racial, cultural, linguistic, gender, sexual orientation and religious needs of the CYP. They will provide opportunities for new experiences, promote friendships and supportive relationships. The activities will promote inclusion and promote skills to enable CYP with SEND to participate more fully in the community. Wiltshire (excluding Swindon) has over 15,000 CYP identified and as having SEN support and have been issued with a SEN plan. Of this number there are over 3500 CYP that have been with issued with an EHCP. Wiltshire is a large and rural county and services need to offer provision to a large geographical area. Transport links continue to develop and improve but travelling around Wiltshire continues to pose a challenge to the community. The Service is divided into 3 parts, A,B and C. These 3 parts of the service, form the Short Breaks Clubs and Activities Scheme for CYP and SEND. This will be a long-term holistic model of 24/7 staffed, floating staff and independent living accommodation. Working alongside the Staying Close Project, this will create more capacity locally within the Supported Accommodation Market. Understanding the need for suitable matching and accommodating a wide range of young people with varied needs, the successful provider will already have a flexible portfolio of Supported Accommodation homes registered with OFSTED. Sitting alongside this project will be the purchasing of 24 solo flats, county wide. This will be for young people to transition into when ready and will come with a lifetime tenancy. We feel this pioneering model breaks down barriers young people face in moving into independence and will give our young people an opportunity to remain in their community. Wiltshire Council District Specialist Centres Market Engagement Event Thursday 16th November 2023 Wiltshire Council are seeking providers to deliver Specialist Early Years Settings in four locations, to improve the individual development, learning and wellbeing of children aged 0-5 years with additional/complex needs living in Wiltshire. Wiltshire Council currently commissions services from four specialist nurseries in: Chippenham, Devizes, Sailsbury, and Trowbridge The services will operate term-time only, 38 weeks a year.
